Taiwan firms scout land for tech hub

A Taiwan government undertaking and other leading companies are scouting for land in Greater Noida or YEIDA areas.

The Century Development Corporation (CDC) and other Taiwan firms need 200 acres of land for setting up an electronic manufacturing industrial park in either of the two cities. A delegation, including top officials of the Taiwan government, will survey land parcels in areas of the two development authorities on April 20. According to YEIDA officials, CDC works with central and local governments throughout Asia to develop technology parks, industrial parks, university buildings, and other educational facilities. "They have already discussed their requirement with Sanjiv Saran, UP additional chief secretary, IT & electronics department," said Arunvir Singh, CEO of YEIDA.

"Their delegation consisting of Dr Ou, former deputy city mayor of Taipei, and Jack Yu, general manager and director of CDC, will be visiting both areas on Thursday to survey the available land. We have earmarked large chunks of contiguous land and will make a detailed presentation of both areas and their advantages in terms of connectivity, accessibility, our online allotment system, industrial-friendly policies of the state and initiatives for ease of doing business," he said.

Officials said the company proposes to invest Rs 350 crore to Rs 500 crore for the project, which will be mutually beneficial for them as well as India. "They are exploring the area for setting up a cluster of Taiwanese and Japanese electronics and electrical manufacturing companies," Singh said. "They are also exploring the possibility of setting machinery manufacturing companies. Once they study the land here, they will submit a formal proposal to the state government, after which things will get finalised," he said.

‘Stringent law, 75 dedicated police stations to check power theft in UP’

Very good move.

The power department has been in a mess. Efforts are being made to improve the situation. In a bid to check online losses and power theft, the state government would soon come up with separate police stations. Post budget, there would be 75 police stations specifically for power related crime, which means each district will have one police station to deal with crime related to electricity. In addition to that, in monsoon session of UP Assembly, government would come up with a stringent law to check power theft.

UP Police's Twitter Seva wins Social Media for Empowerment award

UP Police's much-talked about Twitter Seva is not only a hit online, but is also garnering praise offline. The department was awarded the 2017 Social Media for Empowerment Award in the Public Relations category at a gala held in Delhi last week. The award, given by Delhi-based NGO Digital Empowerment Foundation, was decided by a jury consisting of social media influencers, journalists, technocrats, and leading IT professionals. The Social Media for Empowerment Awards honour the social media accounts that work towards development and change across South Asia. This year, over 162 nominees from India, Pakistan, Sri Lanka, Bangladesh and Nepal were considered for the awards in eight categories.

UP Police, regarded as the world's largest police force, adopted the Twitter Seva in September 2016 for "better addressing public grievances and concerns". The Twitter Seva is directly supervised by the Director General of Police, and is handled by Additional SP Rahul Srivastav, PRO to the DGP.

The department now wants to institutionalize the service and free it from dependence on individuals. Srivastav says, "The previous DGP was very supportive of the service and that's how it came into being. The current administration also sup ports and I am running it now. But what happens when I move away or someone new takes over? Our next step is to institutionalize this service and make it a part of the policing system in the state, so that it does not get affected by repositioning or retirement of few key individuals."

UP Budget

Budget size: 3 lac 84 thousand cr (estimated)

Revenue:

State GST ----> 65,000 cr

License fee for sale of alcohol -----> 20,593cr
(Any one in BJP/RSS is thinking that sale of alcohol will be stopped in UP must divert his thoughts & action in some other constructive activities. Any protest on streets only will disturb peace and consume sparse police resource)

Stamp & registration -----> 17,758cr (real estate must revive to achieve this target)

Vehicle registration ------> 5481cr (expect higher income)

Other major source of income is taxes on petroleum products -----> 18,000cr

Budget Deficit set at 2.57% (reduced from earlier 3.01)----- This means major drop in expenditure. Farmer loan waver is worth 36,000cr and will be spent from the budget. So expect little on marginal capital investment in the state.

UP government’s July revenue spiked record 26% over last year

What is bringing a smile on the face of chief minister Aditya Nath Yogi despite declining tax realization from stamp and revenue departments and meeting the farmer loan waiver targets? It is the Goods and Services Tax (GST) realization in one month in UP, which has recorded highest growth among all states.

Commercial tax commissioner Mukesh Meshram, who has been spearheading the GST drive in the state, told TOI that it is for the first time in recent years that tax collection has risen to a record 26%.

"This, in the past years, used to be around 10%. Growth in tax collection of 26% was recorded in July, the first month after implementation of GST," said Meshram.

"GST revenue in the first month after its launch has been Rs 4,782.04 crore. During the same period last year - when GST was not in force - tax realization was Rs 3,810.08 crore," he added.

More and more traders are migrating to GST. So far, out of 8.13 lakh registered traders in the state, 2.83 lakh have migrated to GST and the process for the remaining is going on," said Meshram.

However, the state government is concerned over the sharp decline in stamp and registration revenue, said stamp and registration minister Nand Kumar Gupta, who held a review meeting on Monday.

The minister was surprised by the sharp decline in revenue in the past three months, as compared to the same period last year. In August 2016, revenue from stamp and registration was Rs 1,340 crore while in August this year, it fell to Rs 1,017 crore.

Uttar Pradesh registers highest post-GST revenue growth in country

Uttar Pradesh has bucked the trend amid gloomy reports about most of the states having suffered a severe revenue setback in the first month of the GST launch on July 1.

Contrary to apprehensions by authorities, the Goods and Services Tax (GST) appears to have opened to a grand start in UP as far as the impact of the new tax regime on the state exchequer is concerned. The state has registered the highest revenue rise in the country in August (the July tax paid in August) over the corresponding month of 2016.

Against the Rs 3810.08 crore commercial tax revenue earned in August last year, the state got Rs 4755.86 crore tax during the same month of this year registering a growth of 24.82%. In a recent note to the government on ‘GST’s impact on the revenue’, commercial tax commissioner Mukesh Meshram termed the increase as the highest in the country.

“Despite all the odds, the department has earned 24.82% more revenue in August this year vis-à-vis the corresponding month of the previous year and the revenue collection is 98.37% of the target,” he says in the note claiming, “The post-GST revenue rise in UP is the highest in the country.”
