UP at Bottom in Health Rank

Not a surprise. The difference is clearly visible even if one enters UP from any other state especially southern states.

Tourists in Uttar Pradesh outnumbered its total population in 2017

The number of tourists who visited UP in 2017 was more than the state’s massive population. According to the data for tourist footfall, more than 23.7 crore domestic and foreign tourists visited different places in UP in 2017. This is more than the state’s estimated population of 22.7 crore.

The report also showed that the total tourist footfall in the state has gone up by about 9% over the previous year. While Allahabad was the most visited place by domestic tourists, Agra saw the highest footfall of foreign tourists. Director general of UP Tourism Awanish Awasthi is, however, not impressed.

In 2016, India saw movement of 161.3 crore domestic tourists. In this, Karnataka accounted for 21% followed by UP with 13% share. Likewise, 2.4 crore foreigners visited India in 2016, of whom 19% went to Tamil Nadu followed by 18.9% to Maharashtra and 12% to UP.

Surprise Leader: Uttar Pradesh drives truck sales up north

The demand for medium and heavy commercial vehicles (MHCVs) has traditionally been driven by industrial hubs such as Maharashtra, Tamil Nadu and Gujarat.

However, Uttar Pradesh is not only fast catching up but also emerging as a major driver for MHCV demand, helped by higher road construction, stricter rules against overloading and the replacement of vehicles.

The country’s largest state by population reported the highest growth in MHCV sales of 43.8% in the first nine months o ..

UP lags in power supply again, demand-supply gap widens

Uttar Pradesh has emerged as the country’s most power deficit state yet again after Jammu & Kashmir with the widening of demand-supply gap, according to a latest report on the position of countrywide power supply.

The report released by the Central Electricity Authority (CEA), a body under the union power ministry, has put the peak deficit at more than 10% which indicates that supplying power round-the-clock in UP from April next year, as announced by the Yogi Adityanath government, may be an uphill task.

“If the state is not able to meet the restricted/limited demand now, meeting the unrestricted demand when all the villages and cities are proposed to be provided round-the-clock power will not be easy,” said a senior official at the UP Power Corporation Ltd (UPPCL) requesting anonymity.

According to CEA report, the average peak demand in UP between April 2017 and March 2018 was 20,274 mw against the availability of 18,061 mw with the state not being able to meet the peak demand to the extent of 2,213 mw.

The peak deficit in UP during the period stood at 10.9% which is not only more than the all-India average of 2% but also the highest in the country after the perennially power-starved J&K where the peak shortage was 20%.

Significantly, the peak deficit in UP has increased this time. The state experienced the peak demand of 17,183 mw against the peak availability of 15,501 mw between April 2016 and March 2017 with the demand-supply gap being 9.8%.

The demand shot up by 3,091 mw during 2017-18 as compared to 2016-17. The deficit increased by 1.1% unlike in 2016-17 when it was down by 4.8% vis-ŕ-vis in 2015-16.

The report says that the peak deficit in states under the northern region was only nominal at 0.4% in Delhi, 1.4% in Haryana, 1.3% in Rajasthan, while remaining states – Punjab, Himachal Pradesh, Uttarakhand and Chandigarh – had no peak shortage at all.

Among regions, peak deficit was the highest in the north-east (4.1%), followed by the northern region (3.8%), western region (0.8%) and southern region (0.2%).

UP to allocate 3,000 hectare land for defence corridor

LUCKNOW: UP government will soon start the process of notifying close to 3,000 hectare land for the Rs 20,000 crore defence corridor project. The pre-feasibility study for the project, announced by PM Narendra Modi in February this year, has already started and will be completed by August 31.
During the first of its three consultative meetings on the defence corridor with the industry, organized by Udyog Bandhu and the Indian Industries Association here on Wednesday, the government also held a discussion on the UP Defence and Aerospace Manufacturing Policy, 2018, which it is on the verge of finalizing.

Infrastructure and industrial development commissioner Anup Chandra Pandey said: "We have to identify and notify 3,000 hectare land along the proposed corridor, stretching from Aligarh to Chitrakoot, via Agra, Kanpur, Lucknow and Jhansi. This will be done as soon as the pre-feasibility study is completed. We have mapped clusters around the major cities along the proposed corridor and we are looking at ways of merging these with the defence project. The state has a rich foundation of small and medium industries which can be connected with the corridor," he said.
The government has decided to have a single window clearance system for all projects related to the defence corridor. A defence cell will also be set up in Udyog Bandhu for coordination and assistance to those who wish to invest in the defence sector.
"The Centre will provide Rs 3,000 crore to UP for upgradation of infrastructure for the corridor. Another Rs 20,000 crore has been identified for setting up of units. This fund will come from the state, private companies and MSMEs," said Union minister of state for defence, Subhash Ramrao Bhamre. Pandey said that under the plan formulated by the government, it would focus on expanding existing ordnance factories in the state, mobilising private investments, involving small and medium enterprises in the project, bridging the market gaps and connecting ancillary units in the state to meet the requirements of defence PSUs and developing export-oriented manufacturing base for defence sector.
Industries minister Satish Mahana and economic advisor to defence production department, Rajib Kumar Sen, were among those who participated in the discussions. Next meeting is scheduled to be held in Kanpur on May 14.

UP's turnaround from laggard to best performer in building toilets

By Aman Sharma, ET Bureau|
Updated: Jun 19, 2018, 09.17 AM IST

NEW DELHI: The government machinery in Uttar Pradesh is gearing up for a massive exercise of building 20 lakh toilets every month till this October 2 to achieve Open Defecation Free (ODF) status for the state a year ahead of a national deadline.

This would involve building nearly 74 lakh toilets in rural areas and about six lakh toilets in urban areas - the state is looking at executing the latter through Public Private Partnership (PPP) mode. If the state is able to execute this task, government officials say it will be a complete turn around journey for Uttar Pradesh - from lagging behind as among the two worst performing states which threatened to derail the Prime Minister's October 2019 national deadline, to becoming the top performer in last one year which could enable the country to turn ODF six months early by March 2019. "As the state with the biggest job at hand on toilet construction is now showing great speed, the national target is achievable ahead of time in 2019," a senior government official told ET.

Out of 2.69 lakh rural houses in UP, 1.94 Cr have been provided an individual toilet as on date while 3.69 lakh toilets have been built so far in urban areas of UP while another 1.46 lakh are under construction against a total target of 8.87 lakh toilets. Much of this job has been done in the last one year after a BJP government was sworn in Uttar Pradesh. UP was only at 47% toilet coverage under Swachh Bharat (Grameen) on April 30, 2017 compared to 37% coverage when the Swachh Bharat programme began on October 2, 2014 - which meant just a 10% progress in nearly two-and-a-half years. UP's toilet coverage presently stands at 74% - in a big surge in last one year with UP focussing on the toilets programme and the state becoming the best performing state on this count now. UP Chief Minister Yogi Adityanath said at the NITI Governing Council meeting chaired by PM on Monday that the state will construct 20 lakh toilets every month to complete the task by October 2, 2019.

The national toilet coverage stands at nearly 86% presently in rural areas.

Purvanchal Expressway project:
Tender process completed, gets Cabinet approval
On Tuesday, the government, in its third
attempt, wrapped up the tender process by
assigning contracts for eight stretches of the
340-km expressway to five bidders. The developers selected for the project are:
Gayatri Projects Pvt Ltd, PNC Infratech Ltd and GR Infra Projects Ltd, which have be
given contracts for two stretches each, along with Apco Infratech Ltd and Oriental
Structural Engineering Pvt Ltd, which have each gotten contracts for one stretch.
With the Cabinet’s approval, these companies would be given go ahead to start
construction soon after the laying of the foundation stone.
“Compared to the previous tender we had cancelled fearing higher costs quoted by
the bidders, this tender has been finalised at a 5.24 per cent lesser estimate of the construction cost. In terms of money, this would be about Rs 620 crore lower than
the previous bid, and about Rs 1,514 crore lesser than the bid finalised (by the
previous government) in 2016,” Avaneesh Awasthi, Uttar Pradesh Principal
Secretary (Information) told The Indian Express.
He further said that while about Rs 6,500 crore was spent to purchase about 93 per
cent of the land, the remaining would be purchased soon. “Including the cost of
maintenance for five years and other things, the total estimated cost of the project
is about Rs 23,000 crore. Having learnt lessons from the shortcomings in the
Lucknow-Agra Expressway, we have also included installation of anti-glare
equipment as part of the project to ensure that lights from vehicles commuting on
one side of the road does not affect traffic movement on the other side,” he added.
Awasthi said that though the deadline set for the project is of three years (36
months) with its completion expected in 2021, they would try to finish the same in
24-26 months’ time. Meanwhile, the Cabinet also approved the proposal to form “Mitti Kala Board” to
promote production of utensils and other items made of mud. The proposal is
aimed at providing incentives to private industrial parks in the state, especially in
Bundelkhand, Purvanchal and Madhyanchal regions.
The Cabinet also approved the proposal to provide free land to construction
agencies for construction of houses under the Pradhan Mantri Awas Yojna (Urban)
for economically weaker sections. The land provided for the construction under the
scheme would be either gram sabha land or that of the municipal corporation or
unused land available with different departments. A committee headed by the
district magistrate would oversee the transfer of such land.https://indianexpress.com/article/in...roval-5254404/

Investment in UP

The Uttar Pradesh government is all set launch 81 projects worth Rs 60,146 crore on Sunday, five months after it inked MoUs of more than Rs 4.2 lakh crore during Investors' Summit in Lucknow.

Out of the seven highest investments, around Rs 23,500 crore will be pumped into Noida and Greater Noida. According to officials, over 40% of the investments will be made in western UP, followed by an almost equal distribution of 26%-27% in Purvanchal and central UP, while a mere 3% has been earmarked for Bundelkhand.

The ceremony on Sunday, which will be presided over by Prime Minister Narendra Modi, will witness a digital launch of the projects."Some of the investors have already started work, while others are about to start soon. The investors have got clearances and they will be handed out mementoes," said an official. Reliance Jio and the World Trade Centre account for the biggest investment each - Rs 10,000 crore - in the current round of investment.

While Jio will be laying optic fibres for improved connectivity, the World Trade Centre will set up an electronic manufacturing hub in Noida and Greater Noida. Three companies are investing Rs 5,000 crore each — Tegna Electronics Pvt Ltd for an electronics manufacturing hub in Greater Noida, BSNL will lay an optical fibre network and Infosys will set up an ITES centre in Noida.

Paytm’s investment of Rs 3,500 crore for setting up of an IT campus in Noida is sixth highest, while Adani will invest Rs 2,500 crore for laying of power transmission lines from Ghatampur to Greater Noida.

Emergency Response System

Do we need a policy for emergency response system? It seems we in India simple does not have concept of emergency systems.

We now have two floods in southern states Kerala and TN. In both the states the most important "Airport" was flooded and could not be used for emergency services.

In any kind of emergency only mode that is available to reach people in crisis is air mode. Rail & Road just wont be available in floods and in earthquakes.

In chennai and Kochi the damage to rail & road is understandable but its unacceptable to see Airports flooded.

Isnt this a simple planning issue that services required during emergency should not be damaged under any circumstance. Do we need a policy for responsible officials to take note and act on it.

Can we make sure all new airports and hospitals are not in low lying years, are not in flood plain of river and most imp are not in the path of natural route of rivers. Can we make sure that Airport, Hospitals & evacuation centers are safe and secure and can be accessed as easily as possible in emergencies.

Jewar airport is one under planning in UP. Can UP govt give us guarantee that the Airport will be under use during heavy rain and will be in use after earthquake. (Major earthquake is due in Himalayan range as per many experts working on the range)

I know majority of responsible officials would say its one time event so whats the point in investing extra funds. If same argument is assumed to be true than we do not need police, army & other security systems as death happens only once. We can easily save 80-90% of budget as none has to work to improve anything.
