Segment 1 (Minglanilla-Talisay boundary to Mandaue-Consolacion bdry) - 6 lanes (26.8 km)
Segment 2 (Mandaue-Consolacion bdry to Danao) - 4 lanes (29.8 km)
Segment 3 (Naga to Minglanilla-Talisay bdry) - 4 lanes (17.15 km)

Kung sa Naga na nga photos, 4 lanes lang na. Mara'g ang nausab lang sa original plan katong reduction sa distributor roads from 19 to just 3 (blue lines below)...

The national government allocated P300 million for civil works and RROW acquisitions in 2018. QM Builders won the bidding for civil works and their scope of work is a 2.5-km road in Naga City, Cebu (Segment 3). Construction is ongoing.

For 2019, same amount was allocated by the national government but there’s no information on the bidding yet due to the prolonged deliberation of 2019 budget at the congress. Invitation to Bid, as well as the scope of work, will probably appear on PhilGEPS’ website soon.

For the remaining part of the P28.1 billion project, the government plans to have it financed through Public-Private Partnership (PPP). No other information is available with regard to the status of the plan.

I can't help but notice that the expressway will actually pass thru some very expensive properties in Lilo-an and Consolacion.. a Golf course, a mountain resort compound, many high end village, I think they will be even passing that quarry near Garing .. etc... Hopefully they will be able to snake that through..

Well, they're considering it a 'high-standard arterial road' and not explicitly a controlled-access highway. Also, they'll be doing distributor roads instead of highway exits (correct me if I'm wrong.) So the expressway tag might be misleading.
