Belgium seems to use the R designation for any bypass these days....Check our the R21 and R22, both of which loop around the east side of Brussels.

Unknown. It depends mainly on the Inspectorate of Building Control.
August maybe?

The work has started on section C of A1 (reconstruction of "Gierkówka" semi-motorway from 1970s, to a 2x3 motorway):

NEW A1: Kamieńsk - Radomsko 16.7km (May 2019 to November 2021) – projectmap

This is arguably the part of "Gierkówka" where the surface had been in the worst state. To allow establishing a 2+1 profile for the time of reconstruction, the western carriageway has just got a last small renovation on its deathbed: parts of the hard shoulder were resurfaced, as they... had not really been "hard" anymore.

Before:

After:

link

So far, the first carriageway is closed on:
  • Section A (reconstruction of the substandard section of A1),
  • Section D,
  • Parts of sections C and E.

Yes, there are four parts of A1 construction:
- Section A: the existing section of A1 from Tuszyn to the Piotrków Trybunalski bypass (inclusive), built in 1980s and substandard by the contemporary standards. It's being torn down and reconstructed into a full-standard 2x3 motorway.
- Sections B, C, D & E: the part from Piotrków Trybunalski to Częstochowa. Currently it's the DK1 semi-motorway ("Gierkówka") built in 1970s, a 2x3 motorway is being constructed in its place. The section mentioned above is one of these (section C).
- Section F: the bypass of Częstochowa, constructed in new corridor. Work is now halted after Salini was thrown out from the contract for delays.
- Sections G, H & I: the parts south of Częstochowa, constructed in new corridor. Soon to be finished but will not provide too big of an improvement for the traffic without F being done.

The works are currently ongoing on all sections except B (and F, of course). The works on B should start in March 2020.

Salini and Impresa and Rubau (Spain) all got the boot, what about Toto?

This lot is north of 100km, maybe near 200km to retender.

TOTO has just several days ago abandoned their contract Poznań – Wronczyn (Mosina).

Despite their huge delays, now for the last several months they have resumed working at really good speeds on this section, and looked like having been determined to finish it. Hence this abrupt decision to withdraw from the contract came off as quite unexpected.

The original deadline for Poznań - Wronczyn section was 30 November 2017.

Impresa have a contract right up at the LT border where they have done nothing and Salini have one just north of Krakow o the S7 where nothing appears to be happening either, how long before these get the shoe too?

This leaves Toto (maybe) and Astaldi who are bankrupt .....but still working I think.

S7 is in design phase so there is no justification to terminate the contract.
S61 just recently received a construction permit. We'll see if Impresa even starts the construction.

Even with all these inelegant Italianate troubles Poland will still finish half its planned motorway/expressway network in 2019.

But of course the plan itself could change if a Warsaw Ring(s) of some sort is added to the plan in the next year or two. The current planned Warsaw bypasses are all as good as in the City and something further out will be needed, as will an 'A4 Bypass' section from west of Katowice to East of Krakow perhaps along the DK44 corridor making this an S44 I suspect.

These extra bypasses are what are known in English as "problems of success".

Parallel and also needed is planned S52 from Bielsko -Biala to Krakow. I don't think it that case that something as S44 would be planned in near future.

Well the existing Krakow - Katowice A4 is only within capacity because it is tolled until at least 2027. If the tolls were lifted in 2028 it would be congested on day one. It carries just over 40k AADT now and pulls in €20m a quarter. .

It will be at its full capacity of around 60k AADT around when the toll concession expires, if not before. If the state then takes over the toll they will pocket €70m a year profit on it which will pay for a bypass all on its own. Even if it costs €1bn and is 100km long to bypass the entire Silesian Metropolis.

But there is no chance the toll can be dropped in 2028, the road would be unusable with all the extra traffic and only a toll can keep it reasonably usable.
