Only just saw your query, Aussie Bhoy. A lot of the land used for the tennis centre used to be part of the Jolimont rail yards. Some of the train stabling facilities were moved to outer suburban areas. Melbourne is continuing to nibble away at the rail yards, in the current tender for Treasury East, where a number of consortiums are competing for the nod. It's at the SE corner of the Hoddle Grid.

Some of us will remember when the state swimming centre was located where the fed sq car park is too!!

It could have been Melbourne's financial centre/CBD, so that the original city centre could have been spared the destruction of its Victorian architecture and retained as a time capsule of Marvellous Melbourne. There are other cities around the world that have done this, but it's all about hindsight.

In hindsight yes - but who could have predicted the massive boom and leap forward that Melbourne would take as a city.

If the area was being redeveloped from scratch now, then obviously the plans would be much more grand due to where Melbourne is now at as a city. At the time it was entirely appropriate.
