Legal actions are only blamed as a scapegoat. The real estate developer Emin Iskenderov lacks of funds to finance the project. That's the real reason why it hasn't started yet.

As a matter of fact, I don't believe the risk of legal procedures is any stronger in Paris than it is in London. That's about the same really. For projects declared of public interest such as Grand Paris Express, I'd even say the risk is much lower in Paris than it is in London.

Can some1 explain me, Grand Paris - is it only a transportation and general connectivity project? Or there are plans to merge petite couronne into one city? Because it is rediculous that Paris administrative borders nowadays is 15 times smaller than London ones. And What govenment budget of Paris is? 8 bn euros? Will it be merged as well? Parisian GDP is like 3.5 of Moscow one. But Moscow's budget os 5 times bigger for some reason.
To sum up: will be administrative changes and if they will, what will be new numbers.

Grand Paris was supposed at first to be a plan to merge Paris with its closed suburbs "petite couronne" as you said.

But... Remember that this is France and we're French. So, instead of doing things the right way, easily, straightforward, with a clear budget and vision, Grand Paris as become a massive cluster****.
I defy anyone to be able to explain clearly what is going on with Grand Paris.

No one knows who does what, what we should do, what budget this should have, what could be the powers of the grand paris, what could do what...
The politicians are so divided we don't even understand what are they disagreeing on...
It has turn into a beautiful example of French politics and administration:
Clumsy, unexplainable, a place for people to debate and arguing about stuff... Things are now stucked, the administration of Grand Paris is as mysterious as the creation of the universe...

Fortunatly the Grand Paris Express, the only visible thing of Grand Paris is still under construction. So for now Grand Paris is just this transportation system, the rest is just.. blocked.

Yes, but he is french, that's the main difference. Many studies show how French people is the most complaining and always unhappy people in the world, and that more strangers live in French, more they are likely to think the same way (I say that being half french myself haha though being also belgian I can easily feel the enormous gap between the two on this matter). The same when french people live abroad: they are always the most complaining and criticising foreigners. It's just statistics.
Like anybody who lived in london knows how bad administration and politics can be there (also anybody being aware of this little thing called brexit), but he is french, so of course in Paris it's much much worse, and even the worst on earth
