18-member railway panel in Nagpur today

The Bharatiya Yatri Kendra (BYK) will push for 19 demands with the parliamentary railway convention committee (RCC) headed by Arjun Charan Sethi.

The 18-member RCC will arrive in the city from Rourkela in Orissa on Wednesday morning on a two-day visit to Central Railway and South East Central Railway (SECR), Nagpur division. Senior officials of both the divisions have already arrived in the city.

Although the railway officials were reluctant to reveal the official programme, sources said the committee will meet top officials of both the railway divisions. The committee will also inspect the railway station.

The BYK will submit a memorandum to the panel. The major demands include making Nagpur a railway zone to boost development of the region, said Basant Shukla, general secretary of BYK.

Shukla will also demand developing the east side of the station and acquire the area occupied by MSRTC and MPSRTC to facilitate better parking on the west side of the station. The BYK also wants that development of Ajni station is taken up on priority. Not many passenger trains stop at Ajni.

Shortage of staff is another problem with both the divisions. Shukla said a train ticket examiner (TTE) is supposed to handle three coaches, but has to manage nine coaches. This causes inconvenience to passengers.

Similarly, Shukla demanded streamlining of stalled projects in the region by providing sufficient funds. He alleged that safety has been hit as guards and drivers have to work for odd hours. Besides, safety staff is also being misused by deploying them at bungalows of senior officials.

The BYK will also demand rakes to make Nagpur-Mumbai Duronto a daily service. A demand to start a direct train between Nagpur and Delhi has also not been fulfilled.

Meanwhile, the National Railway Mazdoor Union (NRMU) has threatened to gherao the committee members as the senior divisional personnel officer (SrDPO), who is also the industrial relations officer, has refused to allow a delegation of NRMU to meet the panel.

NMC spends Rs 90cr per year, but cannot rid Nagpur of garbage dumps

The civic body's much-hyped garbage and bin free city project seems to have got stuck in a rut after a good start. Despite spending Rs 90 crore per year, some garbage dumps are still visible in parts of the city.

NMC's health department has deployed around 8,200 staffers, including 3,000 permanent sanitary workers, 3,800 daily wage workers, 1,400 contract workers of private agency Kanak Resources, and around 100 monitoring and executive staff. Their job is to ensure cleanliness in the city along with safe disposal of garbage from inside the city to the dumpyard located at Bhandewadi.

The sweeping of streets is being done by NMC while the private agency is responsible for door-to-door collection and transportation of garbage to the dumpyard. The expenses on the entire process are estimated to be Rs 90 crore per year.

The garbage situation in the city has improved a lot as compared to the dismal scene before this project was launched. However, garbage dumps can still be seen in some parts of the city. Even posh residential or commercial areas have not been spared of this unsightly menace.

Open garbage dumps can be seen alongside roads, in Nag river's catchment area, adjacent to gardens, on abandoned private plots, open spaces, near hospitals etc. Citizens have to face severe problems like health hazards, foul smell, mosquito menace, blockage of nullahs and drains, besides the ever increasing number of stray dogs due to such garbage dumps. Along with Nagpur Municipal Corporation (NMC) officials, citizens and roadside vendors are equally responsible for these unclean surroundings.

It has been four years since NMC launched the scheme to make the city garbage and bin free. However, the city has not been able to designate four plots of lands to be developed as garbage transfer stations in the city spread over 217 sq km as yet. This is the main hindrance to the garbage and bin free project becoming completely successful, say sources.

Also, sanitary workers and citizens are still continuing to set afire garbage dumps, adding to the pollution problems. The practice has continued even after stringent directives against it from the ministry of forest and environment and Maharashtra Pollution Control Board (MPCB).

Health officer (sanitation) Dr Milind Ganvir said, "The department is collecting and transporting around 800 metric tonne of garbage every day from within city limits. The situation is much better. There were more than 700 bins in the city and the number now stands at just 170. These have not been removed due to delays in getting land for developing transfer stations. Besides, the staff crunch is also creating problems."

He added, "I have chalked out a plan to catch persons dumping garbage in public places, despite collection available at their doorsteps. Staffers will be appointed at more than 200 locations to monitor the situation. We are making every effort to ensure a clean and healthy city," he said.

Garbage complaints through SMS

NMC is planning to launch a project under which complaints about garbage would be received through SMS. A web portal will be created specially for the project. Citizens will have to just send an SMS on the given five-digit number. The project is all set to be launched in the near future.

A division bench comprising justices Bhushan Dharmadhikari and Pramod Kode granted three weeks to government pleader Nitin Sambre for the purpose. Earlier, Sambre sought four weeks to take instructions from the government and make a statement on the contentious issue.

The high court resumed working after 10-day winter vacations where the petition was listed before Justice Dharmadhikari's bench. The PIL was filed by Maha-Arya Lawyers Association's vice-president Shrikant Khandalkar after media reports were published. Vishal Anand and Kishor Ghugguskar appeared for the petitioner.

During the last hearing, minister for higher and technical education Rajesh Tope had informed that he had dispatched a letter to the central government appealing them to set up the prestigious institution in Nagpur.

Khandalkar, a lawyer himself, named Union law minister among supporters of this project stating that even a land was identified at Koradi for the same. Justifying Nagpur as first choice to establish the prestigious project, the petitioner contended that the city has excellent rail, road and air connectivity coupled with its strategic location in the middle of the country. He prayed to retrain the respondents from shifting the project to Mumbai for the benefit of large number of local students.

During recent assembly session in Nagpur, Tope had cleared confusion, stating that the Centre would fund only one NLS while other two would be raised by the state and those would be at par with similar infrastructure and facilities.

The uncertainty was created following demands from three cities - Mumbai, Aurangabad and Nagpur - to establish the prestigious institute at their places. It was followed by promises by chief minister Prithviraj Chavan and deputy CM Ajit Pawar to open three NLS in the state. Interestingly, India has 16 such law schools with only one in each state.

NAGPUR: Citizens would be happy to know that several professionals, including doctors, engineers and MBAs, have sought tickets to contest the Nagpur Municipal Corporation (NMC) polls on February 16. Many of these ticket seekers were interviewed by the Bharatiya Janata Party (BJP) functionaries recently for the finalization of party nominations.

According to statistics provided by city BJP office, as many as 31 candidates holding BE degree sought party tickets from across the city. Similarly, 24 lawyers were also among the ticket seekers, besides 17 doctors and six chartered accountants wishing to contest the civic polls.

BJP city unit president Anil Sole said the party will seriously consider their candidature for the polls. Sole said, "When we asked why they want to join politics, they explained that non-corrupt and qualified people are needed for the country's development. Corporation election is the right place to ensure this, they said." Most of the aspirants support the anti-corruption campaign and the suggestions made by Hazare for an effective Lokpal, he said.

One of the aspirants from North Nagpur, who is a doctor, said, "Our area lacks basic civic amenities, especially drinking water. If I get the ticket, I will focus on all-round civic development. My attempt will be to bring in more funds for various development projects, in order to give civic amenities a much-needed boost."

However, she said that citizens are to be blamed for the present condition of North Nagpur. "The voters have the real power to rectify the situation during elections, but unfortunately they have repeatedly sided with the wrong guys, seduced by their ingenious tricks," she added.

BJP had 56 corporators in the NMC in the last house, and among them at least 25 were graduates, including Rajesh Ghodpage (BE) and Avinash Thakre, who is an MSc in computer science.

The Congress party has also started accepting forms from aspirants for civic polls. Congress city president Jaiprakash Gupta said that on Thursday the party accepted around 200 forms and of them 50% were highly qualified professionals, including doctors, lecturers and advocates. He, however, pointed out that his party will give preference to candidates who have better knowledge of politics.

Associate professor and head of the department of political science in Hislop college Anjali Gaidhane too said qualified people should come forward in the civic polls, which are considered grassroots politics in the country.

"Qualification should be prescribed and preferably post-graduation in political science or economics can be demanded. If it is done now, we can surely hope for a better future," she added. But she was quick to point out that qualification does not guarantee good governance. "That can come only if candidates are honest," she said.

Another joke being done with Vidarbha... Even when president patil said it they overturned it. This shows the kind of importance being attached with Vidarbha. And what about vidarbha politicians they have reduced themselves to jokers.. Probably its an insult to jokers.. Because atlreat jokers do their jobs sincerely

So we have competition to Nagpur... But let me ask you one question Was Nagpur in Competition early also??? Nagpur was in first ten cities some 10 yrs earlier and now it is slipping very fast. That is possibly due to we are in state which will be next (old) Bihar in next 10 yrs. So wait and enjoy the slide into darkness....
