‘Will work to include Mysuru in Smart City Mission’

Some of the criteria include service levels, like an operational online grievance redressal system, self-financing, publication of monthly e-newsletter, among others, he said.

With his appointment just ahead of the annual Dasara festival, the commissioner said that he wanted to provide all the basic amenities to citizens as well as tourists.

He also said that he would streamline the collection and disposal of garbage in the city.

He had served as Assistant Commissioner of Savanuru and Sirsi, and also as the Additional Deputy Commissioner of Haveri.

He was the Deputy Secretary of Urban Development department from 2013 to 2015 before he was posted as private secretary to the Forest Minister.

M. Mahesh, commissioner of Mysuru Urban Development Authority, who was hitherto holding the additional charge of Commissioner of MCC, handed over the charge to Mr. Jagadeesh.

Mysuru engineers to set up biogas plants in Fiji

Technology developed in the country for the production of kitchen-waste biogas will soon be implemented in the island-nations of Fiji and Vanuatu. Mysuru-based National Institute of Engineering’s Centre for Renewable Energy and Sustainable Technologies (NIE-Crest) will implement two indigenous technology-based projects in the two South Pacific countries.

According to Prof SS Shamasundar (in pic), leader of the Crest team, the project was proposed to these islands following the threat of global warming that could lead to the merger of seas in coming days.

The centre is developing the technology to set up biogas plants in correction centres (prisons) of Suva, the capital of Fiji. The proposed project is being developed with the capacity of converting one tonne of waste into biogas on 5,000 acres of land. The proposed project will be developed in collaboration with SES Consultants, New Zealand. The project will be completely funded by International Union for Conservation of Nature (IUCN).

Government of Vanuatu will set up similar plants in a college campus. The plant will supply fuel to 60 per cent of cooking requirement of the college. The authority of island has already approved the project, which will start in the next three months. Experts from the centre have completed feasibility studies.

Crest has already set up such plants in the Mysore Zoo (1.5 tonne capacity), Town Municipality of Pawagada, Hindustan Uniliver Limited campus in Mysore, Bapuji Institute of Technology in Davanagere and Boys Hostel in NIE College, Mysuru. The centre has also set up a plant that coverts organic waste into electricity at Oxygen Acres at Chikkahalli in Mysuru.

The centre has also developed 100 such plants in several districts across Karnataka. Regular units of biogas for household purposes are available for Rs 25,000 to 35,000 with two variants of plastic and steel drums that can give out three hours of fuel per a day from 2.5 Kg of organic waste.

Economics worked in India’s favour

Speaking about the technology, Prof SS Shamasundar said, “This is going to be the future. It is eco-friendly and a one-time investment that will last for several years to come. The major reason behind the green signal for the project is that third world countries can afford our costs. Other countries have also been offering the technology.
But the expenditure for our plants is just about a fourth of those developed by others.”

Fiji’s connection with India

Fiji, the island located to the north of New Zealand, has a population of about 9 lakh, out of which 37 per cent are of Indian origin. Fiji, which was under the British Raj,
had thousands of Indians migrating there. When the British Raj ended in the island, Indians who had migrated from Karnataka, Tamil Nadu and Maharashtra were left behind.

On wheels: Tipu Sultan’s armoury on the move

Mysuru: In a first of its kind operation in the country, 40 Indian and six foreign workers, besides officers of the South Western Railways are participating in the translocation of a 228-year-old armoury that belonged to the Tiger of Mysore, Tipu Sultan.

The translocation that will be carried out using the Unified Jacking System developed by an Indo- American company, PLF-Wolfe , is expected to cost Rs 13 crore and will clear 20 meters of the railways’ doubling line project between Mysuru and Bengaluru.

“By March 4 the rollers will be inserted under the beams and the armoury moved to a temporary new location. It will be moved to its permanent location, 100 meters away from its present site, by May,” said sources.

Said to one of the eight built by Tipu Sultan, the armoury is a protected monument under the Department of Heritage, Archaeology and Museum. Used for storing gun powder, and military equipment, it was built with lime and stone mortar, using a processed mixture of eggs with shells, jaggery, and soap nut, going by heritage expert, Eechanur Kumar.

“It is a rare experience for us to do work of this magnitude. The foreign engineer involved in the project said he had never seen a structure as hard as this one. Although the technology involved has been around in the USA for over a century, it is being used for the first time in India,” said an engineer working on the project.

With the armoury’s shifting, the doubling of the railway line over 132 kms will be completed by the end of April and the new tracks commissioned by May, 12 years after the project began, according to South Western Railway sources

The railways received clearance from DHAM and the Archaeological Survey of India to shift the armoury when Mr Mallikarjun Kharge was the railway minister in 2014. While the Institution of Engineers suggested its translocation in one piece, the first tender did not receive any response. Finally, the tender was finalised by the end of 2014 and the work on the translocation was commissioned on January 8 this year.

But the delay over land acquisition, allocation of funds and translocation of Tipu’s armoury has proved costly for the railways as the cost of the doubling work has shot up from around Rs 440 crores in 2005 to Rs 880 crore now.

The doubling of the line is expected to cut travel time by 15 minutes for passenger trains between the two cities.

Mysuru urban development authority hopes for better luck now in auctioning premium sites

The base price of nine sites in Gokulam III Stage, Vijayanagar Ist and IV Stages and Dattagalli III Stage is between Rs 1.1 crore and Rs 3.36 crore.

MYSURU: The Mysuru Urban Development Authority (MUDA) is trying its luck again in sale of premium sites through auction four months after demonetization.

In November 2016, less than 25% of sites put up for auction were sold. On an average, nearly 75% sites are sold during every auction which is a major source of revenue for the agency but there was poor response last time. Of 45 sites, only 11 were sold. The e-auction opened on February 20, and closed on Friday. The allotment is on Saturday.

This time, it has put up 139 corner and intermediate sites in north and west parts of Mysuru, hoping to improve its revenue that has been drying up due to interruption in sale sites in RT Nagar Layout, its dream project. The authorities haven’t decreased the base price, as many people had expected, which may not go in favour of MUDA.

The base price of nine sites in Gokulam III Stage, Vijayanagar Ist and IV Stages and Dattagalli III Stage is between Rs 1.1 crore and Rs 3.36 crore. A site measuring 892.8 sq metres in Vijayanagar is quoted at the highest price of Rs 3.36 cr. The base price of the smallest dimensional site, in Chikkaharadanalli (south Mysuru), is Rs 17 lakh. Usually, MUDA auctions the best sites once in two or three months to raise money.

The real estate was among the worst hit by demonetization and this has taken a toll on MUDA too.

MUDA commissioner M Mahesh told TOI, “Owing to demonetization, we haven’t increased our base price in the year’s first auction. We didn’t get good revenue in the previous auction as only a few sites were up for sale. He expressed confidence of getting a good response this time and admitted that revenue generation through auction has come down after demonetization.

District registrar CB Nanjundaswamy claimed that property registration has decreased by more than 50 % since January 2017.

MUDA may soon allot sites in RT Nagar

Meanwhile, MUDA may soon start allotting sites in R T Nagar Layout, west Mysuru. This dream project hit a roadblock after a few land losers knocked on the doors of courts to demand higher compensation.

It has been nearly a decade since sites were developed in this layout located nearly 1km from the Outer Ring Road. In all, 2,250 sites of different dimension were developed and over 82,000 applications were received. Sources claim that land losers have agreed for an out-of-court settlement with regard to higher compensation and MUDA is likely to get the high court’s green signal to distribute sites.

MUDA commissioner Mahesh said the issue may be resolved soon. The next hearing is posted for March 8 and a positive outcome is expected. The commissioner said they’ll allotment of sites once they get approval.
