Structural changes suggested to raise quality of education

Space scientist and Planning Commission member K. Kasturirangan, who headed the Karnataka Knowledge Commission, has said that universities in the State are still following cumbersome procedures in the system of governance and they need to undergo structural changes to ensure high quality of education.

Speaking to The Hindu on various issues related to higher education, Dr. Kasturirangan said that structural changes are needed to provide more autonomy to State-run universities in the appointment of vice-chancellors, recruitment of faculty, holding examinations, admission of students, and selection of courses and preparation of syllabus.

The commission has been striving to improve the system in the State’s two innovative universities — the University of Mysore and the Karnataka University, Dharwad. “One can try to have separate universities, one for conducting examinations for colleges and another for excellence in higher studies,” he suggested.

The commission, which has prepared a report on Higher Education Vision 2020, has recommended amendment and overhauling of the Karnataka State Universities Act, 2000, with regard to existing governance of higher education (fostering autonomy and streamlining appointment of vice-chancellors and other statutory offices). It also recommended aligning universities to the new vision of the State and to create an educational architecture which is relevant for the 21 century.

“The State government has taken our recommendations seriously and taken steps to implementing them,” he said.

To a query on universities involved in various controversies, particularly with regard to appointment of vice-chancellors and examination malpractices, he said that “due process should be followed in the appointment of vice-chancellors.”

“The government is very sensitive about it. One should not put the cart before the horse; procedures need to be understood and be simplified,” he said.

Expressing concern over the standard of teaching in primary education, he said: “The State is worried about the quality of teachers.” Azim Premji University, Bangalore, has taken initiatives for improving the quality of teaching, he said.

Noting that non-science education should be made more job-oriented, he said: “At present, no person is sure of getting a job after graduation.”

As many students lack employability skills, courses need to be tailored to suit the job market. Communication skills, English-speaking skills and computer skills need to be imparted to make graduates equipped for jobs. “If necessary, introduce one-year embedded courses,” Dr. Kasturirangan said.

FREEMASONS WARD INAUGURATED AT MRC EYE HOSPITAL

A 60-bedded Freemasons Ward was inaugurated at Mysore Race Club (MRC) Eye Hospital in city this morning. The ward was inaugurated by M.W. Bro Vasudev Jamnabihar Masurekar, Grand Master, Grand Lodge of India. Inaugurating the ward, Masurekar said that charity has to come instantly and one should feel joy in giving.



Speaking on the occasion, MRC and MRC Charitable Trust Chairman K.A. Muddappa said that the Trustees of the hospital had decided to renovate the hospital building as well as establish an eye bank. He further added that the MRC Charitable Trust was looking forward to donors and philanthropists to carry out the projects.

The Masonic Charitable Trust also donated Rs. 4 lakh to the MRC Charitable Trust which will be used for the eye hospital. Masonic Charitable Trust President Dr. C.D. Sreenivasa Murthy said that the MRC Eye Hospital had also promised to conduct 500 free surgeries in the name of Masonic Charitable Trust and added that people admitted at the Freemasons Ward will be provided with free treatment.

W. Bro. Ragotham Rao, W. Bro. S. L. Narayan, R.W. Bro. G.K. Balakrishnan, Org. Chairman, RGL AIM 2013, R.W. Bro. The Freemasons will host its Annual Investiture Meet on Feb. 23 and 24 at Chamundi Vihar Stadium.

MYSORE VARSITY SIGNS MOU WITH MCMASTER UNIVERSITY

Mysore, Mar. 5- The University of Mysore has signed a memorandum of understanding (MoU) with McMaster University of Canada and has entered an international research collaboration with the Canadian Varsity under Grand Canada Challenges for the project titled ‘Fast, Affordable, Easy to Use TB and MDRTB Handheld Tester for Use in Poor Resource Settings.’

The Principal Investigators of this grant are Dr. Leyla Soleymani, Dept. of Engineering Physics, McMaster University, Hamilton, Canada and Prof. N.B. Ramachandra, Coordinator for M.Sc Genetics, Department of Studies in Zoology, University of Mysore, along with Co-investigators Dr. R.S.Gupta, Dept. of Biochemistry, McMaster University, Canada and Prof. M.N.Sumana, Dept. of Microbiology, JSS Medical College, JSS University, Mysore.

Dr. Soleymani handed over a part of the $100,000 to Mysore University VC Prof. K.S. Rangappa recently as the first year grant to conduct the pilot experiment, following which $ 1 million will be sanctioned for the next three years.

Tuberculosis (TB) causes 1.45 million deaths a year worldwide and 1000 deaths every day in India. TB and its variants, such as Multi Drug Resistant TB (MDR-TB) and Extensive Drug Resistant TB (XDR-TB) significantly complicate TB treatment and control.

The project aims to develop an innovative handheld, automated, battery-operated tester, delivering a rapid diagnosis in an hour of all TB variations at patients’ bedside, enabling appropriate, immediate and patient-centered intervention.

Dr. Soleymani’s US patented ultrasensitive, highly-specific, electronic microchip will form the basis of the TB-Microtest which will address this global health challenge by providing rapid, cost-effective and accurate diagnosis of all TB variants to the world’s poorest communities, where the lack of diagnostic tools results in very low case detection. The TB-Microtest will be the first of its kind which will revolutionise the diagnosis of TB.

Columbia Asia to add 280 hospital beds in India

Kuala Lumpur-based international hospital chain Columbia Asia will add 280 hospital beds in India next year, taking its total tally to around 1,280 beds in 11 hospitals across the country by mid-2014.

The Seattle, US-funded group will invest Rs 728 crore in equity and another Rs 447 crore through debt financed by a consortium of banks led by Axis Bank in setting up the hospitals, most of which are greenfield projects.

While announcing the launch of a tertiary care hospital at Kharadi in Pune, its ninth in the country, Dr Nandakumar Jairam, Chairman and Group Medical Director, said that this involves an investment of Rs 90 crore.

One new hospital, being built in Ahmedabad will be launched in 2013, while the fourth one in Bangalore will be ready by April next year, he added.

In India, Columbia Asia is present in Bangalore, Mysore, Gurgaon, Patiala, Kolkata, Ghaziabad and Pune. Overseas, it has 10 hospitals in Malaysia, three in Vietnam and one in Indonesia.

Health varsity nod for PG course in psychiatry

The Mysore Medical College and Research Institute (MMCRI) has got approval from the Rajiv Gandhi University of Health Sciences (RGUHS), Bangalore, to introduce a postgraduate course in psychiatry from the academic year 2013-14.

Now, it is waiting for permission from the Medical Council of India (MCI), New Delhi, to start the course. A team from MCI is expected to inspect the facilities available for psychiatric care at MMCRI’s attached hospital, K.R. Hospital, here. This could take place this month, MMCRI director Geetha Avadhani told The Hindu.

Diploma

Besides the postgraduate course, permission was also sought for introducing a diploma in psychiatric medicine, she said.

“We are hopeful of getting the MCI permission for two MD (Psychiatry) seats and three diploma seats. The intake may go up in later years,” she said.

Facilities

MMCRI has four psychiatrists — one professor, two assistant professors and a senior assistant — and a dedicated psychiatric ward.

The institute is keen to increase bed strength to at least 200, but space is a constraint. A proposal had been sent to the State government seeking its nod for expanding the psychiatric ward with an additional floor to accommodate more beds, establish a de-addiction centre, emergency psychiatric care and other necessary facilities. “We are awaiting the reply,” Dr. Avadhani said.

Shortage?

According to Karnataka State Mental Health Task Force, there are around 250 psychiatrists, 200 clinical psychologists and the same number of psychiatric social workers in Karnataka. Independent surveys have indicated that 14 per cent of the general population in Karnataka needs mental health services. However, not more than 50 psychiatrists (30 MD and 20 DPM) are trained in the State, psychiatrist K.A. Ashok Pai had said during his recent visit to Mysore.

Dr. Avadhani expressed hope that more opportunities for higher studies in psychiatric care would help address the manpower shortage in the sector to an extent.

Karnataka varsity online course a hit among candidates

Huge demand for online MBA course being offered by Karnataka State Open University (KSOU) has made the university come up with 45 more courses from January. Its online programmes get about 15% of enquiries from candidates - mostly working professionals — from African continent and NRIs in the Gulf.

When KSOU offered online MBA course in 2012, around 800 candidates from across the state applied for the same. Now, KSOU is offering courses in degrees, PGs and PG diplomas.

The courses, taught using virtual classroom platform through online, enables the students log in and attend and interact with live classes at convenient timings. The classes can be accessed from any internet-enabled PC.

Course co-ordinator Murali Narasimhan told TOI: "When MBA course was started, we received enquiries for other courses too. So we came up with new ones, including those offering degrees."

Candidates prefer online courses as the course material can be easily accessed while sitting in home or office. The applications can also be sent online, and exams can also be taken online. Assignments will be in subjective manner, while the term-end exam will be in objective manner for MBA and commerce courses.

The online division has plans to come up with good exam pattern for arts and science courses as objective-type questions don't suit them. It's also difficult to provide offline course material through mobile data storage.

Murali claimed that KSOU is the only state open university in the country to offer courses in a big way. "We have been getting good number of enquiries and response."

The online programme provides 24x7 call centre and live chat for enquiry about the courses on the user-friendly website. MA courses are in demand after MBA.

Uma S, a homemaker who came to know about the online course from her friend, said: "Online courses is no less when compared to regular ones, as we get to watch videos and interact with live classes at convenient timings."

Shettar to launch projects on March 21

Mysore varsity to reintroduce distance education to pool resources
