I do not think that. You can clearly see the bridges connecting the lower Part of Dubai Square with the upper part. It looks smaller, but I dont think it lost size in the picture.

It seems there are 2 other related and more recent news:

China State becomes top-ranked contractor in UAE.
China State Construction Engineering Corporation has secured two major construction deals in Dubai in the past two weeks

One of these days should be exactly one year since foundations were completed, or what?

I might be wrong, please correct me if i am! But from my understanding, in this part of the world, something this big and important (like awarding the main contract for the Creek Tower) generally do not gets scheduled to happen during Ramadan?

Dubai can't afford this now. Neather Emaar on its own or the government of Dubai itself. If they ever build it, they will have to go into bankrupt again and ask Abu Dhabi to solve their financial debts once more. Which I believe Abu Dhabi is not very keen to do so. Moreover, the middle east and specially gcc countries are having financial trouble right now, since Donald Trump came to the white house, hes screwed those countries, we all can see the economy of Dubai is not like before, money flow is less, that can be seen in all sectors. VAT added to this, worry from investors plus cut ties with Qatar is a big amount of reasons why this is not happening, at least for the next 5 years.

A major issue is that now, they have been either "too far or not far enough" (as we would say in French).

"Too far" because there is already that gigantic and ugly concrete slab that ruins the view and "not far enough" because there is not point leaving it like that.

What are they going to do with it? Filling it with earth and turning the area into a park? They can no longer build anything on top of it because these foundations have a very peculiar shape designed for someting that is most likely never going to happen.

Moreover, with this giant "white elephant", they also loose the main advertising argument of Dubai Creek Harbour. How are they going to attract people in such a remote location without a central landmark?

What's with that pressimism? It's not like Emaar went bancrupt This may not rise in the immediate future, and while its future is quite uncertain it is way too early to bury this and make it a park.

I think the reason for the delay is that the tower isn't really needed right now. First, with the current property slump in Dubai, the tower wouldn't make enough of an impact on the sales in Dubai Creek Harbour to justify its cost. Apartments don't sell as good in this economic situation anyway, and a tower would not change that significantly enough.

Secondly, and probably more importantly, the tower was meant to address competition that never came. Emaar pride themselves on having the highest observation deck in the city, in the tallest tower in the world. Dubai Creek Tower would ensure that Emaar retained both these titles even as Burj Khalifa lost them to Dubai One and Jeddah Tower, respectively. But Dubai One still seems to be years away, while Jeddah Tower crashed pretty badly too. Burj Khalifa will keep both titles in Emaar's hands for the foreseeable future, with no competitors to divert the tourist cash flow. Why would Emaar create a competitor to Burj Khalifa themselves? That'd make just as much sense as building an even taller tower in Dubai after finishing Dubai Creek Tower. As it stands, they run the biggest game in town already, and building DCT would just split the revenue stream into two while doubling the running costs. It's simple math to keep Burj Khalifa as top dog until a rival arises.

And strangely enough, maybe the existence of Dubai Creek Tower also has the secondary effect of preventing Dubai One or Jeddah Tower from getting off the ground again. What would be the point in taking the title back from Emaar, if Emaar can just take them back again by completing an already-started project? Why pour billions into Dubai One if its top dog status will only last a year or two? That would just be a great way to lose billions, and as such it doesn't happen - which means Dubai Creek Tower doesn't happen either. It's a strange form of Cold War thinking, mutually assured waste of money.

No need to built it, if they come anyway is the new attitude.
For real. As long as the highest building is in Dubai, there is no real need to built another one!

At least the foundations are in place and should last a very long time. Or if Jeddah Tower ever restarts, Emaar could begin this project anew. As Kyll said, I'm sure they could afford it, but timing it is part of what makes projects like this successful. Not saying it wouldn't be on its own, just that it'd be *more* successful potentially by waiting. Even if this is delayed a few years I would still imagine Dubai as a whole are very intent on still building it.

Whereas the former Chicago Spire got a foundation dug out, this one's base is essentially complete. Or look at the delay with Shanghai WFC - it eventually was completed. I'm hoping this is simply more case of the same. In the meantime the good news is that tech, materials, and studies can continue to help make this tower better, less expensive potentially, and maybe higher as well.

In case they would not built it - at least for now - would that mean that they complete the rest of the project around an empty circular square with a diameter of 500 metres?
