Selain itu, katanya, kedua-dua negara mendapat manfaat menerusi penubuhan 50:50 syarikat usaha sama antara MRL dan China Communications Construction Ltd (CCCC) untuk operasi dan penyelenggaraan ECRL, serta peningkatan dalam penyertaan tempatan kontraktor Malaysia dalam kerja-kerja awam projek berkenaan.

“Oleh itu, berdasarkan maklumat yang dinyatakan mengenai ECRL, kerajaan atau MRL tidak pernah mendakwa bahawa penjimatan sebanyak RM21.5 bilion bagi projek ECRL yang ditambahbaik adalah semata-mata daripada elemen “overpricing”, malah, ini bukan asas rundingan dengan China.

“MRL ingin menekankan bahawa Malaysia mengadakan rundingan dengan China atas dasar mencari cara dan usaha untuk mengurangkan kos ECRL tanpa kehilangan intipati asas jajaran projek rel berkenaan,” katanya.

Menurut kenyataan itu, kedua-dua negara memilih untuk berunding dengan semangat muhibah dan diplomatik, serta bermatlamat untuk mencapai kos pembinaan ECRL yang lebih rendah.

“Sebagai pemilik projek dan aset ECRL, MRL juga ingin menyatakan bahawa Wakil Khas Perdana Menteri yang mengetuai perundingan ECRL, Tun Daim Zainuddin, tidak berseorangan memikul tanggungjawab dalam melaksanakan rundingan ECRL dengan CCCC atau China.

“Walaupun Tun Daim adalah perunding utama pasukan petugas ECRL, pasukan petugas ini juga dianggotai oleh pegawai kanan dari Jabatan Peguam Negara, Kementerian Kewangan, Kementerian Pengangkutan, MRL dan lain-lain.

“Tambahan pula, komuniti tempatan dan antarabangsa sudah sedia maklum bahawa pasukan petugas ECRL ini mengendalikan proses rundingan dengan jayanya, seperti mana dipaparkan melalui kebanyakan laporan akhbar, portal berita dan stesen TV di Malaysia dan luar negara,” katanya.

Berhubung kajian kebolehlaksanaan dan Penilaian Impak Alam Sekitar (EIA), MRL menjelaskan, rundingan dibuat berteraskan kontrak asal kejuruteraan, perolehan, pembinaan dan pentauliah (EPCC).

“Secara ringkas, ia bukanlah proses rundingan untuk mencapai Perjanjian EPCC yang baru tetapi untuk menambahbaik projek ECRL menerusi Perjanjian Tambahan (SA) yang ditandatangani pada 12 April 2019 di Beijing.

Mengulas lanjut, MRL berkata, ia menyedari sepenuhnya keperluan untuk pentauliahan satu laporan EIA yang baru terhadap jajaran ECRL sepanjang 640 kilometer yang kini membabitkan jajaran Selatan baru dan penyusunan semula terhadap beberapa jajaran.

“MRL berharap untuk menerima pentauliahan laporan EIA yang baru pada suku ketiga tahun ini kerana penjajaran semula keseluruhan ECRL akan lebih terperinci pada masa itu,” katanya.

Ternyata that msian still not know so much coz this project running so fast before GE coz mereka BN takut kalah

Kadang2 aku terkejut jugak masa tu ..tiba je bermula ngn mudah2!!!

It will be another CRRC product which based in Batu Gajah again like ETS lah.

Note: 160 km/hr CJ6 type EMU is CRRC product

Or maybe this one??? CRH-6A??? Japan rolling stock is nice, but a bit too expensive to maintain.

The agency said this is a follow up of the signing a Memorandum of Understanding with China Communications Construction Company Ltd (CCCC) on April 25, 2019 in Beijing, witnessed by Malaysia's Prime Minister Tun Dr Mahathir Mohamed and China's Premier Li Keqiang.

MIDA's team will engage facilitate development of industrial parks, logistics hub and transit-oriented development along the ECRL corridor, it said in a statement today.

Transit-oriented development (TOD) is a type of community development that includes a mixture of housing, office, retail and/or other amenities integrated into a walkable neighborhood and located within a half-mile of quality public transportation.

Under the original alignment, the 688km ECRL would pass through Kelantan, Terengganu, and Pahang before entering Selangor through Gombak before making its way to Serendah and Port Klang.

However, after a year of renegotiation, the new 640km ECRL alignment will now skip Bentong and Gombak.

It will, instead, turn south from Mentakab to Kuala Klawang in Negeri Sembilan before entering Selangor through Bangi/Kajang and then proceeding to Putrajaya Sentral and finally, Port Klang.

The railway track maintains the standard gauge design, and is 640km in length. The 160km/h train (80km/h max for freight) will pass through 20 stations from Kota Bharu in Kelantan to Port Klang in Selangor, and the journey will take four hours.

It will leverage the existing KLIA Express Rail Link, as well as the future MRT Line 2, with an interchange in Putrajaya Sentral and a direct link to the Kuala Lumpur International Airport.

MIDA described the ECRL project as a East-West rail transport network designed to stimulate commercial, logistic, trading and tourism development.

With foreign and domestic investments in TOD, MIDA hopes the ECRL would help bridge the development gap between the east and west coasts of Peninsular Malaysia.

MIDA and CCCC will promote the EAP to invite local and international investors to invest in these projects.


Both parties will also undertake capacity building activities to encourage the industrial and business communities to organise or participate in dialogues, workshops, seminars and conferences.

Maybe we should re evaluate the train set? This train was chosen when the ECRL was a single track system thus the speed is limited to 160km/h. Should we still get this one when the line is capable of so much more?

Seems like this ECRL has a lot of similarity to the Xiamen–Shenzhen HSL. Both are in excess of 500km long with 20 stations, operating with both freight and passengers with a top operating speed of 200km/h

This ECRL line can be upgrade speed (and train) become high speed rail after once passenger increase significantly lah...(maybe next 15-20 year)

Most probably package ini akan di tapau oleh CCCC (system: rolling stock, signalling & comm), but heard they will sub some portion.

Sbb tu must be aware that this line must connect with HSR coz they are standard gauge but from now on still no connection with...it such like putus...if this line go through Kajang/Bangi...the only hope is it will connect with HSR station at Putrajaya in deplomatik presint later coz I think if HSR full swing on, ECRL must intersect at somewhere with HSR tracks for sure
