I have recently made a Balkan tour that included Montenegro and I took some photos of the roads.

The route goes from Nikšić to Boka Kotorska, Budva, Cetinje and Podgorica.

Six priority transport projects, worth 789.66 million euros, were singled out by the National Investment Commission on a narrow list of priorities, reads the government's document.

These are bypasses around Budva and Tivat, the bridge over the Veriga, the reconstruction of the railway line from Bar to the border with Serbia, the shares of the road Scepan Polje Pluzine and the Bar Boljare highway between Matees and Andrijevica, and the expansion of Tivat Airport, half of which starts in the following year.

The government intends to finance projects according to the recommended public-private partnership model, in order to minimize state investment, whether from the budget or the loan. Since the documentation is not yet finished, neither the best model of financing nor the amount of private investors' participation has been determined, and concessions for these infrastructure projects are also considered.

According to the strategic relevance, the first priority list is the reconstruction and modernization of Bar Vrbnica-Border with Serbia, worth 40 million euros.

The largest infrastructure project in Montenegro, the Bar Boljare highway, will continue with the works on the Mateševo-Andrijevica section, whose estimated value is EUR 294.8 million.

Works within the project of the Adriatic-Ionian highway, that is, the high-speed road along the Montenegrin coast, will begin next year by the bypass around Budva. So far, two "packages" have been proposed; first with a 7.7 km roundabout, five kilometers of lanes and access roads worth 139.3 million euros. The other "package" is a 4.5 km bypass with loops and access roads of 5.5 kilometers, worth 76.2 million euros, with the start of realization at the earliest in three years.

Another project related to the Adriatic-Ionian highway is directly related to the solution of traffic issues in the Bay of Kotor. The works were estimated at 124.36 million euros.

The estimated costs of reconstructing the main road from Pluzin to the border crossing through Scepan Polje with Bosnia and Herzegovina amount to about 70 million euros.

Tivat Airport should be significantly improved with a planned project worth 55 million euros.

Nurković reminded that a Memorandum of Understanding and Cooperation was signed in March with the China Road and Bridge Corporation CRBC for the project for the construction of the Bar-Boljare highway on the principles of private-public partnership, which did not bring this company into a privileged position.

"It is only a company that has first expressed interest in the realization of other sections of the Bar-Boljare highway, which is understandable because it is already present on the domestic market, that is, on the project," added Nurkovic.

As he recalled, all interested entities were invited to fulfill their intentions and propose conditions and models for the realization of other sections of the Bar-Boljare highway, on the principles of private-public partnership, based on the best international practice and respecting the principles of equal treatment, free competition, and non-discrimination.

"In this game there will be no privileged players, and the price, deadlines, quality of work, experience and references will be the only recommendations that we will appreciate as an investor," said Nurkovic.

He said that there was often a question of the dynamics of works on the construction of the first kilometers of the highway in Montenegro.

"I'll be very clear here. Dynamics is not a priority for the quality of this capital transport project. Since the beginning of the project implementation, the opinion and the attitude of the profession have been in the first place, while the contractor insisted on the consistent observance of the contractual provisions, as well as the consistent application of the relevant domestic and European regulations, procedures and standards, "said Nurkovic.

He noted that the knowledge of legislation and procedures in the initial period of realization of this project was quite a challenge to the contractor, as a new one in the European market at that time.

Nurkovic added that this certainly had to a certain extent had an impact on the pace of design and later consequently on the performance of works on the ground.

"However, from the management of CRBC, we are continuously assured that it will engage all of its available resources in a way that will ensure the realization of the project within the agreed time, which is not, however, set as our priority if it means any compromise with quality," Nurkovic announced.

Asked about the position of the Ministry regarding the situation in the national air carrier Montenegro Airlines (MA) and how the debt issue of the company will be solved, Nurkovic replied that the situation in the company is one of the major challenges for the Government and him as the Minister of Transport.

"The situation we need to solve is serious and it takes time to summarize all the data and make important decisions regarding the continuation of our airline business. Bearing in mind the importance of the national airline general, we do not consider the option of bankruptcy, "Nurkovic said.

According to him, the data show that the MA is a company that transfers about 550 thousand passengers.

The company at the year-level transports almost a third of the total number of passengers from Montenegrin airports, and in the winter months to 45%.

"More than 400 employees and their families live in this company. Almost two-thirds of employees in the company are licensed flying, technical and other operational personnel, in which training and training were invested significant funds, "he said

Nurkovic added that the data tell us how important the company is for Montenegro.

To the question that would be the most acceptable model of valorization of the Airport of Montenegro, Nurkovic replied that a better investment model and a project of modernization should be found which will provide quality and speed of service in the long run.

Asked about the significant projects this year in the development of road and rail infrastructure, Nurkovic said that there are numerous challenges in the railway sector, primarily in the company's business.

He recalled that the Railway Development Strategy was adopted for the period from the last to 2027, for the first time as a special strategy for the railway sector in Montenegro.

"In the field of railway traffic safety, a number of by-laws have been issued and published. It is aimed at drafting amendments to the Railway Act, which will create the conditions for fulfilling the criteria for closing Chapter 14, "said Nurkovic.

He said that the adaptation of the cellar in the Bijelo Polje station would create the conditions for commencing a joint border station.

"It can be said that the last year in the segment of operations of railway companies marked more stable operations due to a significant increase in the volume of transport in freight traffic of 38.5%," Nurkovic pointed out.

As for the network of state roads this year, but also in the coming period, he said a lot of work is expected, especially in the north, which will be a large active site.

"There are many challenges in the field, but nothing less work in the administrative area. The creation of project documentation and selection procedures for the most favorable contractors are a major part of the work that is going to be carried out and represent an important segment in the whole process, "Nurković said.

He concluded that there is also a discussion about the different organization of the state-owned enterprises in the maritime economy, whereby the Government expects significant effects for the local administration as well as at the national level.

The bridge across Boka, according to the Government, was assessed as a permanent and functional solution to the problem of road traffic in this tourist area. Ferries that have been transporting passengers on the line Lepetane - Kamenari for decades, in both directions, represent a bottleneck. Especially during the season when guests in kilometers of automobile columns are waiting for the passage from one coast to another. On the other hand, the bridge will shorten the path around the bay for thirty kilometers for all those from Kotor, for example, drive for Herceg Novi and vice versa, in order to avoid crowds on the ferry.

Osman Nurkovic, Minister of Transport, announced that there is a great interest of investors for the construction of the bridge, which shortens the road around Boke for thirty kilometers, because it is an object that will quickly return the money invested. The current experts' calculations say that the bridge with the bypass around Tivat will cost about 140m EUR. The project has already been completed and there are some minor adjustments. The investor will be known after the completion of the international tender to be announced.

The bridge that will connect the shores that now connect ferryboats will be about 1,000 meters long, 65 meters high and will have four lanes. Its construction will eliminate the bottleneck that represents the ferry traffic. Below the bridge, the largest trans-shore boats will enter the Kotor Bay without interruption.

Old project

Debates about building a bridge have been going on for a long time. He was still in the 1990s "seen", as the best solution, his construction was often announced, but, mainly because of a lack of money, this project was not started. Lately, "in circulation" was an idea advocated by individuals to replace the Boka Bridge with an underwater tunnel, which, allegedly, would not interfere with the "natural vision" of Boka and its old settlements. But this idea did not have more supporters. Whether the tunnel or the bridge defined by the location study for Lepetane will be discussed during the debate, remains to be seen.

Why is a tunnel not a possible option? There's plenty of room at the Kamenari side to build the entrance to the tunnel, and it would be far less visually disturbing than a bridge there.

The other problem - a 4 lane road there makes no sense if the Tivat bypass isn't also constructed at the same time.

There is many examples of tunnel under sea or river exit to sea, e.g. planned in Swinoujscie (Wolim & Uznam islands) or b/n Germany and Denmark.
Of course, what is better or/and cheaper solution depends on many factors that should be analyzed individually for each example.
Maybe to this particular example, bridge would be the best solution...

Verige strait is not very wide at this point but with around 30 m relative deep. To compare this, on top of Neuer Elbetunnel in Hamburg, water is about 15 to 20 m deep!

So, you would have to build either a very steep or a rather long tunnel.

Norway has built such tunnels under fjords that are 100 meters, 200 meters and even near 300 meters deep.

1. of all Norway has a lot more money available to build such projects.
2. there is no problem to build such tunnels, but these tunnels are much longer, Neuer Elbtunnel for example is over 3 km long and you still feel the road going down and coming up again.

Of course a long tunnel could also be build there, but that would cost even more money...
