PETALING JAYA (Jan 17): Former poultry producer Sinmah Capital Bhd has earmarked RM100 million in capital expenditure for the construction of a hospital in Nilai as it makes its maiden venture into healthcare.

Via 70%-owned unit Sinmah Amegajaya Healthcare Sdn Bhd (SAH), the company inked a deal to acquire a property in Nilai for RM27 million, and plans to redevelop it into Malaysia’s first full-service ‘Integrated Public-Private University Hospital’ (IPPUH).

Speaking to reporters after the signing ceremony, Sinmah Capital’s managing director Datuk Fong Kok Yong said construction would be completed 28 months from March, and that the money would be raised through internally-generated funds and bank borrowings.

The company is also looking at a sukuk issuance of a couple of tranches to raise RM500 million to fund the development of a number of hospitals, Fong said, with the first tranche of RM200 million to be issued this year.

Even so, raising such amounts could prove challenging for the company formerly known as Farm’s Best Bhd given its soft financial and share price performance. The loss-making company closed one sen or 7.14% lower at 13 sen today, valuing it at RM7.94 million. Over the past year, the counter has lost a massive 66.1% of its worth.

Sinmah Capital divested its poultry business in 2017, after which it teamed up with Amegajaya Medical Planning Group (AMP) to establish SAH, the developer of the 200-bed IPPUH in Nilai.

“The Nilai hospital will chart many firsts including offering multi-tier services that meet the needs of different market segments and the setting-up of the country’s first integrated Centre of Excellence for Autism & Geriatric Care. Our first IPPUH will provide a blueprint for Sinmah Capital’s future investments in healthcare,” Fong said. Universiti Teknologi MARA (UiTM) would be the clinical partner in operating the Nilai IPPUH.

The IPPUH will provide a platform for the Government to introduce healthcare insurance which is crucial for the B40 group, he said, adding the company is also collaborating with some local insurance companies to help shape efficient healthcare economics.

He expects the hospital to break even in four to five years after it is operational, but said it would also depend on public acceptance.

He also said that the company aims to build a minimum of 20 to 25 IPPUHs over the next decade in a number of States including Negeri Sembilan, Malacca, Selangor, Perak and Kedah.

Fong revealed Sinmah Capital is looking to develop a hospital in Cheng, Malacca within the next few months, and establishing a nursing school next to the hospital. It has allocated RM200 million in capex for this development. Although some of the funds would be internally generated, it would also leverage bank borrowings and Islamic debt papers.

Rooftop chilli farming has made it’s debut in Melaka.

The elevated farm is meant for the kitchen consumption of Double Tree Hotel by Hilton at Taman Melaka Raya.

The hotel started its pilot framing with 100 chilli plants.

has entered into a memorandum of understanding (MoU) with PKNM Energy Sdn Bhd and Main Velocity Sdn Bhd (MVSB) to establish a cooperation and collaboration in exploring, securing and operating any projects in Melaka.

In a filing with Bursa Malaysia Wednesday, Dayang said the wholly owned subsidiary, Dayang Enterprise Sdn Bhd had on March 12 entered into the MoU to establish a cooperation and collaboration in exploring, securing and operating any projects in Melaka relating to oil and gas, energy, engineering and civil works, construction and development.

Dayang said the MoU is for a period of six months from the date of signing or until the relevant agreement is executed, whichever is earlier.

PKNM, a subsidiary of Perbadanan Kemajuan Negeri Melaka, is a leading development state agency in Melaka particularly in industrial, property and entrepreneurs and intends to involve in the business of oil and gas, asset management, engineering and energy

MVSB is involved in pipeline installation, inspection, pre-commissioning, construction, maintenance in petrochemical industrial, fabrication, bolt and leak testing, vessels supply manpower supply as well as offshore catering service.

Dayang said PKNM will assist in procuring local resources involved with the related projects and supervise and monitor the planning and progress of the proposal to the related projects to ensure its materialisation.

“Dayang shall be fully responsible for the business strategy and to obtain the approvals, licenses, permits and other matters pertaining to the related projects,” it said.

MVSB shall undertake and be responsible as the business development strategist, business coordinator and for the deliverables of the related projects.

Penerbangan sulung AirAsia Melaka-Pulau Pinang bermula Julai



AYER KEROH: AirAsia Bhd akan memulakan penerbangan sulungnya melalui Lapangan Terbang Antarabangsa Melaka (LTAM), Batu Berendam ke Pulau Pinang, bermula 1 Julai ini.

Exco Kerja Raya, Pengangkutan dan Kemudahan Awam Melaka, Datuk Mohd Sofi Abdul Wahab, berkata pengurusan Malaysia Airports Holdings Bhd (MAHB) dan Pihak Berkuasa Penerbangan Awam (CAAM) bersetuju untuk memulakan laluan berkenaan sekali gus melonjakkan ekonomi dan merancakkan kempen Tahun Melawat Melaka (TMM) 2019.

"AirAsia ada menyatakan hasrat untuk memulakan penerbangan (LTAM) ke Kota Kinabalu, Pulau Pinang, Langkawi dan Pekan Baru.

"Bagaimanapun, bermula 1 Julai, ia akan memulakan penerbangan dari Melaka ke Pulau Pinang dan ini memberi petunjuk bahawa LTAM akan lebih maju pada masa akan datang malah membantu pertumbuhan sektor pelancongan," katanya.

Beliau berkata demikian menjawab soalan bertulis Damian Yeo Shen Li (PH-Duyong) pada Persidangan Pertama Penggal Kedua, Dewan Undangan Negeri Melaka Ke-14, di Seri Negeri, di sini, hari ini.

Mohd Sofi (PH-Durian Tunggal) turut menjawab, LTAM diselenggara dengan baik secara berjadual dan selamat oleh pihak MAHB dan CAAM dengan pensijilan ISO 9001: 2015, ISO 14001: 2018 dan OSAS 18001: 2007 yang memerlukan pematuhan standard piawaian.

Justeru, beliau berkata, kerajaan negeri turut menyasarkan sebanyak 75,000 penumpang susulan pelbagai laluan baharu dibuka melalui pengendali penerbangan Malindo Air dan AirAsia, bagi tahun ini.

Sementara itu, menjawab soalan lisan Shen Li berhubung fasiliti yang boleh diperbaiki ketika pendaratan kecemasan di landasan pendek di LTAM, Mohd Sofi berkata kerajaan memberi jaminan landasan selamat digunakan pesawat jenis Airbus A320.

"Sebelum LTAM diberi kebenaran untuk Malindo Air dan AirAsia beroperasi, kerajaan negeri sudah bersiap sedia dengan soalan itu.

"Jurutera AirAsia sendiri menyatakan keyakinan dan sudah melakukan ujian pendaratan bahawa mereka bersedia menggunakan pesawat jenis A320," katanya.

Pemaju projek bersepadu pelabuhan laut dalam, Melaka Gateway hari ini memfailkan semakan kehakiman terhadap keputusan Menteri Pengangkutan Anthony Loke yang membatalkan lesen operasi pelabuhan yang diberikan kepada syarikat itu.

Lesen itu sebelum ini diberikan kepada KAJ Development Bhd oleh kerajaan persekutuan pada bulan Mac 2018, iaitu dua bulan sebelum pilihan raya umum ke-14, yang menyaksikan perubahan kerajaan.

Pemaju itu juga memohon perintah certiorari untuk melupuskan pembatalan lesen dan perintah mandamus untuk memaksa Loke menjawap rayuan mereka dalam tempoh 14 hari dari perintah mahkamah.

Menurut theedgemarkets.com, KAJ Development memohon ganti rugi am berdasarkan nilaian mahkamah, dan ganti rugi khas sebanyak RM139 bilion.

Pemaju itu menamakan Lembaga Pelabuhan Melaka, Loke dan kerajaan Malaysia sebagai responden.

Menurut permohonan itu, syarikat berkenaan berkata ia menerima surat bertarikh 5 Okt tahun lalu memaklumkannya mengenai pembatalan tersebut.

Loke will respond to RM139b Malacca port lawsuit after legal notice

Transport Minister Anthony Loke (above) said he will respond to KAJ Development Sdn Bhd (KAJD)'s RM139 billion lawsuit against the cancellation of the RM43 billion Malacca Gateway integrated deep-sea port project, after receiving legal notice.

“We will respond once we receive the suit. We haven't received anything in writing,” he told reporters during the signing ceremony of Prasarana and Scomi engineering for the monorail project in Sungai Choh, Rawang.

He appeared unhappy about KAJD accusing the transport ministry of not responding to their appeal.

“How can you give a timeline to minister to reply to you? That's the first issue.”

Pressed on the reasons for the cancellation of the project, Loke reiterated that once the ministry has received the legal notice of the lawsuit, he will answer.

“We will respond once we receive the suit. Of course, there are reasons why we cancelled it. We don't simply go around cancelling. We will address that once we receive the suit.”

KAJD received a license to develop Malacca Gateway port from the previous BN federal government on March 2018, two months before the 14th general election, which led to a change of government.

The developer is also seeking a certiorari order to quash the cancellation of the licence and a mandamus order to compel Loke to give a response to the appeal within 14 days of the court order.

According to theedgemarkets.com, KAJD is seeking general damages to be assessed by the court, and special damages of RM139 billion.

The developer named the Malacca Port Authority, Loke and the Malaysian government as respondents.

According to its application, the firm said it received a letter dated Oct 5 last year informing it of the cancellation.

An appeal was filed through a letter to Loke on Nov 14, but KAJD did not receive a response.

Melaka Historic City (MBMB) councillor Tan Chin Gwan said he was perplexed by why crows were snatching undergarments placed on clotheslines, especially at the city’s commercial hub of Kota Laksamana.

These thieving birds are a menace as they have snatched dozens of panties since June last year.

“I have received more than a hundred reports of crows terrorising condominiums and high-rise residential areas in Kota Laksamana in the last 10 months, and 20% of the complaints have been on missing panties,” he told The Star here yesterday.


“I am still baffled by why these crows are snatching panties, and where they go to hide them,” he said.

Tan added that crows have been flying into hotel premises, eateries and schools to steal food, scaring people in the process. He said the bird population has grown so much that the MBMB pest control unit has been forced to cull them.

“In February, 81 birds were shot within the Kota Laksamana area and the operation will be continued till the end of this month,” he said.

Tan said that with their beaks and sharp claws, crows are also frightening away tourists, while hoteliers have complained of them stealing food served at open air restaurants.

“There have also been reports of hungry crows injuring hotel staff, as well as damaging rubbish bins at housing estates,” he said.

Tan added that schools in Bandar Hilir have been forced to place safety nets to stave off the avian siege.

A state's special envoy to China, YB Khoo Poay Tiong, revealed that he will study the plan to extend the train into the Malacca City, in order to stimulate the economic growth of the state.

He said that there is no train station in the state, and the nearest train station is at Pulau Sebang/Tampin. In fact, there was a train road in Malacca, which was demolished during the Japanese occupation. There has been no train road since then.

How Do They Build the First Blockchain City of Melaka Straits? Exclusive Interview with an Official Representative

Over 835 acres off the coast of the Malaysian city, Malacca, will soon be turned into a tourist blockchain-city with extensive infrastructure. The project was launched by China Wuyi and SWT International Sdn Bhd and supported by the government of China and several major corporations, including Poly and CCCC.

China Wuyi is a big construction and engineering company, a subsidiary of the Fujian Construction Engineering Group and one of the 250 largest international contractors according to the Engineering News-Record.

The city project was designed by another large company, CPG Corporation. It is known for the development of a few popular buildings in Singapore such as Changi Airport, the Parliament House, and Solaris Business Park.

In total, 635 acres of reclaimed land will be used for the construction of Melaka Straits City. Another 200 acres of the marine area will be kept for building chalets and water recreation facilities. This territory belongs to the local company, SWT International Sdn Bhd. Its main areas of interest are tourism and sustainable development. The company’s activity is based on the innovative production of energy for further waste incineration.

China Communications Construction Company is working on the construction of transport infrastructure, and China Poly Group Corporation deals with issues of capital management and resource allocation.

Blockchain-city in detail
Developers intend to make Melaka Straits City the leading tourist destination in Malaysia. The Ministry of Tourism of China foresees 3 million tourists to visit it every year. 5 gorgeous boutique hotels and about 100 villas with a beautiful sea view and private access to the beach will be built along the coastline.

A huge educational cluster will take thirty-two hectares with kindergartens, colleges, universities, and student dormitories. Four campuses which are expected to promote Melaka Straits City as a regional education center will be among the most important elements of the tourist smart city.

To find out more details about the project development, we interviewed the official representative of Melaka Straits City, Lim Keng Kai.

Is Melaka Straits City going to look like a real city of the future?

Lim Keng Kai: Partly, yes. The working methods of our city planner CPG Corporation are famous for being innovative. Its style is highly noticeable in the Melaka Straits City architecture as well. For example, the boutique hotels and the exhibition center designs look so futuristic, they will probably become the main attractions of the city.

But Malacca is a city with a rich history, and we are willing to emphasize this. Over different periods, it was colonized by the Portuguese, the Dutch, and the British, and in 2008 it was included in the UNESCO World Heritage Sites List. That is why we’ve planned to build a distinctive cultural street in the center of the city. It will be inspired by the styles of different colonial eras and is going to make tourists familiar with Malaysian traditions and history.

Shopping centers with a duty-free zone will be built in the city as well, which will not only attract visitors but also have a positive impact on the country’s income growth.

Among other things, two hectares of land will be allocated for the construction of a national conference center. The building, equipped to accommodate 20,000 visitors, can become an official meeting venue for the government and international delegations. A water theme park – the largest in Southeast Asia – will become another attraction of Melaka Straits City. The project feature is a combination of sea and land rides.

The tourist smart city attractiveness will also be reinforced by concert halls, golf courses, tennis courts, and racetracks.

The process of construction and subsequent development of Melaka Straits City will be carried out based on the blockchain technology. In order to create a first-class tourist destination, the developers are going to introduce this technology to the traditional industry. Technological innovations will be focused on the improvement of the fundamental infrastructure and integrated with the city statistics. The creators put emphasize on safety and security management of all smart city systems.

How exactly will Blockchain be used in Melaka Straits City?

Lim Keng Kai: The basis of the blockchain technology in the Melaka Straits City will be DMI platform with DMI coin. It will mainly be used in payment of government-based services in the city. DMI will also feature an exchange that can allow tourists who visit Melaka Straits City to exchange their fiat currencies for DMI coins that they can use freely.

When tourists visit Melaka, they will be required to exchange their money into digital currencies that they can use to pay for services using their mobile phones or computers. The DMI web application will be available on PC and the mobile applications will run on Android and iOS devices to provide flexibility regardless of the preference of the individuals.

The businesses and merchants in Melaka Straits City will have accounts and a unique QR code where tourists simply scan using their codes and make payments. This is easy mobile banking that can be done in seconds. The transactions will all be stored in the DMI blockchain where any issues that arise can be resolved.

The main purpose of the Melaka Straits City project is to build a tourist city based on blockchain technology. In particular, it implies the creation of a new tourist blockchain city brand which will enhance tourism development in the country and improve education.

Kapal kontena pertama berlayar selepas 45 tahun

TANJUNG KLING 25 April – Syarikat Xinyi Energy Smart (M) Sdn. Bhd. melakukan pelayaran pertamanya di negeri ini selepas 45 tahun terbinanya Jeti Pelabuhan Tanjung Bruas.

Ketua Menteri, Adly Zahari pelayaran itu merupakan kapal kontena pertama yang berlabuh di negeri ini bagi memasarkan pasaran eksport syarikat terbabit ke Humen, China.





Menurutnya, produk yang dieksport ke negara Tembok Besar itu adalah melalui kapal kontena itu dijangka tiba di negara berkenaan selama lima hari.

“Ini merupakan satu permulaan baharu bagi industri pelabuhan antarabangsa di negeri ini dan yakin ini merupakan satu pelaburan baharu dalam negeri ini.

“Kita yakin pembangunan ini dicapai setelah dirancang pada tahun lalu dan harap akan ada lagi kerjasama dengan syarikat lain di Melaka untuk memulakan pelayaran atau industri perkapalan di Tanjung Bruas,” katanya.

Beliau berkata demikian pada sidang media selepas merasmikan Pelayaran Sulung Kapal Kontena Syarikat Xinyi Energy Smart (M) Sdn. Bhd. ke Humen, China di Jeti Pelabuhan Tanjung Bruas, di sini, pagi tadi.

Dalam perkembangan lain, Adly berkata, pelbagai pembangunan lain akan dibangunkan di pelabuhan terbabit melibatkan penambahbaikan pada fasa kedua.

Jelasnya,pembinaan melibatkan 1,600 ekar itu akan dibangunkan pada jangka masa panjang selepas lima tahun akan datang.

“Dalam masa beberapa bulan lagi kita akan menandatangani perjanjian bersama Johor Port bagi membangunkan pembangunan pelabuhan di sini.

“Dalam tempoh singkat kira-kira tiga tahun lagi kita akan ada jeti pelabuhan baharu dibina di kawasan ini.

“Ini adalah perancangan kita dan aspirasi ini akan diteruskan dengan sasaran kita menjadikan Melaka sebagai negeri pelabuhan dalam tempoh 10 tahun akan datang.

Jadi dalam tempoh janga pendek ini juga, kita juga dah bangunkan juga jeti ini semula dengan penambahbaikan sejak beberapa bulan lalu.

“Penambahbaikan itu seperti memperkukuhkan jeti ini bagi memastikan trafik dan laluan lori kontena untuk memuatkan barang selamat.

“Walaupun reka bentuk jeti ini dilihat sama tapi beberapa pihak terbabit dan agensi berkaitan sudah memastikan bahawa jeti ini selamat dalam jangka masa panjang,” katanya.

TANJUNG KLING 25 April – Kerajaan Negeri Melaka masih lagi berbincang bersama Negeri Sembilan bagi menyelesaikan isu persempadanan dalam pembinaan Pelabuhan Antarabangsa Kuala Linggi (KLIP).

Ketua Menteri, Adly Zahari berkata, perbincangan itu masih di dalam proses penentuan dan akan dimuktamadkan secepat mungkin bagi membangunkan pelabuhan berkenaan.



Menurutnya, kerajaan negeri berharap agar pembinaan itu dapat dimulakan tahun ini dengan keluasan tapak sebanyak 670 ekar.

“KLIP mengambil masa lima tahun bagi pembinaannya namun ianya bergantung epada perancangan pembangunan yang dibentuk.

“Sasaran kita dalam 10 tahun Melaka bakal dikenali sebagai negeri pelabuhan dan melibatkan tiga lokasi utama iaitu di Tanjung Bruas, Kuala Linggi dan Melaka Gateway yang mempunyai model tersendiri.

“Seperti di KLIP ini kita lebih banyak bekerjasama bersama pedagang daripada Belanda namun di lokasi lain kerjasama belum dimuktamadkan,”katanya.



Beliau berkata demikian pada sidang media selepas merasmikan Pelayaran Sulung Kapal Kontena Syarikat Xinyi Energy Smart (M) Sdn. Bhd. ke Humen, China di Jeti Pelabuhan Tanjung Bruas, di sini, pagi tadi.

Dalam pada itu, Adly berkata, pembinaan Melaka sebagai negeri pelabuhan ini mampu membuka pelbagai peluang pekerjaan dari sektor logistik dan pembangunan.

“Pelbagai peluang pekerjaan dimanfaatkan terutama dalam logistik dan pembangunan malah pemaju tempatan juga boleh bekerjasama dengan peluang yang ada ini.

“Industri ini menawarkan pekerjaan terutama kapal yang mengangkut barang ini memerlukan tenaga tempatan yang berkemahiran dalam logistik dan pembangunan,” katanya.
