Rajasthan embraces Dal model for conservation of lakes

Quote:
Srinagar, May 29: In a significant development, the Government of Rajasthan is embracing the famous Dal Lake in Srinagar as a model for conservation of its lakes which are confronted with multiple problems including pollution and siltation.

Officials said on the recommendation by the Ministry of Environment and Forests, Government of India, the Rajasthan Urban Infrastructure Finance and Development Corporation Limited (RUIFDCO) has deputed a six-member team to Srinagar to “learn about the conservation measures of Dal Lake.”

The feedback by the team would be incorporated in restoration of five lakes in Rajasthan under the National Lake Conservation Program, besides the preparation of the Detailed Project Reports (DPRs) for conservation of 12 other water bodies in the desert-state. Pertinently, the lakes in Rajasthan which are heavily dependent on monsoons, are marred by scanty rainfall, unabated mining in catchments, siltation and agricultural run-off.
Earlier this month, the Additional Secretary of Ministry of Forests, Meera Maharishi, had chaired a meeting on restoration and development of the lakes in Rajasthan. “The meeting decided that as lot of lake conservation work has already been executed in Dal Lake, a team of officers from Rajasthan will make an on-the-spot assessment of the restoration works. We approached the J&K Government through the Lakes and Waterways Development Authority and they facilitated our visit to Dal,” VK Garg, the Team Leader RUIFDCO told Greater Kashmir.

Under the NLCP, five lakes of Rajasthan comprising Anasagar, Pushkar, Sarovar, Nakki, Fateh Sagar and Pichhola would be restored at a cost of Rs 197.59 crores, besides the DPRs for conservation of 12 others lakes including Jait Sagar,Gaib Sagar,Daylab Talab,Kishore Sagar, Rajsamand, Gundolav, Udaisagar, Goverdhan Sagar, Gharsisar, Kailana and Sambhar Lake would be formulated.

“We will be assessing every aspect of Dal conservation. On the basis of our assessment, we will recommend suitable measures for conservation of lakes in Rajasthan,” said Garb who is also the advisor to Minister of Urban Development and Housing, Government of Rajasthan.

The Secretary of Urban Improvement Trust (UIT) in Udaipur, RP Sharma, who is part of the team on visit to Srinagar, said though the Dal lake has different eco-system as compared to water bodies in Rajasthan, but their conservation mechanism is same.

Dal Lake is fed by glaciers and springs while the lakes in Rajasthan are mostly dependent on rains. Like Dal, the lakes in Rajasthan face common problems including pollution and siltatation. The focus of our visit would be to ascertain the conservation measures like catchment and sewage treatment and include them for salvaging our lakes,” Sharma said.

Senior scientist of LAWDA, Dr Sabah-ul-Solim said the team made spot-assessment of Dal’s shoreline development, silt settling basin, catchments works and in-lake conservation measures. “We will be providing the team with every detail regarding the lake’s conservation works. The team has appreciated our works,” he said.

The vice-chairman LAWDA, Irfan Yasin, said on the basis of regular monitoring of the Dal conservation project, the Ministry of Environment and Forests, has expressed satisfaction over the pace of lake’s restoration.
“We appreciate endeavor of the Government of India to project Dal as a model for conservation of others lakes, particularly in Rajasthan. We want to maintain that despite challenges, we are committed to restore the Dal to its pristine glory,” Yasin said.
Those 12 lakes have immense potentials! plus they're situated in places which are currently not on the tourist trail so it would be great if the conservation can help to boost tourist numbers up

Rajasthan to protect land near Keoladeo National Park

Quote:
Bharatpur, May 29 (IANS) The Rajasthan government plans to declare a half-a-kilometre area surrounding the famous Keoladeo National Park, also known as Ghana or Bharatpur Bird Sanctuary, as an eco-sensitive zone.

Hotels, marriage gardens and other commercial establishments which have come up in the surrounding area in large numbers due to heavy influx of tourists will have to follow the regulations as per the norms, an official said Sunday.

‘We have sent a proposal to the union ministry of environment and forests in this regard. We have requested that the 500 metre area surrounding Keoladeo National Park be declared as eco-sensitive zone,’ a senior official of the state forest department told IANS.

Once approved, unapproved constructions in the area will be prohibited and steps to curb pollution-causing activities will be taken, he added.

People with agriculture land in the specified area will also have to get permission to build residential buildings.

Commercial establishments will have to set up water harvesting and sewerage treatment plants. Usage of fresh water for sanitation and gardening will be prohibited, said the official.

The sanctuary is spread over an area of 28.72 sq km with lake and wetland.
It was created by the late maharaja of Bharatpur in the 19th century
. The area was designated as Keoladeo Ghana Sanctuary in 1965 and was upgraded into a national park in 1981.
Keoladeo boasts of over 380 resident and migrant bird species.

Tourism trade Act to be effectively implemented

Quote:
JAIPUR: The first orientation programme of the rules pertaining to the Rajasthan Tourism Trade (Facilitation and Regulation) Act, 2010 has set the ball rolling for a more regulated tourism sector in the state. While facilitating the tourists visiting the state, this would also keep in check the malpractices that had been plaguing the sector so far.

"The rules pertaining to the Rajasthan Tourism Trade (Facilitation and Regulation) Act, 2010, which were notified by the state government in February this year will be implemented effectively in the state now," said principal secretary, tourism, Usha Sharma. She was speaking at the review meeting of the field officers of the tourism department in Jaipur.

During the review meeting, progress of each tourism unit was reviewed vis-a-vis the implementation of the rules. An orientation was also provided to them so that they could hold a meeting in their respective districts and areas for informing the service providers the provisions of the Act. Suggestions for their effective implementation were also taken from unit officers. "Proper implementation of the act would go a long way in facilitating and regulating tourism activities in the state," said Sharma.

Underlining the importance of widely publicising the Act, the principal secretary said: "With the Act in place, tourism trade related activities, film shooting, heritage tourism etc. would also be properly regulated and we can ensure proper maintenance of hygienic conditions at heritage sites," said Sharma.

The field officers were also told that the selection of the sites for wayside facilities under the Padharo Sa' scheme of the Rajasthan Industrial and Investment Promotion Policy 2010 be completed within a week. Such sites will be both in the state as well as the national highways. "Under this scheme, approved units will also be provided with 25% of the cost of construction/renovation as incentive, subject to a maximum of Rs 5 lakh. The state government plans to develop 100 such wayside units in the state over a period of two years," said Sharma.

Besides, in compliance with the budget announcement made by the state government this year, the paying guest scheme is being proactively promoted in the entire state. Earlier, it was being implemented only in 12 districts. The officers were asked to ensure that more such paying guest accommodations come up in the state benefiting the budget tourists.

Desert National Park may get newer areas

Quote:
JAIPUR: The Desert National Park (DNP), one of the largest sanctuaries of the country spread over the twin districts of Jaisalmer and Barmer may get newer territories. A high-powered committee constituted by the ministry of Environment and Forest for the rationalisation' of the park is seriously contemplating on it.

According to sources in the ministry, "Areas near the grasslands of Ramgarh in Jaisalmer may be added to the DNP. Areas like Shahgarh, Ghotaru, Asutor that are now outside the premises of the park may get added to it. But a final decision is yet to be taken."

During his last visit to the state Union minister of Environment and Forest Jairam Ramesh met chief minister Ashok Gehlot and discussed the proposal of bringing the now extinct cheetah into Shahgarh in Jaisalmer. The minister was also apprised about the opposition by some quarters on bringing the cat to the region in view of the ongoing oil explorations and rising tourism. The cheetah, it is feared, might be dangerous for human beings.

Sources said it was then that the state wildlife board had met and suggested to the minister on rationalisation of the DNP by adding some areas and taking off others. The ministry and the state then set up a high-powered committee chaired by M K Ranjitsinh, chairman of the board of trustee of the Wildlife Trust of India. Other members in the committee are expert Divya Bhanu Singh Chabra, Supreme Court lawyer Mahendra Vyas, MLA from Luni Malkhan Singh and member of the state wildlife board Rajpal Singh.

"Members of the committee are of the opinion that the areas near Ramgarh should be added to the limits of the DNP. But this would be done alone with taking off some of the existing areas from the park. Existing areas towards the extreme west of the park will be taken off and a new region will then be notified," the source said.

"But the entire process would be done in a manner that the actual area of 3,162 sq km that the park measures now remains intact. An equal area of land would be taken off from the west of the park to whatever gets added," he added.

The rationalisation of the park comes at a time when it is already witnessing threats of an agitation from about 73 villages situated within the park if they are withheld from agriculture or land rights any longer. These villages are situated within the DNP and got included in it automatically when the sanctuary was declared in 1980. About a lakh people have been living in these villages much before 1980 when the park was declared as sanctuary.source:

Private players for upkeep of heritage sites

Quote:
Jaipur: Next time you visit the pink city to take a peek at heritage monuments, you can expect more cleanliness and better maintenance as the archaeology department has now decided to rope in private partner to entrust the work of hygiene and maintenance of the heritage sites like Albert Hall, Jantar Mantar and Hawa Mahal.

"The private player will keep his own work force and equipment to clean these places. The workers will be deputed at various sites during the day time to keep a watch on those littering inside or near heritage sites and will clean up the place immediately," an official of archaeology department said.

After the several complaints made by the tourists regarding the unhygienic conditions prevailing at heritage sites particularly Albert Hall, the archaeology department has woke up from deep slumber. "Due to smell emanating from the nearby zoo, the tourists face a lot of inconvenience. The unhygienic condition prevailing inside the museums and around Albert Hall is adding on to the woes of the people. Although the condition has improved at Jantar Mantar, but it is not satisfactory if compared to the maintenance of other heritage sites elsewhere. We welcome the new move and hope that the effect will be visible soon," said tour operator Rajendra Singh.

The officials are planning to extend the new scheme to Amber Fort in near future. "If change is witnessed in present state of affairs and condition improves at the heritage sites, then we would soon hire private player for Amber Fort also.

Rs 2.11 cr facelift planned for Nahargarh Fort

Quote:
Jaipur: Next time you go to Nahargarh, you will have beautiful landscape, greenery and a pathway to walk on.

Nahargarh fort standing atop Aravali hill just above the Walled City of Jaipur is all set to get a facelift. Archaeology department has finally planned restoration work for the fort, which was once abode for nine queens of Sawai Jai Singh. Rs 2.11 crore will be incurred on this new plan which includes construction of toe walls and development of parking at the fort.

"We have divided the development of Nahargarh fort in two packages. In the first package, landscaping and pathway will be done along with one side of toe wall with a budget of Rs 86.47 lakh. In the second phase of the project, the remaining part of landscaping and toe wall work will be completed. We will be incurring Rs 97.61 lakh on the second phase," an official said.

The parking area at the fort will also be developed at a cost of Rs 27.44 lakh. Nahargarh once used to be favourite destination for hosting dinners when Rajasthan tourism development corporation (RTDC) used to operate two restaurants and a bar at the fort. Later, the bar and both the restaurants were closed down. Now the gate of fort closes down at five in the evening.

The RTDC had made grand plans to make Nahargarh. It planned for an amphitheatre at the fort to make it cultural hub of the city. However, nothing materialised. Now, the archaeology department has made a big plan for development of the fort.

"The toe wall and landscaping work at the fort will create a favourable ambience for the tourists coming during the day time. There will be more greenery at the fort and ample parking space to deal with the increasing number of tourists," an official said.source

Quote:

Quote:
