Science and Technology department of Rajasthan is providing free coaching to engineering aspirants, finds out Sameer Fernandez

In a first of its kind initiative, the department in association with ISRO has set up a SATCOM Studio in Jaipur, in which the faculty and teachers give coaching, which is then transmitted to the state districts and Panchayat Samitis.

“This initiative was taken after an announcement made by the Chief Minister in the state budget. And the department has made all round efforts to ensure that the benefits of this programme percolate to the lowest levels,” says Minister for Science and Engineering, Raj Kumar Sharma. “The initiative has been undertaken keeping the economically weaker children in mind, who are not able to afford the expensive private tuition centres, though we have not restricted admission among the students. Anybody who thinks can benefit from the video conference tutorials is more than welcome to join the programme.”

The model has been conceived with an aim to fulfill the coaching needs of the students that come from rural and far flung areas of the state, where private coaching and assistance is rare. For this the network has been linked to all the 32 districts and 237 Panchayat Samitis of the state.

Through 12 ROT's (Receive Only Terminal) installed at the Panchayat Samitis and 44 SIT's (Satellite Interactive Terminal) installed at the Districts under the supervision of the Block Development Officers and the Education Nodal Officer. Students come to these centres and participate in live interactions with the faculty/teacher, and can also get their queries attended to, in real time.

“Their queries are addressed and problematic topics are taken up by the faculty again if necessary,” says Dr Meghendra Sharma, research officer at the Remote Sensing Application Centre, SATCOM, Jaipur. “The hard copies along with readily available soft copies are also being provided to the students, where the matter is completely in Hindi. The response from the students too has been good. The well researched study material touches upon all topics. Almost 48 questions from the study material have come in the PET paper, which is testimony to the quality of the material,” adds Meghendra. In time to come, the department plans to include medical coaching which will include subjects like Zoology and Botany and these would be explained more vividly through animation and graphics.

There is also a counseling session by the lecturers where the doubts of the students are addressed and solutions given after the classes are over. The students can also call and arrange a time with the concerned faculty for their sessions. With an average of 30-40 students in each district, the campaign has been well received among students from across the state. Rajasthan is the only state after Andhra Pradesh to have implemented such a programme. With the success of engineering coaching, the department now also plans to lend the technologically advanced medium of coaching to students taking the Medical entrance examinations as well.

“The teachers and educationists are a panel of experts that have been recruited from various top colleges and Universities of Rajasthan. With the required experience in their respective disciplines and remuneration being provided by the Government, the faculty puts in their best in teaching the students,” says Dr Meghendra.

Rajastan emerging as a hub for higher education

Providing equal, qualitative as well as professional qualification to both girls and boys, the state government is keen to introduce various educational courses across the region.

In continuation of providing better education, Rajasthan has become the first state in the country to establish eight universities in a year. They include:.

1.Alwar- Matasaya University,
2. Bharatpur- Braj University,
3. Sikar - Sekhawati University.

For these three universities, the state government has allocated 10.10 acres of land free of cost and Rs.5.5 crore each as a grant for the upgradation of these universities.

4. Jaipur - University of Journalism and Mass Communication
5. Jaipur- Dr. Bhim Rao Ambedkar Law University,
6. Jodhpur- Sardar Patel Police and Security University,
7. Udaipur - Rajiv Gandhi Tribal University.
8. Sumerpur- Pali Agriculture University.

The state Government has also sanctioned a grant of Rs.10 crores each for the launching of two universities in Jaipur.

Apart from the promotion and pursuit of academic excellence, the state government is also planning to impart social education by providing facilities such as libraries and related tools and exposing young minds to information technology.

Having realized the growing demand for IIT's and professional courses, an innovation and incubation centre for IIT is proposed to set up in full swing at Jodhpur.

A nano-technology centre at Kota Technical University is also being set up to promote the use of nano-technology in the state.

For providing better management education, construction work related to the new Indian Institute of Management (IIM) is in full swing in Udaipur.
Bikaner will also emerge as a hub for higher education in the fields of agriculture, animal husbandry and dairy farming.

Apart from these educational institutes, a Triple IIT in Kota, Centre University in Ajmer and World Class University in Jaipur , will start operations soon with the sincere efforts of Chief Minister Gehlot .

The state government is also launching new primary schools and colleges to converting the existing primary schools into upper primary higher secondary schools.

It is introducing new subjects in existing colleges and universities.
The state government has taken upon itself the task of educating more and more people.

The recent state budget for the year 2012-13 has also seen a plethora of advancement in the field of education.

Plans to initiate around one thousand primary schools and convert about 600 primary schools into upper primary schools will surely help to impart education to more and more children.

The state government has been trying to motivate the young generation to excel in academics, especially in the class tenth and twelfth.

The government is planning to distribute laptops to the first ten thousand students, under the 'Rajiv Gandhi Digital Students Plan.' Along with this, students who secure first place in class eighth will also get learning laptops.
At least 12000 schools have libraries and to ensure that this facility is provided to the remaining 12,000 schools, the state government will spend Rs.16 crores.

Coaching centers are also in demand, especially for aspiring BPL students of the state wanting admission to engineering colleges.

Rajasthan's literacy rate is a healthy 67.1 percent, up from 38 percent in 1991. (ANI)

JAIPUR: The academic council of Rajasthan Technical University (RTU) has approved several proposals to initiate a complete makeover of the varsity.

From the coming session (2013), the first semester will have five subjects as against six earlier in order to minimise the study load on new students.

"It was also decided to shift the engineering mechanics subject from the first semester to the second as a large number of students flunk in this subject," said R P Yadav, vice-chancellor of RTU, who completed two years in the post on Tuesday.

The council also introduced a new subject 'Petroleum and Space Engineering' and a course on communication skills.

"Introduction of communication skills as a subject in the first year will increase placement opportunities for students not comfortable with English as a medium of speech," said Yadav, adding that often students were unable to convert job opportunities due to lack of soft skills despite their intelligence and good scores.

On facing criticism over decreasing the passing marks from 33% to 30%, he said the council immediately reverted to the earlier pass percentage.

"A fully online admission process to facilitate a completely paperless procedure is also on the cards," Yadav said.

On the faculty crunch, Yadav said the recruitment process will begin very soon on the sanctioned posts. He also announced provision of benefits of Career Advancement Scheme to the faculty members.

From coming session, the university will also have a complete wi-fi campus to provide students accessibility to internet from all quarters, including the RTU campus in Kota.

Land identified for Journalism university

JAIPUR: The proposed Mass Communication and Journalism University is set to come up at the Knowledge Corridor in Renwal village in Jaipur.

In this regard, the Jaipur Development Authority has been directed by the government to allot the identified land to the university on Wednesday.

The ordinance draft prepared by the information and public relations department has been sent to the law department. "We are planning to conduct classes in media rooms behind the main building of Suchna Kendra," said S S Bissa, commissioner and secretary (info and public relations).

This is the country's first state university dedicated to journalism.

Sources said the higher education department has ruled out any possibility of beginning the course from this session at the makeshift campus. "They may start diploma course by the mid of the session," they said.

A committee has also been constituted to design course structure for the university. Syllabi of other universities such as the Indian Institute of Mass Communication, Kushabhau Thakre University of Journalism and Makhanlal Chaturvedi National University of Journalism and Communication are being consulted.

"We are studying the courses of other universities and will take the best from each. There will be a few new additions keeping in mind the current practices followed in the media," added Bissa. The state has issued Rs 10 crore for setting up of the university and is keen to make it fully operational before the assembly elections in 2013.

The government has announced six universities in the state budget 2012. The proposed universities include Sardar Patel Police and Security University in Jodhpur, Brij University in Bharatpur, Matysa University in Alwar, Shekawati University in Sikar, Dr Bhimrao Ambedkar Law University in Jaipur and Rajiv Gandhi Tribal University in Udaipur.

Land has been identified for Police University in Jodhpur, Shekawati University in Sikar and Matysa University in Alwar.

First campus of Manipal university gets Rajasthan government's clearance

Manipal Universal Learning is all set to open its first university in Jaipur in December this year. The project recently received Rajasthan state government's nod.

Manipal is planning a bouquet of five universities under the brand name Manipal International University and the one in Jaipur is the first among them. The group has invested Rs 250 crore to buy 67 acres of land, to develop a sprawling campus, that comes with amenities like food courts, sports complex, utility buildings, clinic, bank ATMs, health clubs, etc.

The second university will come up on a 100-acre campus at Devanahalli near Bengaluru International Airport and the project is currently waiting state cabinet approval, said Mohandas Pai, chairman of Manipal Universal Learning.

Manipal Group has already acquired land for its third university project in Bhubaneswar and the Orissa state government is in the process of giving the project a cabinet approval. The fourth one will come up in Maharashtra and the fifth one in Gujarat. Land parcels have already been identified for these projects while the respective state governments are yet to give their legislative clearances.

Each of these universities will require 60 to 100 acres of land and an individual investments of Rs 250 crore. All five universities will be operational in the next two years,'' said Pai.

Government to collect data on 25% seats given to poor kids under RTE

AJMER: Information under Right To Education Act from each school will now reveal which caste and religion are deprived of qualitative education in the state. The government has asked every block to send information on 25% free admissions in private schools stating caste and religion of the child.

The elementary education department is now collecting information from every private school for implementing 25% seats to students of deprived and poor families in their locality. Under RTE, it became mandatory for every private school to allocate 25% seats to deprived students. The school will give free education to these students.

"This is first time we are seeking such information. We have instructed block education officers to send information," said Rajesh Tiwari, RTE cell head.

The data sent from every district will collated at state level and then subsidy will be granted to those schools implementing the RTE. "Last year, when the data was sent to headquarters, a verification was done. It was found that most of them had given wrong information," said an official.

The department is making RTE provisions very strict. "Minority and residential schools are exempted from 25% free admission but we are tightening noose on other private and public schools," he said.

Central University to start community radio service for nearby villages

JAIPUR: The Central University (CU) of Rajasthan is coming up with a 'community radio service' catering to 60 villages in its first phase with an aim to expand the knowledge base of rural people on wide array of subjects. The service will also provide them skill-based training for employment generation and to stop migration.

The CU has prepared multi-layered shows on health, education, women issues, skill based trainings, animal husbandry, banking, child health, government policies, rainwater harvesting system and promoting local artisans. These shows have been created by experts and students on the basis of feedbacks given by village sarpanchs, gram panchayats and other villagers. The unique feature of the service is that most of the shows will be presented by the villagers themselves.

"Twelve members from different villages have been given special training according to their expertise and knowledge," said Anuradha Mittal, officer in-charge, of the radio service.

A 20-member committee has been constituted for executing these programmes which including eight members from the university and 12 from different villages. The service will cater to villages in a radius of 15 km from the CU (Bandersindri).

Special focus is on women-related shows which aims at providing them solutions on their day to day problems besides sensitizing them on various job opportunities in the villages itself. "Our team has planned a series (shows) on successful woman from Rajasthan to inspire them," said Mittal, adding that during the preliminary survey in the targeted villages, they found that the condition of women is deplorable.

The CU wanted to use this tool for creating awareness on various Central and state government schemes. "Shows on health of child and women intending to bring down the infant mortality rate (IMR) and maternal mortality rate (MMR) to zero for a healthy living is on the cards," Mittal added.

Also, programmes on latest technological advancement on rain water harvesting systems, animal husbandry and special employment generation shows have been designed by an experienced faculty. The cost of the entire project will be met by the CU's social work department.

Notably, villagers living around CU are engaged in agrarian economy and animal husbandry. The unemployment rate is very high and in majority of these villages, men have been migrating to nearby cites for work.

M M Salunkhe, vice-chancellor of CU, said, "A university of this stature has a responsibility to play a pivotal role in the development of the region. The radio service is an attempt to make a positive difference in the lives of people who may not able to find an academic seat in the university."

The community radio is now in the final stage. The university has applied for frequency, and once it is allocated, the station will begin functioning within in a month. Students have already started making programmes for the radio service.

Rajasthan to soon have premier National Institute of Design
