a new mixed use building could possibly rise at the current site of New Rochelle's Public library. The Library would have to move first, which would be controversial.

http://www.lohud.com/story/news/loca...rary/73924308/

Quote:
[...]
The property, at 1 Library Plaza, is in the center of an area labeled as the downtown core district by the city’s master developer, RDRXR.
[...]
But the library is a separate entity from the city, so RDRXR doesn’t have rights to the property, and it won’t unless library officials agree to a deal. The assessed value of the library is approximately $12 million.
[...]
New Rochelle Mayor Noam Bramson stressed the importance of having a library that is "as good or better" than what's currently there.
"Any project would begin with that requirement," Bramson said. "If that condition is met, then the library site has tremendous potential given its location in the heart of the downtown and proximity to the train station.
[...]
Merchant said RDRXR would like to relocate the library to another location in the area. In its place, he said they'd like to erect a mixed-use building with office space, retail and hotel rooms. There are no concrete plans yet.

New Rochelle | 165 Huguenot St | 6 fl

The momentum is building in New Rochelle:

Reveal For Six-Story, 71-Unit Mixed-Use Building At 165 Huguenot Street, New Rochelle

BY: REID WILSON 3:00 PM ON JANUARY 25, 2016
Last October, YIMBY brought you news that Anup Misra, head of East & Hudson Real Estate, is developing a six-story, 71-unit mixed-use building at 165 Huguenot Street, in downtown New Rochelle. Now, the Daily Voice has a rendering of the project, dubbed the Print House. The 64,000- square-foot building will feature studio, one-, and two-bedroom rental apartments, measuring between 500 and 975 square feet apiece. There will also be 3,000 square feet of ground-floor retail space. The New Rochelle Industrial Development Agency recently approved a 12-year Payment in Lieu of Taxes (PILOT) structure for the project, which is a tax incentive. An existing two-story commercial building must first be demolished. Construction is expected to begin this spring, with completion scheduled in 2017. Magnusson Architecture & Planning is behind the design.

Any then and now pictures of New Rochelle? You can see Rochelle's skyline on the north shore of Long Island! Will be cool to see the skyline expand!

another rezoning has been proposed to build taller housing near Montefiore Hospital. It could add some more density near downtown, though nothing substantially tall like with the downtown rezoning.

http://www.lohud.com/story/news/loca...sing/80661294/

Quote:
[...]
Should the proposed zoning change pass, developers could build taller apartment buildings and medical-related facilities — such as doctors’ offices, clinical labs and educational centers — on Union Avenue from 1st Street to Warren Street.

It would also pave the way for a seven-story, 75-unit apartment building intended for low-cost housing, at the corner of Union and Webster avenues, planned by Quintessential Land Development.
[...]
He said the current zone allows for two-story buildings with a maximum height of 30 feet. The proposed zone would allow for seven-story buildings, 75 feet high.

a 48 story tower could replace the public library.

LoHud: Consultant will layout options for New Rochelle library

Quote:
[...]
A developer is eyeing 1 Library Plaza as the possible anchor for a revitalized downtown. But the seven library trustees will ultimately decide what happens to the site.
[...]
Under RDRXR’s plan, which was approved in December, a developer could build up to 48 stories on that property. And the boundaries of a potential arts and cultural district were drawn around the library in the latest draft.

The site is currently home to the city's public library and newly renamed Ruby Dee Park, which library patron Shelley Berlincourt said is being overlooked.

here's the site of the Huguenot street development.

New Rochelle Daily Voice: Cushman And Wakefield Sells Development Site In Downtown New Rochelle

A development site at 165 Huguenot St., between Cedar and North Streets in the City of New Rochelle in Westchester County, was sold in a transaction valued at $2.8 million.
[...]
the site allows for over 63,000 buildable square feet to be built. It is currently improved by a flex building that offers both office and warehouse space and features three loading bays.

22 Burling Lane | 6 floors | Residential

The Millennia, for its namesake, planned for New Rochelle

Quote:
Tony Hammel presented plans for more than a new apartment building when he met with New Rochelle development officials last month. He also shared a vision for a distinct downtown enclave that he says can compete with large-scale developments.

Hammel is in the process of creating a neighborhood.

His immediate project is the $30 million Millennia, a 6-story, 110-unit apartment building at 22 Burling Lane.

The greater idea is to develop the Burling triangle, a swath of land bounded by Burling Lane, a two-block-long street, and by Interstate 95 and Memorial Highway.

The triangle is positioned between New Rochelle Transit Center and Montefiore New Rochelle Hospital. Yet it is somewhat isolated, in that the interstate runs through a road cut that blocks access to the transit center.

“It’s a cool little neighborhood,” Hammel said. “It’s tired but ripe for development.”

Developers Break Ground On $30M 'Millennia' In New Rochelle

Quote:
This week, New Rochelle Mayor Noam Bramson was joined by developers from ELD Properties, the New Rochelle Industrial Development Agency and the Community Preservation Corporation to break ground on “The Millennia,” an ambitious $30 million, 110-unit development downtown.
The groundbreaking also marked the official opening of Burling Plaza, which has been described by officials as “a new community green space” at the corner of Burling Lane and North Avenue.
