To be honest i don't know why governments don't consider doing small incremental projects over long term whole of network projects. It's a great concept and this case, could be applied to other routes as well....

Staggered/phased costs & shorter time frames for initial release of services to the market. I think it's a winning model for such infrastructure projects.
