The Bulgarian government is restarting the concession procedure for Sofia Airport

SOFIA (Bulgaria), June 27 (SeeNews) - Bulgaria's government said on Wednesday it approved a decision to open a tender for awarding a concession contract for operation of Sofia International Airport. The decision was drafted by the transport minister, the government said in a statement without providing further details. In June 2016, the transport ministry launched a tender for a 35-year Sofia Airport concession contract, seeking at least 550 million levs ($326.7 million/281.2 million euro) as a one-off upfront payment. The tender was cancelled in April 2017 by the then caretaker government, which said that the concession woild lead to a rise in airport charges and a decline of passenger traffic. After the current coalition government took office in May 2017, transport minister Ivaylo Moskovski said it intends to relaunch the tender and use the revenue from the concession to provide aid to indebted state-owned railways operator BDZ Holding. "Until another source of financing presents itself, I will continue to follow the initial plan to use the funds from the airport concession to finance BDZ," Ivaylo Moskovski said at the time. Following Moskovski's commitment to relaunch the procedure, German airport operator Fraport announced it was still very interested in winning a concession contract for operating Sofia Airport. In 2006, Fraport Twin Star Airport Management, a 60/40 joint venture of Fraport and Bulgarian company BM Star, won a 35-year concession to manage the two airports. Earlier this year, Bulgaria's transport ministry said it will sign a 35-year concession contract for Plovdiv Airport with a tie-up comprising China-based HNA Group and Plovdiv Airport Invest company. According to latest available statistics from the airport operator, passenger traffic at Sofia Airport rose by an annual 7.6% to 600,000 in April. Take-offs and landings at Sofia Airport totalled 5,274 in April, up 11% year-on-year. Cargo volume increased by 9.1% year-on-year to 1,770 tonnes in April. In 2017, Sofia Airport serviced 6.49 million passengers, up 30.3% year-on-year.

Bulgaria opens tender for awarding 35-year concession of Sofia Airport

The total estimated value of the contract is 3.9 billion euro ($4.6 billion), the transport ministry said in a tender notice.

The deadline for submitting offers is October 22.

Last week, transport minister Ivaylo Moskovski said Sofia Airport's concessionaire will have to make an annual payment of 10% of the total revenue generated from the airport's operation, but not less than 15 million levs.

The concession fee will carry the highest wight in the procedure for selecting a concessionaire, of 55%. The remaining 45% will depend on the presented development plan, business plan, financing plan, general strategy, traffic estimates and capital expenditure.

The requirements for the potential candidates include having a net asset value of at least 200 million euro throughout the last three year and operating at least one international airport with an annual traffic of over 10 million passengers.

In June 2016, the transport ministry launched a tender for a 35-year Sofia Airport concession contract, seeking at least 550 million levs ($326.7 million/281.2 million euro) as a one-off upfront payment.

Wizz Air opens hangar in Sofia

SOFIA (Bulgaria), July 4 (SeeNews) - Hungarian low-cost carrier Wizz Air said on Wednesday it has opened a hangar in the Bulgarian capital Sofia, the company's first in the Balkans.

The hangar at Sofia Airport will have the capacity to carry out more than 300 line maintenance processes per year, the company said in a statement.

The hangar, which has the option for an additional bay, will ensure line-maintenance of aircraft thus increasing the local maintenance capability for its Airbus A320 aircraft.

"This investment, further strengthens Wizz Air’s commitment to Bulgaria, the city of Sofia and supports the creation of additional local jobs," Andras Rado, Wizz Air's corporate communications manager, said in the statement.

Wizz Air has eight aircraft based in Bulgaria, one in Varna and seven in Sofia. It operates over 45 routes to 20 countries, from Bulgaria.

In the January-May period the company serviced more than 1 million passengers to and from Bulgaria, an increase of more than 28% compared to the same period of the previous year.

Wizz Are are downgrading 8 destinations out of Sofia and Varna from year-round to seasonal routes. The Situation is probably due to the conflict between the company and Sofia Airport.

The downgraded routes from Sofia are:
Athens
Basel/Mulhouse
Catania
Málaga
Naples
Nuremberg
Varna

The downgraded routes from Varna:
Bergamo
Sofia
Tel Aviv

Eurowings will return to SOF with 2 routes. They will start flying from Dusseldorf and Stuttgart to Sofia from the end of October 2019

Bulgaria gets five bids in Sofia airport tender

SOFIA, April 11 (Reuters) - Airport operators from Britain, Germany, France and Denmark filed bids to run and operate Sofia Airport, Bulgaria’s main air hub, in a tender for a 35-year concession, the transport ministry said on Thursday.

The Balkan country is looking to raise 550 million euros ($619 million) from the concession, 280 million of which should come in an upfront payment. The transport ministry will open the bids on May 9 and is expected to pick a winner shortly after.

Britain’s largest airport operator, Manchester Airports Group, in a tie-up with China’s construction firm BCEG placed a bid. Germany’s Fraport, the operator of Frankfurt airport, as well as a consortium between asset manager Meridiam and the operator of Munich Airport, Flughafen Muenchen, also filed offers, the ministry said.

The other two contenders include a consortium led by France’s Aeroports de Paris and a tie-up between Copenhagen Airports and SSB Sauernwein & Schaefer.

Bulgaria picks Munich airport consortium to run Sofia airport

SOFIA, July 17 (Reuters) - Bulgaria has picked a consortium comprising asset manager Meridiam and the operator of Munich Airport to run and operate Sofia Airport, the Balkan country’s main air transport hub, the transport minister said on Wednesday.

Four other bidders, including a consortium led by France’s Aeroports de Paris (ADP) which offered the highest concession fee, competed in the tender for a 35-year concession.
