Mazaya Qatar to develop Marina Mall in Lusail

The Qatar Foundation for Education, Science and Community Development has signed a 30 year agreement with Mazaya Qatar Real Estate Development Q.S.C.to develop and manage the Marina Mall shopping centre in Lusail, Doha, on a Build, Operate and Transfer (BOT) basis.

The agreement was signed by Eng. Saad Al Muhannadi, Vice President of Capital Projects and Facilities at the Qatar Foundation for Education, Science and Community Development and Mr. Rashid Fahad Al Naimi, Chairman of Mazaya Qatar, on behalf of their respective organizations during a press conference held at the Four Seasons hotel, Doha.

Marina Mall, upon completion, is destined to be among the primer malls in Qatar and the Gulf region. The QR1bn project will extend over an area of 57,605m² spread over two floors plus the ground floor. The project faces the New Marina and yacht club, currently under construction.

The property, fully owned by the Qatar Foundation, is surrounded by various facilities and services including hotels, office space, commercial and residential units, a variety of leisure and entertainment facilities, as well as a cinema, theatres and an aquarium.

Marina Mall will enjoy direct views over the Marina waterfront and will feature state of the art designs and stylish architecture. Mazaya Qatar, in cooperation with Gensler, one of the world's leading architects in mall designs, has already received approval from the three master plans previously submitted to Qatar Foundation for the development. .

Al Muhannadi affirmed his confidence in Mazaya Qatar and its team, saying: "Today, we renew our confidence in Mazaya Qatar. Our deal today is part of a long-term partnership based on mutual trust."

"Marina Mall is a turning point in the current Qatari real estate market due to the high quality elements of the project, including its design and location. This requires finding the best partners and solutions to make this project a success. We have found Mazaya Qatar to be the best partner to ensure success."

Speaking on the occasion, Al Naimi said: "Today marks a new milestone for Mazaya Qatar as the company is entering into one of the most important real estate agreements in its history. Thanks to Allah, and with the cooperation of all parties, the company is on track to achieve its target."

Al Naimi added: "Mazaya Qatar is proving its ability to win mega projects, to improve its position in the ranks of top real estate developers, and to enhance its local and regional presence daily. This achievement will motivate us to add more projects in the near future to further develop the company's already leading position. We are confident of the company and its management team's eagerness to do everything in their power to serve the interests of its clients and shareholders alike."

Marina Mall will include spacious retail areas, food courts and leisure facilities and is earmarked to be the destination of choice for visitors and residents − from all society's segments − looking for shopping and leisure.

Mazaya Qatar projects on track: Chairman

DOHA: The flagship projects of Mazaya Qatar Real Estate Development, namely the Marina Mall, the Sidra Residential Project and the housing complex project for the Qatar National Convention Centre’s employees are all well on track and at different stage of initial groundwork, according to Mazaya senior officials.

The concept design for the QR1bn Marina Mall has already been completed and is now in detailed design, said Mazaya Chairman, Rashid Fahad Al Naimi. “Now we are at the stage where we need to get the approval from the end user for the detailed design, so that we can move to the tendering process and finally the financing,” he told reporters at a news conference following the company’s General Assembly Meeting.

The company entered last year into a 30-year Build-Operate-Transfer (BOT) agreement with the Qatar Foundation for the development of and management of the Marina Mall Shopping Centre in Lusail. The project is slated for completion within 36 months from the time the detailed design is accepted.


As for the Sidra Residential project, Mazaya expects to award contracts for its construction in the next two months. The company is working on the development and management of the QR800m project for a period of 20 years. The project belongs to the Sidra Medical and Research Centre which is due for completion within two and a half years from the date of signing the 20-year BOT agreement.

“Based on the original plan and based on the agreement that we have signed with Qatar Foundation, we will be delivering the project in phases,” Al Naimi said. “We did not buy the land because this is a BOT project, the land was provided by Qatar Foundation and all we do is provide the financing, the building and development expertise,” said Seraj Saleh Al Baker, Chief Executive Officer of Mazaya.

He said Mazaya will also use a long-term Islamic financing. “What is attractive about it is that it is a very bankable deal as we have one tenant over 20 years with guaranteed return. Our balance sheet still allows us to do so, to go one way to finance it,” he said.

The company is also developing a 324-unit housing complex for employees of the Qatar National Convention Centre through a memorandum of understanding with Qatar Foundation last year and the obtention of a 10-year exclusive mandate to lease it from the date of the MoU conclusion

Al Baker said the Qatar National Convention Centre’s staff housing complex will be self financed by the company.

“We are talking about QR150m or QR160m and given that the company’s capital of QR1bn has not been utilised fully, we opted to finance it ourselves, however we will also use Islamic financing to enhance the returns,” he said.

The Marina Mall, is a different matter all together in terms of financing, said Al Baker. “It is a much larger project and it is going to go to the market. Therefore we cannot take unnecessary risks toward one project. We are working with a professional financial house as advisers to help us raise both debt and equity and that is how we will go about it,” he said.

As for the company’s future expansion, Al Naimi said the company is not planning to expand beyond Qatar this year as the country by far opprovides better perspectives given its growth rates and GDP. “There is no better market in the Gulf or Middle East than Qatar today. From the expansion point of view, our focus as a company will continue for 2011to be in Qatar, howver if any opportunities present themselves we will consider them,” he said.

I think it's to early to take pictures, this project needs to start a real construction work then we'll take pictures whenever possible

NSCC International has been awarded the contract for the foundation works of the Lusail Marina Mall project in Doha, by Mazaya Qatar Real Estate Development Q.S.C. The package is valued in excess of QAR 55 Million (USD 15 Million). The scope of work will include piling and shoring works, excavation and dewatering.
Upon completion, the Marina Mall shopping centre is destined to be among the premier malls in Qatar and the region. The QAR 1 billion project will extend over an area of 57,605m² and will feature state of the art designs and stylish architecture.
