The second tallest is Genex Tower 115 meters (voted one of the ugliest buildings in the world )

Maybe that Genex tower would look nicer if repainted...

Montenegro definitely is not a skyscraper state. No building in Montenegro has more than 16 stories, or is higher than 50m.

You almost got it. The BOSMAL webpage says "Reaching a height of 118 meters, Bosmal City Center is the tallest residential building in the Balkans."

http://www.bosmal.com/en/?lg=en

So its the tallest Condominium in the Balkans.

I read that the guyed mast of the central mediumwave transmittter of Bosnia-Hercogowina (frequency: 612 kHz) uses as antenna a guyed mast, approximately 230 metres tall. Is this the tallest structure of Bosnia-Hercogowina?

How tall was the mast of the high-power medium wave transmitter Stubline before it was destroyed in 1999?

For Bulgaria it's some of the chimneys on the Maritza powerplant, I've got no idea if there's anything taller but that's what SSP has and I guess if they don't have anything bigger it's because there simply isn't. It's 300m+
