RWE affirms its interest to participate in the NPP Belene plant

Министърът на икономиката и енергетиката Петър Димитров съобщи пред журналисти след срещата си с представители на германската компания "RWE Пауър", че компанията е потвърдила интереса си за участие в проекта за изграждане на АЕЦ "Белене".

Министърът съобщи, че най-вероятно от началото на следващата година ще започнат същинските строителни работи по проекта. Първият блок трябва да е готов до края на 2013 година, а вторият в началото на 2014 година.

Срещата е била по искане на компанията във връзка с кандидатстването на фирмата за стратегически партньор в проекта Белене, каза министърът. В срещата е участвал и вицепремиерът Меглена Плугчиева, която по думите на министъра добре познава
Германия и инвеститора.

Компанията се интересува от реализацията на изграждането на нова мощност в ТЕЦ "Марица Изток" - на въглища. Министърът е подчертал желанието на българското правителство да се реализира проект с улавяне и съхранение на въглероден двуокис.

Компанията е проявила интерес и към проекта "Горна Арда", каза министър Димитров. Министърът е запознал представителите на фирмата с текущото състояние на проекта и с условията за актуализирането на работата по него. Министърът информира, че двете страни са заявили своята заинтересованост в кратки срокове да се реализират тези проекти.

Ръководителят проекти в компанията Холгер Вит каза пред медиите, че по време на разговорите е било постигнато съгласие по проектите и в частност за Белене. В момента компанията се запознава с документацията по проекта, представена им от НЕК. Вит заяви, че фирмата е отворена за всякакви партньорства в отговор на въпрос във връзка с проекта.

DeutschlandFunk: Bulgarian NPP “Belene” Is Against Any Logic

Belene – the perpetual construction on the Danube. At this sport after some time, there will be the two blocks of the Bulgarian nuclear power plant. This contradicts every logic because Belene is a risky place, says the environmentalist Albena Simeonova, showing a seismic map in an interview for the German radio Deutschlandfunk. The media focuses on the problem with the place where the nuclear plant is going to be.

“Back in 1984 Russian scientist said that the region is seismic zone and therefore such projects are too risky. In 1990 Bulgarian academy of science (BAS) confirmed this in a report of nearly 500 pages.”

In the beginning of the 90s the construction is suspended for financial reasons. But 4 years ago, the Bulgarian government renews the work on the project. An assessment is made and suddenly the results are completely different.

“17 years later suddenly it is claimed that there is no risk. Again scientists from BAS are cited, of course new names. But the truth is that the government is paying to get the convenient for it results. Because as it is said in Bulgaria: he, who pays, orders the music.

While in Belene, nearly everyone supports the nuclear power plant, the situation 20 km further – in Svishtov – is different. In March 1977 the town is stricken by a strong earthquake.

“Everyone in Svishtov remembers 1977. The earthquake destroyed more than a third of the buildings, regardless whether they were made of bricks, stone or concrete. 120 people died. Here nobody can forget this.”, says Andrei Zahariev, member of the local municipal council.

In the newest assessment the earthquake is not mentioned at all. On the contrary, it speaks about a region, totally protected against earthquakes.

“The government recruited a private company for this, which is at the same time a client of the state energy company NEC. Millions of dollars were paid for the report, which was done in 3 months. Experts on the environment found, however, more than 200 gross mistakes in the document.”, continues Zahariev.

The construction works on the reactor should start this year. The funding is still not sure. Several banks have refused to participate, because they have decided that the actions is too risky. Environmental organisations such as Greenpeace continue to inform the population about the consequences of this project. In the region, which is one of the poorest in Bulgaria, the people are quite passive, says Albena Simeonova and adds looking outside at the fields “This is a place for tourism, not for nuclear reactors”.

^^ There were some similar comments in the Romanian media related to the danger of building such a plant on a earthquake faultline (Belene is located on the faultline which destroyed a piece of old Bucharest in the Great Quake of 1977 - 7.4 Richter scale). Another similar quake is expected by the Romanian geologists and quake experts in the coming 10 years.

OOn the other hand, I do not ussually buy such articles, especially when such statements come from environmentalists. If the EU agreed with the plant, then it must be very safe, including for earthqukes.

So, actually Bulgaria will take the loans and hire other companies to build it? Which foreign companies are currently involved in the project?

In Romania, the state will only own 20%, the other companies involved owning between 15% and 20%. The RO gov I guess didn't want to commit a lot of funds to the new powerplant.

^^ In 4-5 years, the electricity prices in the region will get even, because all these regional markets will be better integrated. This means, electricity prices will be more or less the same accross the region, the only difference being the cost of transportation.

Honestly I'm not completely sure may be some companies will have a share in the plant/company. I hope someone more familiar with the process to tell.

Wind turbines of total power output about 600-700MW are planned to be constructed in the Kavarna and Dobrich regions, however some are in conflict with NATURA2000 network.

Overall, wind power turbines totalling 400MW output will be installed in the next 2 years all over the region.A factory for turbines is soon to be built, it will provide about 35% of the country's needs.

AES, Enel, and some other large energy companies have announced plans to invest in Bulgarian wind parks.

В процес на изпитания е единствената ветрогенераторна станция на територията на България. 72-часовите изпитания започнаха още на 18 май. Съоръженията са новозакупени и произведени по проект от 35 генератора и монтирани в близост до нос Калиакра. Те са с обща мощност 35 мегавата, свързани директно с електропреносната мрежа на НЕК, чрез изграден собствен електропровод, предаде БГНЕС.

Други 80 вятърни генератора са монтирани до момента на територията на област Добрич. Повечето от съоръженията са втора употреба. Най-експлоатираните за целта терени за Североизточна България са в общините Шабла, Добрич, Каварна и Балчик, а за Южна България - Сливен, Айтос и Ямбол. Добрич притежава добър ветрови потенциал и се радва на най-голям инвеститорски интерес.

Около 600-700 MW мощност от ветрогенератори са заявени само за района на Калиакра, Каварна, Шабла и Добрич, сочат данните на НЕК. Заради тези инвестиционни намерения електрическата компания смята да изгражда два нови електропровода в региона.

Не е ясно обаче доколко ще се реализират тези проекти, след формирането на европейската екологична мрежа НАТУРА 2000, тъй като доста от терените, подходящи за ветрогенератори, попадат в тази мрежа.

В България ще бъде създадена производствена база, където ще се сглобяват 35% от производствените мощности за изграждане на вятърни генератори. През следващите две години в района ще се завъртят вятърни генератори с общо 400 MW мощност.

Енергийни компании с традиции в конвенционалното производство на електроенергия като американската AES и италианската "Енел" разработват планове за инвестиции именно във възобновяеми енергийни източници за милиарди долари.

Намеренията на американците вече придобиват реални измерения за България, след като компанията закупи дял в проект за изграждане на ветропарк край Каварна, чиято мощност ще е 120 MW.

14 вятърни турбини за производство на електроенергия ще бъдат изградени в землището на село Тригорци, община Балчик. Инвеститори са софийското дружество "Вятърен парк Добруджа". Всеки от ветрогенераторите ще бъде с мощност от 2.5 MW, височина 100 м. и диаметър на ротора 90 м. Това ще бъдат най-големите съоръжения в страната. Целият проект с изграждането на инфраструктурата възлиза на 42 млн.евро.

German RWE Company Confirms Investing in Bulgarian NPP 'Belene'

German utility RWE is interested in winning a 49% stake in Bulgaria's nuclear power plant of Belene, a company official said on Wednesday, denying media reports that it might withdraw.

Holger Bietz, head of RWE Power's Merger and Acquisition unit, flew to Sofia to reassure the Bulgarian government that his company had not lost interest in the €4 billion ($6.19 billion) project, Bulgaria's economy ministry said.

Late last month, some German newspapers reported that RWE was considering withdrawing from the project due to various safety concerns. "We have a team of 75 people going through all the documents so that we can continue and conclude the negotiations," Bietz told reporters after meeting the Bulgarian Economy and Energy Minister Petar Dimitrov.

Bulgaria's power utility NEK, which will keep the majority 51% stake, has short-listed RWE and Belgian Electrabel, owned by France's Suezfor the minority stake in the 2,000 megawatt plant at the Danube River town of Belene.

Industry sources have told Reuters, that RWE was the preferred key investor in the plant and that it was also willing to hedge the risk of the investment with Elecrabel. Bietz said that the company was open at any time for any kind of partnerships but declined further comment.

Bulgaria wants the new nuclear plant to restore its position of a major electricity exporter in the Balkans after it was forced to shut communist-era reactors as a condition for winning European Union membership.

Dimitrov, who had hoped for a quick choice of a strategic investor, now said that it was not "healthy" to fix a deadline for a decision of such importance.

NEK has contracted Russia's state-owned Atomstroyexport, along with France's Areva and Germany's Siemens to build the plant. The reactors, whose capital costs could exceed €6 billion according to some officials and analysts, are expected to come online in 2013-2014.

@Ivailo: It would be more profitable indeed to sell a part of the company which owns the nuke after it gets built, BUT it may be the case that Bulgaria may not get the financing if RWE is not onboard from the begining.

Belgium Company 'Electrabel' to Build NPP 'Belene'

Bulgaria showed interest in strategic partnership with Belgian company ‘Electrabel' for the construction of NPP ‘Belene'.
That was announced by Bulgarian Economics and Energy Minister Peter Dimitrov after a meeting with representatives of the Belgian company.

Minister Dimitrov added that except as an investor in the NPP ‘Belene' project, ‘Electrabel' declared interest in participation in the hydro-energy project ‘Gorna Arda' on Arda River and projects on Danube river.

The Minister accented on the fact, ‘Electrabel' is going to unite with the French ‘Gas de France'.

Meanwhile the German RWE company also applies for 49% ownership of NPP ‘Belene'.

Itochu Corp. from Japan invests 958 mln USD in a 100MW solar power plant in Bulgaria

The construction will be done till 2010 and this will be among the largest solar power plants in the world. The power generated will be enough for the needs of 25.000 households!

Около 100 млрд. йени (близо 958 млн. долара) планира да инвестира японската компания Itochu Corp. в изграждането на соларен парк в у нас.

Проектът ще бъде един от най-големите соларни паркове в света и ще генерира 100 мегавата електроенергия.

Това ще бъде достатъчно, за да се осигури електричество за 25 хил. домакинства.

Очаква се строителството да приключи до 2010 г.

Компанията планира да инвестира общо над 110 млрд. йени (1,05 млрд. долара) в изграждането на соларни паркове в Източна Европа.

Itochu Corp., която е базирана в Осака, ще построи тази година два или три соларни парка в Чехия с прогнозирана обща стойност от 10 млрд. йени.
Съоръженията ще могат да генерират общо 10 мегавата електроенергия.
