Probably a coalition of right-wing groups. I know that there is a law that obligates the South Korean government to provide financial support to certain types of NGOs, but I'm not sure if this "Free Citizens' Alliance of Korea" is financially supported. The Freedom League is the largest right-wing conservative group that is heavily endorsed by the government, but I doubt such a large responsible group would take such extreme measures. Regardless, the current South Korean government being a radical-left, I am for certain that the government is not behind this.

Anyways, these guys are protesting about the human rights abuses of North Korean refugees.
