MANILA - Former youth commissioner Ronald Cardema's plea to be a substitute nominee of the Duterte Youth party-list is "not yet decided," a Commission on Elections official said Thursday, contrary to some media reports.
Comelec Commissioner Sheriff Abas was quoted as saying in some reports that Cardema met the deadline of filing his petition to replace his wife as first nominee of the party-list.
Abas, however, "signed a Reso[lution] giving due course to Cardema's application for substitution but whether he is qualified to substitute is another matter," Comelec Commissioner Rowena Guanzon said on Twitter.
"The issue in that Reso is only : did Cardema file his application for substitution in time on or before May 13? Chair Abas said Cardema had majority vote of Commissioners," said the official.
"But can he substitute ? Is Cardema qualified to be rep of Duterte Youth? That is not yet decided," she added.
Guanzon also said she will express dissent against the resolution.
Former dean of UP National College of Public Administration, Professor Edna Co, said that the voters tend to give more thoughts on local elections because they believe that the local leadership will likely bring more direct impacts to their daily lives.

"If you're coming from northbound, please take Bayani road. If you're coming from southbound, please take BGC paglabas natin Kalayaan. Kasi ’yung tail end ng traffic medyo mahaba-haba. Na-advise sa’tin ito 4:30 p.m, pero hanggang ngayon, parami pa nang parami ’yung mga supporters," she told DZMM Teleradyo.
As of posting time, Pialago said the traffic jam extended all the way to the South Luzon Expressway exit on the northbound side, and Julia Vargas Avenue on the southbound direction.

In a Facebook post, Lino Cayetano slammed his opponent for urging his supporters to protest in the streets.
"Nine years na Congressman si Arnel Cerafica. Bago noon, naging konsehal ni Freddie Tinga. Alam dapat ng isang pinuno at lingkod bayan, lalo na ng isang mambabatas, ang tama at mali," he said.

And it did not help any that Belmonte told her critics to move instead to Makati City where its government gave out “shoes, boots, rubber shoes, PE and school uniforms, raincoats and allowances to school children.”
In a Facebook post, Belmonte said she could not provide school supplies for free at this time because she did not control the budget and that it was outgoing mayor Herbert Bautista who controlled the funds.
“Go to him and make a request for free school supplies for all the kids in Quezon City,” Belmonte said in Filipino.
She promised anew that when she sits as mayor, she would provide free school supplies to every pupil because she would now be in charge of the programs for the city.
Belmonte, however, posted pictures on social media of her distributing school supplies in several villages (barangay) like Santa Monica, Rosa Susano Elementary School, South Triangle, Barangay Tatalon, and Barangay Pinayahan.
