Five countries on new US blacklist

SHIPS sailing into US harbours from five countries will face stricter conditions of entry as of May 23, pursuant to a US Coast Guard determination that these nations “are not maintaining effective anti-terrorism measures”, writes Rajesh Joshi in New York.

A notice in the US Federal Register states that ships whose last five ports of call include destinations in the Congo, Guinea-Bissau, Liberia, Mauritania, and Nauru will be required to meet additional criteria for them to be allowed berths at US ports.

The federal notice formalises a US Coast Guard advisory in February about nations not complying with the International Ship and Port Facility Security Code.

This so-called “blacklist” stood at nine countries in autumn last year, and was down to seven in February. The list comprises nations that have not reported their ISPS status to the International Maritime Organization or to the USCG.

Albania and Madagascar have dropped off the list since the advisory, reducing the number of current offenders to five.

Ships arriving from the five offending nations would have to fulfil all of the following conditions to prevent denial of entry: implement “Security Level 2” security plans; place guards at all access points “while in port in those nations”; execute a “Declaration of Security”; log all security actions and report these to the US in advance of arrival; and place guards at all access points while at a US port.

Vessels calling from these nations will also be boarded at sea and will be subject to other Port State Control measures and restrictions such as daylight transits only, the Coast Guard has said.

The US Coast Guard has made it clear that its brief is not restricted to verifying implementation of the ISPS Code, but enforcing a broader standard of “anti-terrorism measures” being in place at world ports.
