For almost three decades, 790 acres of land acquired under Urban Land (Ceiling and Regulation) Act – ULCRA – for developing houses for the urban poor and middle class in Ahmedabad has been lying unutilized. Had these large parcels of land been used in phases, the cost of housing would have been regulated in the city.

Ahmedabad has the largest share of ULCRA land in the state. The land remains locked with the revenue department, as there has been no demand for housing projects. The state revenue department estimates that almost 60 per cent of ULCRA land can be made available for housing. The rest of the land parcels are embroiled in legal disputes, or have become the sites of encroachments by slum-dwellers, or are home to unauthorized constructions.

“The state government is in a dilemma over whether affordable houses on ULCRA land should be sold after incorporating jantri rates as the land was free for the government,” says a senior urban development department (UDD) official. “This can be challenged. Swaths of ULCRA land are also available in posh localities of the city in the western areas. With land prices skyrocketing in these areas, a poor neighborhood will cause the rates to crash. The government should have the will to take up schemes in these areas.”

There is no shortage of land for providing housing for the poor in Ahmedabad, says district collector Vijay Nehra. “A special committee comprising civic administration officials and government representatives can raise the demand for land for housing the poor,” Nehra says. “As and when it is done, we can begin the process.” Senior revenue officials in Gandhinagar say that the encroached land on free ULCA patches in Ahmedabad can alone provide housing for 40,000 people.

“We are already working on a housing scheme for ULCRA land,” the UDD official says. “Under this, we wish to rehabilitate slum-dwellers by making quality houses for them. We have seen that if the poor are given a decent place to live in, they maintain it well. Besides, we can also provide middle-class housing.”

Since the state UDD has allowed GHB to build 70 metre residential buildings with a floor space index of 3, affordable housing cannot be a pipedream for this city. With Sanand developing into an auto hub, satellite townships coming up in the periphery of Ahmedabad, and GIFT city developing rapidly, there will be a need for urban housing.

Huge deal brings high rise to Science City area

Ahmedabad has witnessed a massive land deal worth Rs 500 crore on Sola-Science City road.The transaction has heated the realty market which has been stagnant for some time now.According to realty sources,Nirma group recently sold a land parcel of about 67,000 sq yard s in Science City area to the Iscon Group at about Rs 75,000 a sq yard.The land is strategically located near the proposed BRTS route and opposite CIMS Hospital.

Iscon Group is planning an upscale residential-commercial scheme here,which sources say could be a high-rise with 1,500 flats of three- and four-bedroom-hall-kitchen (BHK) scheme of 2,000 sq ft and 3500 sq ft respectively.Since the land falls within 200 metres of BRTS corridor,the project will get four floor space index (FSI) which means a higher construction.

A source close to the development said the company plans to construct about 35 lakh sq feet space in phases.

Iscon Group Chairman Pravin Kotak refused to disclose any details. We would be glad to share the details once the deal is through, he said.

Realty experts expect the deal to infuse positivity in the market and restore investors and end users confidence in realty.

Joint MD of Space Management Ltd Kishor Dedhia said,Such a landmark deal will boost confidence in the sinking property market.

City Estate Management Ltd CMD Pravin Bavadiya said,Iscon Group has dared to pump in such a big amount on a huge parcel at a time when the realty market is facing stagnancy.This means a huge project is likely to come up in this area.

The Ambli-Bopal stretch is likely to emerge as the hub of high-end apartments



At a time when realty market is going through a slowdown,there are some daredevil developers who are all set to launch extremely high-end apartment schemes,with price ranging from Rs 1.5 crore to Rs 5 crore on Ambli-Bopal Road.

These schemes will be real tall residential buildings with huge apartment size,mechanical car parking system with parking on the residence floor,individual lifts for each floor,biometric locking system for apartments,and mobile-operated system to control lighting and electronic equipment in houses.

After Ahmedabad Urban development Authority (AUDA) declared four floor space index (FSI) which will allow more construction on the same plot until 200metresoneithersideof the BRTS corridor,many developers are set to launch high-end,super luxury apartment schemes in the next few months on the stretch.

This stretch falls under residential-2 zone where only construction up to three floors was allowed.However,with the recent change in the bylaws by AUDA,developers have the advantage to construct many more number of units on the same plot.

According to realty sources,these apartments will be of three to six bedrooms,hall and kitchen (BHK),spread over 2,700 sq ft to 9,000 sq ft.However,most schemes are above four BHK,spread over more than 3500 sq ft.

One such daredevil developer is Rajesh Brahmbhatt of bSafal Group.He is coming up with the citys tallest residential building of 21 floors on Ambli-Bopal BRTS road,about 150 meters from Iskcon Circle. (site of Gallops Mall, most probably)

The group will launch about 70-unit project on a 7,000 sq yard land.The apartment will be of 4,000 to 6,000 sq feet,with a saleable price of more than Rs 3 crore.The developer is also planning to hire an international architecture firm to make the project a landmark.

In the last few years no high-end scheme has been launched in the western part of the city.Moreover,on this stretch (Ambli-Bopal BRTS road) there are only high-end bungalows of 5,000 to 10,000 sq feet.Thus,the area will emerge as the hub for high-end apartment projects, said Brahmbhatt who is the MD of bSafal.

Similarly,True Value Group is planning a 14-storied extremely high end apartment project on the same stretch within 200-metre radius.The uniqueness of this project is each floor will have just one flat spread over 8,000 to 9,000 sq feet.The cost of the apartment is estimated to be around Rs 5 crore.

On the prospective buyers in the shaken realty market,True Value Group MD Manish Shah said,These schemes are for niche groups as no high-end scheme has been launched in the last two years.

AUDAs decision to allowing four FSI has almost doubled the plot price on this stretch compared to what it was three or four years ago.

Space Management Ltd CEO (land and residential) Hitesh Shah said,The land rates on Ambli-Bopal main road are Rs 1,10,000 to 80,000 per sq yard within the 100 metres of BRTS road.

For plots between 100 to 200 metres of BRTS route rates are below Rs 80,000 per sq yard,whereas the cost of plots outside BRTS corridor varies between Rs 60,000 and Rs 75,000 per sq yard.
