Are these the official road numbers? Never found a map with roadnumbers. However it is hard to find good maps with roadnumbers of Albania anyway, here they think no-one wants to go to Albania anyway...

Be glad there are roads at all. Albania has lived in total isolation from the rest of the world for decades. Private car-ownership was forbidden, and therefor there was zero investment in road or rail infrastructure.but somehow the motorway lames look pretty narrow and why aren´t there shoulders?
But Albania is moving forward fast, and that's a good thing, but don't forget they started from scratch a decade ago.
