Since classical times, people have exploited the fossil-fuel and mineral deposits present in the lands that now constitute Albania. Petroleum, natural gas, coal, and asphalt lie in the sedimentary rock formations of the country's southwestern regions.

With its significant petroleum and natural-gas reserves, coal deposits, and hydroelectric-power capacity, Albania has the potential to produce enough energy for domestic consumption and export fuels and electric power.

In the 1980s, the petroleum and bitumen enterprises employed 10 percent of Albania's industrial work force, controlled 25 percent of the country's industrial capital, and received almost 33 percent of its industrial investment funds.

Petroleum was the first industry to attract direct foreign investment after the communist economic system broke down. In 1990 and 1991, the Albanian Petroleum and Gas Directorate entered into negotiations with foreign drilling and exploration firms for onshore and offshore prospecting.

Albania's known natural-gas reserves have been estimated at 22,400 million cubic meters and lie mainly in the Kuçovë and Patos areas.

Albania's unprofitable coal mines produced about 2.1 million tons in 1987.

About 80 percent of Albania's electric power came from a system of hydroelectric dams built after 1947 and driven by several rivers that normally carried abundant rainfall. Electric- power output was estimated by Albanian officials at 3,984,000 megawatt hours in 1988.

Droughts in the late 1980s and in 1990 brought an energy crisis and a sharp drop in earnings from electric-power exports. In 1991 heavy rainfall allowed Albania to resume electric-power exports to Yugoslavia and Greece. In the early 1990s, labor strikes and transformer burnouts caused by the overloading of circuits when many Albanians turned to electricity to heat apartments after other fuel supplies ran out regularly resulted in blackouts in towns across the country, and even sections of Tiranë, producing disruption months at a time.

Albania's mineral resources are located primarily in the mountainous northern half of the country. Albanian miners extract mainly chromium ore, ferronickel, copper, bitumen, and salt.

Some production estimates placed Albania just behind South Africa and the former Soviet Union in the output of chromite, or chromium ore, which is vital to the production of stainless steel.

Albania's high-grade chromite reserves had been largely exhausted by the 1990. The poor quality of the remaining ore accounted for the country's worsening position in world markets. Impurities present in Albania's highest-grade chrome were largely the by-product of poor mining and smelting techniques and the use of antiquated Chinese equipment. The country's chromium industry also suffered because of inadequate transportation facilities.

Albania also produced copper, iron, and nickel. The main copper deposits, estimated at about 5 million tons, were located near the northern towns of Pukë, Kukës, and Shkodër.

Albanian bitumen and asphalt deposits were located near the town of Selenicë and in the Vjosë River valley. Bitumen and asphalt production rose significantly after World War II, and most of the output was used for paving and waterproofing materials and in the manufacturing of insulators and roofing shingles. Miners had worked the Selenicë deposits continuously for centuries before a lack of soap, boots, and basic equipment forced operations to cease when the centrally planned economy stalled.

Shqipëria kapërcen përfundimisht krizën energjetike. Duke filluar nga vit, vendi ka të gjitha mundësitë që të furnizohet 24 orë me energji elektrike. Këtë fakt e ka pohuar vetë drejtori i përgjithshëm i Korporatës Elektroenergjetike Shqiptare, Gjergj Bojaxhi. Sipas tij, këtë vit kërkesat e vendit për drita po plotësohen nga importi, kombinuar me prodhimin vendas në nivele të konsiderueshme, i favorizuar nga kushtet e mira atmosferike. Ndërsa gjatë vitit të ardhshëm e në vijim, do të vihen në funksionim burimet e reja energjetike, që janë termocentrali i Vlorës dhe linja e interkonjeksionit me Malin e Zi. “Rregullimi i sektorit energjetik do të na ndihmojë që të kemi 24 orë drita. Duke filluar nga ky vit, nuk kemi arsye që të kemi kufizime. Strategjia që kemi ndjekur ka qenë e tillë, që gjatë muajve të parë të vitit janë siguruar importe të larta, duke siguruar rezervë për muajt në vijim. Vitin tjetër do të fusim prodhimin nga TEC-i i Vlorës dhe linjën e tensionit të lartë me Malin e Zi. Kjo do të thotë, që edhe sikur të mos kemi mot me rreshje, do të kemi dy elementë që do të balancojnë këtë gjendje dhe nuk do të kemi probleme në furnizimin e qytetarëve me energji elektrike”, ka deklaruar Bojaxhi. Por kreu i KESH-it, ka shtuar se pavarësisht këtyre dy veprave energjetike, investimet në këtë sektor duhet të vazhdojnë, pasi në të ardhmen do të rritet konsumi i energjisë dhe kjo do të kërkojë burime të reja prodhuese. “Pas TEC-it të Vlorës dhe linjës me Malin e Zi ne nuk duhet të rrimë duarkryq për dhjetë vjetë të tjera dhe të presim. Por duhet të investojmë në vepra të tjera prodhuese. Një prej tyre mund të jetë edhe një termocentral në Kosovë, çka mund të arrihet nëpërmjet një bashkëpunim mes të dyja vendeve”, ka deklaruar drejtori i korporatës, Gjergj Bojaxhi.

Çmimi i energjisë elektrike

Drejtori i përgjithshëm i KESH-it ka insistuar në rritjen e mëtejshme të çmimit të energjisë elektrike. Sipas tij, energjia elektrike po shitet aktualisht nën kosto dhe kjo i shkakton humbje finaciare korporatës. Në këto kushte, KESH-i nuk ka para për të kryer investimet e nevojshme, nëpërmjet së cilave do të garantohet furnizimi pa ndërprerje me energji elektrike për një periudhë afatgjatë. “Struktura e çmimeve të energjisë është e pabalancuar. Ky është një element që do të krijojë deformime në funksionimin e kompanisë. Pasi kostoja e prodhimit të energjisë është më e lartë se ajo me të cilën shitet energjia. Për këtë arsye, korporata ndodhet në vështirësi të madhe financiare. Vjet KESH-i doli me humbje. Por edhe këtë vit, me strukturën e re të çmimeve, nuk do të dalim me fitim. Korporata ka nevojë që të bëjë investime që nuk do të vijnë nga qielli, por nga funksioniomi normal i saj. Ne po furnizojmë aktualisht pa ndërprerje me energji qytetarët, por po shtyjmë investimet e nevojshme”, ka deklaruar Bojaxhi.

Privatizimi i KESH-it, në gusht shpallet investitori strategjik

Përzgjedhja dhe shpallja e investitorit strategjik që do të blejë Operatorin e Sistemit të Shpërndarjes do të bëhet deri në fund të muajit gusht. Drejtori i përgjithshëm i Korporatës Elektroenergjteike Shqiptare, Gjergj Bojaxhi ka deklaruar se deri në qershor do të priten ofertat nga kompanitë e interesuara dhe gjatë verës do të shpallet oferta më e mirë. “Deri tani kanë shprehur interes për privatizimin e OSSH-së 6 deri në 8 kompani. Deri në qershor do të shohim, se cilat nga këto kompani kanë shprehur interes të përgjithshëm dhe cilat janë ato që vërtet janë të interesuara. Në këtë mënyrë do t’i futemi seriozisht procesit të tenderimit dhe të zgjedhim një kompani që ka eksperiencë në fushën energjetike, që ka një numër të caktuar konsumatorësh dhe që mund të jetë partner për popullin shqiptar”, ka deklaruar Bojaxhi. Sipas tij, deri në fund të këtij muaji, do të bëhet shpallja e hapjes së procesit të privatizimit në mediat ndërkombëtare, më pas për një periudhë 1-mujore do të priten ofertat nga kompanitë dhe pas përzgjdhjes së investitorit, do të duhen disa javë për të bërë saktësimin e kontratës, procedurat ligjore, kalimin në parlament të projektligjit të provatizimit të OSSH-së etj. “Këto procedura kërkojnë kohën e tyre, por unë mendoj që deri në fund të gushtit të kemi një fitues të tenderit”, është shprehur kreu i korporatës, Gjergj Bojaxhi.

No surprise there. That pipeline was never going to get build the way things were going and I don't think it was Albania's fault or anything like that. I can't remember for how long this project has been in the plans and work hasn't still started. The alternative Bourgas-Alexandropolous was the final nail in the coffin of AMBO.
Premier Says Albania Interested in Building Nuclear Power Station

Tirana, 16 May (ATA) -- Prime Minister Sali Berisha confirmed Friday [16 May] that "development of energetic sector remains a priority of government in place which is interested in construction of nuclear power stations."
Calling development of energetic sector a very important issue, PM said "government is working hard to increase power generation through construction of new thermo and hydro-power stations."
"A thermo-power station is under construction in Vlora and a hydro-power station in Kalivac. In addition, great efforts are being made to develop our energy sources. Some 26 companies have been contracted for different-sized hydro-power stations just as there are other projects under discussion or bidding process," PM Berisha said during the Crans Montana Economic Forum taking place in the premises of Hotel Tirana.
Saying that work is under way to exploit the country's hydrological sources, PM said "together with Kosovo government we are working to build in Kosovo a medium-sized thermo-power station."
Stressing the interest of foreign companies in building high - technology thermo-power stations, PM Berisha said "Government is willing to rely on nuclear power stations as well."
"We are seeing the opportunity and want to cooperate with Vienna- based International Atomic Energy Agency. Once the legal framework be ready, we will start negotiations with neighbouring counties, Macedonia, Kosovo and Montenegro to draft a joint project since it would be a sustainable energy source," PM Berisha said.

Albania asks Kosovo to agree on pipeline

TIRANA , Albania, May 19 (UPI) -- Albania is readying plans for an interconnection line with Kosovo.

Production of energy from Albania's hydropower stations would be well balanced with the production from Kosovo's power stations, said Albania's Economy and Trade Minister Genc Ruli, the Shekulli newspaper reported.

"Minister Ruli and Shiroka, his counterpart, stressed the cooperation in the field of energy. The two ministers noted that the Albanian and Kosovo electricity systems complement each other very well," Albanian officials said in a statement.

Analysts said, however, that while cooperation could be profitable, the two countries' financial capabilities are still far from strong enough.

Albania potentially could increase its energy production by 60 percent if it finds a reliable energy source, like the coal power stations in Kosovo. Currently, however, both nations are net importers of energy.

According to Kosovo Energy Corp. analyses, the country needs about $3 billion in investments to keep its current energy system afloat.

According to Albanian specialists, the construction of the thermoelectric cooler power stations and the interconnection lines and the construction of the pipelines supplying gas would help the situation on both sides.

U.S. investors win control of Albania's only oil refiner

TIRANA (Thomson Financial) - A U.S. consortium has won control of Albania's only oil refinery with a bid of 125 million euros ($197 million), the government announced on Wednesday.

The Refinery Associates of Texas and Antika Enterprises Consortium USA and Switzerland will own 85 percent of the state-controlled ARMO company, the economy ministry said in a statement.

'The offer by the American company was considerably better than the three others selected to bid out of 25 who had expressed an interest in buying ARMO,' the statement said.

'The price was the most important thing,' said Deputy Economy Minister Neritan Alibali.

Sources had said the bids for ARMO were to be judged 75 percent on the price offered and 25 percent on the prospective buyer's business and development plan.

Albania's Minister of Economy Genz Ruli had earlier said that AMRO generated profit of 1.7 billion Albanian lek (13.6 million euros) in 2006, compared to 365 million lek in 2004.

The Albanian government plans a series of privatisations this year with the sale of the last remaining large companies still controlled by the state.

High Bid? Albania's only oil refinery for 125 million euros is pathetic. It only seems high because of the other low ridiculous bids by other companies.

Is it just me or is this stupid? Why would they sell something that can make a profit much more than the selling price for only 10 years (or even less)? This is a freaking joke. That said, I'm glad the Americans got it.
Well when they sell it what do they get? The Americans will own 85% of it, where will the rest go? And don't taxes go to the Albanian government too?

Because even though it will make a profit, the gov doesnt have the funds to invest in it and modernise. Who knows what shape ARMO is in. Also, with it out of government hands people wont be able to fill their pockets from the profit ARMO made, i bet it really made a lot more than 13 mil. It's absurd that profit rose 5times in 2 years, who ever was the director of ARMO up until 2004 is one rich dirtbag. Corruption/Lack of investment is the problem, that is why they have to get rid of all state owned enterprise, next stop KESH.

The refinary in Ballsh is relativly small by contemporary standarts...not to mention obsolete by now. Its capacity is only about 20,000 barrels a day (max capacity based on AMBO saying 1 million tons a year)...and the one in Fier has a capacity of only 10,000 barrels a day. These are only max values...I doubt they ever reach that high.

Relativly speaking these are very small refinaries. And the majority of their product isn't refined oil but other byproducts like bitum.

So a price of 128 million Euros...PLUS 240 million Euros investiment...is an exceptionally HIGH bid. Its very high in fact. The price isn't only for the refinaries howerver...its for 85% of AMBO's holdings...which I assume inlcude other assets as well.

Does AMBO own the oil wells?? Some of them are privatised as far as I know?

Either way...I think this seems a very good deal...especially the investment. Without the investment the whole operation would have been imposible to maintain. Half the stuff barely worked probably by now.

Forgetting about corruption or this or that for a moment...on paper so far it seems good. But we need more details to see where and how the investments will be done.
