Kamboja-Thailand Kerja sama Perangi Kejahatan Perbatasan

REPUBLIKA.CO.ID, PHNOM PENH--Setelah pertikaian mengenai perbatasan di Kuil Preah Vihear, hubungan Kamboja dan Thailand kembali lentur.

Dua negara, Jumat (17/5), sepakat akan meningkatkan kerja sama guna memerangi semua bentuk kegiatan tidak sah lintas perbatasan, satu pernyataan bersama.

Kesepakatan tersebut dikeluarkan oleh Menteri Pertahanan Kamboja Tea Banh dan timpalannya dari Thailand Jen. Sukumpol Suwanatat di Komite Ke-9 Perbatasan Umum, yang diselenggarakan di Provinsi Rayong, Thailand, Jumat (17/5).

"Kedua pihak sepakat untuk memperkuat kerja sama untuk mencegah dan menindas kegiatan tidak sah di sepanjang perbatasan seperti penyelundupan narkotika, pembalakan liar, dan penyeberang perbatasan secara gelap," kata pernyataan bersama yang dikeluarkan oleh Kementerian Pertahanan Kamboja.

"Kedua menteri juga sepakat untuk meningkatkan keamanan maritim."

Mereka juga sepakat untuk bekerjasam guna meningkatkan kehidupan rakyat yang tinggal di sepanjang perbatasan melalui pengembangan pariwisata, pendidikan dan kesehatan masyarakat, katanya. :cheers:

Selain itu, kedua pihak memulai Kelompok Kerja Bersama kedua negara bagi pembahasan yang berhasil ke arah pembersihan ranjau darat di Zona Demiliterisasi Sementara (PDZ), yang ditetapkan Pengadilan Dunia, di sekitar Kuil Preah Vihear di Kamboja, Jumat.

"Terlebih lagi, kedua menteri berikrar hanya akan menyiarkan informasi yang tepat dan positif mengenai masalah perbatasan guna memperkuat saling penghormatan dan kepercayaan timbal-balik.

He said the Paranial Air Station, like five other radar stations located in Luzon that are to be reactivated, was established by the United States after World War II and was set up formally through the Cold War years, during the years of the American bases here. Gaite revealed the Paranial Air Station in Jose Panganiban, Camarines Norte has a radar-capability range beyond the 200 nautical miles and all the six radar stations would cover the whole of Luzon. He said the government will later put up radar stations in Visayas and Mindanao once the six radar stations in Luzon have been reactivated. Gaite said the government will complement the radar monitoring of PH airspace with the acquisition from the United States of 24 units of F16 jet fighters and procurement of 16 brand new units of T50 jet fighters from South Korea. :cheers:

He said the government will procure first T50s jet fighters that he said will serve as lead trainer or jet fighters where dedicated pilots and crews are trained the basics in handling aircraft for air fights. Gaite said after the basic training from T50 jet fighters the PAF pilots will be ready to handle F16 jet fighters which assumes multi-role in airspace defense at any weather condition.

He said PH is going to form two squadrons of F16 jet fighters comprising 24 units which first batch of six are expected to be acquired by 2014 to 2015.

Growth spurs Asia's Military Modernization

Unprecedented economic growth in Asia has spurred military modernization in most of the region’s countries where they are competing to boost their army, navy and air force capabilities, but it has not yet reached an alarming level, an analyst said.

China’s military spending increased by 175 percent in real terms during the period 2003 to 2012. Spending also increased in Indonesia, Vietnam, India and the Philippines.

Analyst discounted the development as evidence of an arms race. “It is premature to call it an arms race. There is competition among Asian countries to boost their military power,” Christian Le Meire, a senior fellow at the London-based think tank the International Institute for Strategic Studies (IISS), said during a book launching in Singapore on Friday.

However, he underlined that as the struggle for hegemony between the US and China intersects with the overlapping aspirations of emerging, smaller nations “the risk of escalation to regional conflict is real.”

The story of which industry team will capture the lion's share of the business to upgrade the Lockheed Martin F-16 has taken a new turn, with a decision by Singapore potentially now a 'game winner', while rumours continue to circulate about the US Air Force's (USAF's) future plans for modernising its own F-16 fleet.

The USAF's Combat Avionics Programmed Extension Suite (CAPES) programme was originally intended to involve 300 US F-16 aircraft, all of which would be upgraded with Northrop Grumman's Scalable Agile Beam Radar (SABR) and a set of other onboard systems integrated by Lockheed Martin, the aircraft's original manufacturer.

Both the SABR and its competitor, the Raytheon Advanced Combat Radar (RACR), are active electronically scanned array (AESA) radars designed to replace the F-16's existing Northrop Grumman AN/APG-68 mechanically steered array (MSA) radar set. For its proposed upgrade Raytheon is paired with BAE Systems, which performs the role of integrator and supplier for a new set of cockpit displays, an electronic warfare suite, and a main mission computer.

Taiwan (the Republic of China - ROC) had elected to join the USAF in a joint effort focused on the SABR radar, with Lockheed Martin as the programme integrator, and would have 146 of its aircraft upgraded with this package. The island nation is one of the three near-term export customers for an F-16 modernisation, along with South Korea, with 130 F-16s to be modernised, and Singapore, which is looking to modernise between 60 and 70 of the type.

Taiwan elected to go with the same upgrade configuration as the USAF on the basis that the programme's non-recurring engineering (NRE) costs would be amortised over a total of 446 aircraft. However, there have been rumours for months now that on 4 March the USAF could zero out budgeting for the CAPES upgrade in its 2015 budget plan in an effort to maintain current funding levels for the F-35 Joint Strike Fighter (JSF).

Contracts Confirmed for Malaysia SGPV/LCS radar, Sonar Fits


Thales has firmed up contracts for the supply of three-dimensional (3-D) surveillance radars and low-frequency active/passive towed array sonars for Malaysia's Second Generation Patrol Vessel/Littoral Combat Ship (SGPV/LCS) programme.

In an 18 February announcement, the company said it had signed a letter of award with Contraves Advanced Devices Sdn Bhd (a joint venture between Boustead Heavy Industries and Rheinmetall Air Defence AG) for six SMART-S Mk 2 E/F-band multibeam surveillance radar systems and six CAPTAS-2 variable-depth sonar systems for the SGPV programme. No contract value was disclosed.

Six SGPV/LCS vessels are on order from Boustead Naval Shipyard Sdn Bhd under a RM9 billion (USD2.73 billion) contract awarded in late 2011, with the first vessel expected to be delivered to the Royal Malaysian Navy (RMN) in 2018.
