Does anyone know what is happening in the construction / mess in this photo of East Kowloon? Does it look like a quarry?

You mean the mountain? if that is what you mean then that is the Jordan Valley development.

Yes, the mountain. It looks like it has been carved out for something. My guess is it's a property development rather than a mine or quarry.

What is the Jordan Valley development?

I'm pretty sure that quarry is where all the rock for the HK Island reclamation around 2 IFC came from. There was a show on tv last week - extreme engineering about building the new airport - that showed barges carrying sand and rock away from that area.
