The cost should not be a determining factor for covering the gutters. Open gutters are dangerous to the people and to the environment. Malaria is the number one killer in Africa, mostly in tropical Africa, way ahead of Aids or any other lethal disease. Due to stagnant waters, open gutters are the ideal breeding ground for mosquitoes that are the main malaria vector. Road construction is meant to improve people’s wellbeing, not to cause their decimation. Is that so difficult to understand? What kind of pigheads are governing the country?
