From the Pic and map I came up with the following estimates:

Land area 20,000m2
Built up area over 3 floors: 60,000m2

أعلنت أمانة بغداد عن تحقيق نسبة انجاز (50%) من اعمال مشروع مول الأميرات في منطقة المنصور الذي ينفذ عن طريق الإستثمار بإشرافها بكلفة (12) مليار دينار.
وذكر بيان لدائرة العلاقات والإعلام في أمانة بغداد أن ” إحدى الشركات المتخصصة تقوم بتنفيذ إعمال هذا المول التجاري باشراف دائرة المهندس المقيم التابعة لأمانة بغداد وبسقف زمني مدته (36) شهراً ” .
وأضاف أن ” المساحة الكلية للمشروع تبلغ (15) ألف متر مربع ويتألف من ثلاث طبقات ويضم محالاً تجارية ومراكز تسويقية ومسرحاً ومطاعم ومركزاً ترفيهياً وحدائق وساحة لوقوف السيارات “, ونوه البيان الى ان ” هذا المول سيكون احد المراكز التجارية الكبيرة والمهمة في العاصمة بغداد” .
وأشار الى ” ان هذه المولات تعد جزءاً من سلسلة مشاريع نجحت امانة بغداد في توقيع عقودها مع عدد كبير من الشركات من خلال تفعيل قانون الاستثمار ودعم المستثمرين وخلق شراكة حقيقية مع القطاع الخاص ” .
يذكر أن أمانة بغداد قد أعلنت في اوقات سابقة عن ثلاث حزم من مشاريع الإستثمار تتضمن إنشاء مجمعات سكنية ومولات تجارية واماكن ترفيهية وفنادق خمسة نجوم وعمارات لوقوف السيارات وغيرها من المشاريع التي تحتاجها العاصمة بغداد .

That's about 10 million usd...not a lot, the mall seems big for the cost though.

Either the mall is much smaller than my first estimate (based on plot size of 20,000m2), or that number has a missing 0 at the end.

for $10m you can build a 8-9,000m2 mall in Baghdad...

but looking at the image I can see that with a spacing of about 6m between columns (plus column width) the mall is about 120m long and 100m wide over 3 floors: 36,000m2 built up area at a minimum. $10M is too low for that...

There should be at least 7-8.

its a private sector development. they dont steal from themselves (maybe inflate the costs to reduce future taxes as they "depreciate" assets).

Private investment in general is good because the owners will always want maximum profit for minimum spending.
