Some facts about high-rises in Siberia...
Currently the tallest buildings in Siberia are located in Novosibirsk - Hotel Novosibirsk with 23-25 fl and 19fl residential building. There is uncompleted building in Krasnoyarsk with more than 20 fl also. Barnaul has many 15-16 fl buildings, but Anastasia is the first real skyscraper in my city!

The biggest city in Siberia is Novosibirsk with the population around 1,500,000.
Barnaul has 700,000 inhabitants. And Siberia isn't an isolated place though! ;)
Do you mean the northern territories? Barnaul is located in the southwest of Siberia. There are many large cities like Novosibirsk, Omsk, Barnaul, Tomsk, Krasnoyarsk etc.
