That makes it clear that there was no competition between locations. The BBC has clearly gone where it was directed.
The former doesn't imply the latter, unless you're paranoid.

It says that the BBC needed to go north for various reasons, it looked at its criteria (which primarilly seemed to be existing staff working in TV) and went "well Manchester looks alright" and that was that.

A competition wasn't even needed.

Good! We do too much faffing around in this country as it is. Its nice to see some decisive action for a change, instead of enquiry after consultation after report after risk assessment after lets-guess-how-many-pensioners-will-complain...

and if it wasnt gonna be manchester, it would have probably been leeds instead.

birmingham wouldnt have been up for consideration - 1 of the main reasons being it is not The North.

To any unbiased objective person, manchester would have been the logical choice for a second HQ for the bbc in england, whether we like that or not.

This is not news - the entire Out of London report was released over two years ago, on this site, due to a FoI request. It confirmed that there was no competition and no strong case was ever made for Manchester. It was a shoddy report to justify a prior decision. A government decision.
