The tall building on the far left, Jingguang Centre, is 208m.
And, no doubt, CCTV IS 234m.

I know the connection is still commencing, but would it be safe to say CCTV is topped out? If you look at the sides it doesn't look like its going to rise higher.

The answer is no, topped out means the entire sealed roof area, down to the last building structural element, (exceptions, glass retaining or mullion systems projecting above sealed roofline, and spires or antenna complex(s)

However, these exceptions are usually secondery structures, and not the primary structure, therefore when the primary structure is complete, (IE sealed roof) it is considered topped out....
