15 killed, 48 hurt as bus slams into fence in Cebu
07/04/2010 | 10:16 AM

At least 15 people died when the driver of the bus they were riding on was forced to ram it against a concrete fence near a school in Toledo City Saturday afternoon, the third bus accident in Cebu in less than a month. Forty-eight others were injured in the latest accident.

Radio dzBB reported Sunday the incident occurred near the Uncrona chapel and the Don Andres Soriano National High School, as parishioners were preparing for a fiesta.

Bus driver Diosdado Requizo, 48, said the brakes failed forcing him slam it against the wall as the bus was as careening downhill at 5:45 p.m. Saturday. The impact wrecked the front and right side of the V&JA bus (GVG-145).

He is now detained at the Toledo City Police Station and may face charges of reckless imprudence resulting to multiple homicides.

Witnesses reported seeing the bus speeding shortly before the crash, prompting the police to verify claims that the bus was over-speeding when the accident happened. Initial investigation also showed there were some 70 passengers on the bus that could seat only 50.

Saturday's accident was less than two kilometers away from where a trailer truck crashed and killed four people on the eve of another fiesta on June 21.

On June 13, a tourist bus carrying mostly Iranian medical students and doctors fell into a ravine in Balamban, Cebu, killing at least 21 people, 20 of the Iranians. —Jerrie Abella/VS, GMANews.TV

Bus mishaps show need for Cebu MRT
By Paolo Romero (The Philippine Star) Updated July 12, 2010 12:00 AM

MANILA, Philippines - Recent bus crashes that killed 36 people and injured 48 others highlighted the urgency of having a safe and modern overhead mass rail transit (MRT) system in Cebu, Cebu Rep. Eduardo Gullas said yesterday.

“The tragedies have put into question the viability of the Bus Rapid Transport (BRT) scheme being pushed by a number of local officials in lieu of the proposed Metro Cebu MRT system,” Gullas said in a statement.

“Offhand, the more buses we have on our roads, the greater the hazard to both commuters and pedestrians,” he said.

Gullas underscored the need for an elevated train for Cebu, which as of the 2007 census, already had 3.85 million dwellers, making it the country’s most heavily populated province.

“National and regional urban development planners can no longer ignore Metro Cebu’s need for an MRT system,” he said.

Compared to the BRT scheme, Gullas said, “An overhead train not only moves a far greater number of people faster over long distances, it is also definitely much safer for both commuters and pedestrians.”

“Depending on the MRT system’s number of trains, we can conveniently and securely move anywhere from 250,000 to 500,000 people every day across Metro Cebu, without congesting our roads and endangering pedestrians,” he said.

In comparison, one can just imagine the staggering number of buses required to move 250,000 to 500,000 people roundtrip through Metro Cebu every day, considering each carries only 60 passengers, he said.

“Actually, children are the ones most exposed and threatened by the BRT system. Many of our children walk to school and back home every day. They are extremely vulnerable to high-speed buses,” Gullas said.

He said the MRT system would not only lessen the need for buses and smaller public utility vehicles, but also the use of private cars.

“In Metro Manila, more people are taking the train. They are leaving their cars at home or in public parking spaces around terminals. Because they know they can reach their destinations on time without the hassle of navigating jam-packed roads,” Gullas said.

Gullas expressed hopes that President Aquino’s economic and transport planners would be more aggressive in fulfilling the MRT system for Central Visayas’ fastest-growing metropolis.

He said the system has become absolutely necessary to enable Cebu to keep pace with rapid population growth and economic expansion.

Gullas is the author of a bill seeking to require the Department of Transportation and Communication to prepare and execute a plan to establish and operate Metro Cebu’s first MRT system that would run from Carcar City in the south to Danao City in the north.

In Toledo City, 56 kilometers south of Cebu City, 15 people were killed and 48 others were injured last July 4 when a passenger bus rammed into a concrete fence.

In the municipality of Balamban, 50 kilometers west of Cebu City, a tourist bus fell into a ravine on June 6, killing 20 Iranians and the vehicle’s Filipino driver-owner.

New MMDA boss accuses bus companies of payola

New MMDA boss accuses bus companies of payola
By Miko Morelos
Philippine Daily Inquirer
First Posted 18:56:00 07/29/2010

MANILA, Philippines—Three days into job, the head of the Metro Manila Development Authority, Francis Tolentino, accused three bus companies of paying off its enforcers on a monthly basis.

Speaking in a radio/television interview, Tolentino also identified a number of transport cooperatives operating in Fairview, Quezon City that also provides monthly payola to MMDA personnel.

From what he knew, MMDA spokesperson Yves Gonzalez told the Inquirer in a telephone interview afterwards, Tolentino based his accusations on a “report.” Gonzalez said, however, that he had not read the report himself and did not know who prepared it.

“The chair won’t make any kind of statement if he has no solid information,” Gonzalez told the Inquirer.

In a television interview early Thursday, Tolentino said he discovered the alleged payola recently and identified the bus companies that allegedly made the payoffs as Baliwag Transit, St. Rose and Five Star Transit. The first two companies allegedly paid MMDA personnel P20, 000 monthly, while the third paid out P30, 000 every month, Tolentino said.

Aside from the bus companies, at least five transport groups converging at a terminal in Fairview also shell out P5, 000 every month per organization for MMDA personnel. Drivers of various public transport vehicles at the Novaliches Central Terminal, which was constructed by MMDA, allegedly pay P5, 000 weekly, Tolentino said.

He did not say what his basis was for making the accusation.

A lawyer, Tolentino challenged the people he alluded to to show up at his office and refute his claims. Just the same, he said he has ordered an investigation into the matter to determine the extent of the alleged payola, apparently intended for the traffic enforcers to look the other way instead of apprehending traffic rule violators.
Yun St. Rose Transit talagang nagbibigay daw sila para makabiyahe, kwento sa akin ng isang bus driver nila.

I heard that there are plans to open a Sampaloc-Baguio and Sampaloc-Abra lines. As to the Tugue-Baguio line it's not really sure of they are going to revive the route which they always had since the 1990's but stopped its operation due to low passanger volume.
