The Cebu–Cordova Link Expressway (CCLEX), also known as the Cebu–Cordova Bridge is a toll bridge expressway under-construction in Metro Cebu, Philippines which will link Cebu City and Cordova.

Design

The bridge, which will span 8 kilometers (5.0 mi), will be designed by Dissing+Weitling Architecture, while the engineering works will be done by local firms DCCD Engineering Corp and COWI. Connecting Cebu City and Cordova, the 27-meter-wide (89 ft) bridge is meant to serve an alternate route serving the Mactan Cebu International Airport, serving at least 40,000 vehicles daily. The 400-meter-long (1,300 ft) main span of the CCLEX will be cable-stayed and will be supported by 145-meter-high (476 ft) twin tower pylons. The design of the pylons was inspired from the historic Magellans's Cross The main span will have a 60 meters (200 ft) navigation clearance, which allow ships to traverse the bridge. Viaduct approach bridges and a causeway will also form part of the CCLEX, as well as toll road facilities on an artificial island. The toll facilities' design are inspired from the eight-rayed sun of the Philippine Flag.

why is the toll plaza out in the middle of the water instead of on one side?
maybe no space or to avoid traffic jams by the toll booths

There is not enough viable space for a toll plaza on both ends of the expressway. Hence, they decided to make one on reclaimed land.

The project will officially start on July 1,2018.
Ongoing work at Jetty no. 1 as of today june 29, 2018. CCLEX will be using 2 jetties
as their base of operations for construction works. The other jetty is near the bridge
between cebu city and Talisay.

To avoid a bottleneck between the two sides. It also costs more to purchase the land, plus you have to remove existing structures, and deal with a cramped working area. It's more convenient and cost effective to just do it in the open reclaimed land.
