Leeds City Region stands united in campaign to attract Channel 4 relocation

On Tuesday (17th October), Leeds City Region is launching a new campaign called #4Sparks to attract the relocation of Channel Four to the region.

The next generation of young content makers have come together to give their support to the campaign and express how by heading to Yorkshire, Channel Four could ‘spark a revolution’ in the creative and screen industries. All the Local Authorities, cities and towns of Leeds City Region have backed the campaign, along with Screen Yorkshire.

The growth of Yorkshire and the Humber’s film and TV industries has outstripped that of every other part of the UK, including London.
The latest figures show that between 2009-2015, Yorkshire’s Film and TV Industries generated an annual turnover of £424m across 590 creative businesses (an increase of 247% against the UK average of 118%).

Figures are based on data from ONS, taken from research commissioned by Screen Yorkshire as part of the BFI-supported Creative Clusters programme.
Roger Marsh OBE, chair of the Leeds City Region Enterprise Partnership (LEP), said: “There’s a real momentum here and I’m delighted the young creatives of the region have come together to champion the #4Sparks campaign, demonstrating that we offer a distinctive voice for Channel 4.

“We all know that the region is on the cusp of a real transformation and Channel Four are the spark, the opportunity that could lead that revolution.
“We’re fully committed to standing shoulder to shoulder with Channel Four to offer a full package of support to de-risk the process of relocation. We offer a unique location, creative talent, diversity of voices and critical mass of digital platform developers to support commercial success.”

Maariah Hussain, Bradford-based actor in Channel Four’s school-drama Ackley Bridge, filmed in Halifax and part-financed by Screen Yorkshire, added: “It’s great to be part of #4Sparks because I’m really excited about the potential for Channel Four moving here.
“I’m proud to be part of a group of young, creative people from Bradford, York, Huddersfield and Leeds coming together to show how inspirational a Channel Four presence would be.
“My experience of playing Alya in Ackley Bridge at such an early stage in my career has been fantastic. I hope #4Sparks shows Channel Four how much difference and opportunity they could make, and what a warm Yorkshire welcome they’d receive.”

Mohsin Ahmad, editor at Leeds-based True North - the largest factual independent TV production company in the North of England - added: “I work on programmes that are made in Yorkshire that are shown around the world.

“Through its Growth Fund, Channel Four helped make that happen through its support of True North. It shows what’s possible when Channel Four engages with our part of the world.”
David Eccles, founding partner of Leeds-based Numiko, Channel Four digital partner for many projects such as The Undatables, Stand Up to Cancer, Fresh Meat, Bear Grylls’ The Island and the Paralympics, commented: “With the unstoppable rise of on-demand, internet based content providers such as Netflix and Amazon vying for viewers’ attention, Channel Four needs to be able to plug into a local ecosystem of digital talent which will guarantee their success for the next 35 years. I strongly believe that Leeds can provide this.”

Miles Watts, award-winning film director, screenwriter and co-founder of York-based creative agency One&Other Creative and managing partner of York Film Office, concluded: “There’s lots of promising sparks - lots of makers and do-ers who have a real self-starting, can-do attitude, supported by a really supportive, collaborative culture.
“It’s just so much more beautiful and accessible here and everyone wants to help you. We don’t tend to think ‘how can I get the biggest slice of the pie’, we think ‘how can we make the pie bigger’.

This should be linked up with the European Capital of Culture bid. If the momentum is shared, I expect Channel 4 will be more likely to look at Leeds as its natural new home; notable cultural weight is exactly the sort of thing they look for in their broadcast and operating structure.

I think Leeds or Birmingham have the best chance of luring Channel 4 away from London.




There is talk in Birmingham that Channel 4 are being 'enticed' to the proposed Axis Square development, above, which is close to Arena Central, The Mailbox & New Street Station.

The development comprises of a number of buildings, the tallest being over 100 metres tall.

It won't end up in Manchester. I'm not so sure about Birmingham's prospects, there's been so much talk of it down here, including on our local BBC & ITV news channels, that I think Channel 4 won't want to be 'bullied' in to relocating to a particular city because they have been told to, and think Leeds is the obvious choice. Plenty going on in Leeds, with a great cultural and shopping offering.

I think we stand a good chance really given the look at that campaign. It would be good if we had a proposed office like that we could offer them. I really wish Leeds would leverage its place in the history of film more. Being the location the first moving images were captured would be a good thing to capitalise on.

I have a feeling a site or building will be announced for Leeds....would have thought Leeds Dock could be a possibility with Sky there

More recent news on this saga indicates that the Culture Secretary has accepted that Channel 4 will need to maintain a significant presence in London. So don’t expect a lock, stock and barrel relocation to the provinces.

Furthermore, DCMS has also acknowledged there needs to be negotiation with Channel 4 about which of its functions move out of London. So, whichever city wins the prize will have plenty of time to develop and build new premises for the broadcaster.

I highly doubt it will go to Manchester. Isn't Hull bidding for it too?

Channel 4 currently buys all its programming from independent production agencies, such as True North. They'll be looking for hotspots with lots of production activity, good transport (as with all their commissions compared to other broadcasters, they'll need somewhere accessible for many meetings) and somewhere with a strong talent pool.

Leeds ticks all those boxes, as does Birmingham. Leeds does have a slight advantage, if marketed properly, in being further away from London and equidistant between London and Edinburgh.

I think it's a bit bold to say that Manchester / Salford is out of the running. It can probably put together a strong case.

Having said that, Leeds is a very attractive proposal and I hope C4 and the government pay

They may get away with Manchester, but if they went to Salford where BBC and ITV are represented, there would be inevitable questions about whether they are meeting their charter.

Could Channel 4 move to the former ITV Granada studios site in Manchester? Still Channel 4 might not even move although there is certainly a lot of competition in terms of where they could go (could Newcastle and Bristol be possibilities) although it would be nice to see them in Leeds considering Leeds was of course home to Countdown, the first program broadcast on Channel 4.

I would however expect Birmingham to be favourite considering the perceived lack of television based in the city since ITV Central closed their Broad Street studios in 1997 and the BBC closed their Pebble Mill studios in 2004 as well as Birmingham being in a prime position in particular if the first phase of HS2 gets built.

I think the government have backed down on a full scale relocation of Channel 4 out of London. If any part of the organisation does move it will go to Birmingham. The Tories have to offer the Brummies something for voting a Tory mayor.

Granada Studios is off limits for C4 - its being redeveloped into a hotel as part of the St Johns development. Which also has an amazing tower taller than Beetham, not that i'm jealous at all.
