Well actually its for the coastal provinces that have had a really strong development allready, not only shanghai and Beijing. Chongqing is in the much less developed interior of China so it shouldnt be affected by thoose policies, i guess..

It's not like this.

Chongqing is actually one of the biggest real estate boom towns in China,possibly only ahead by Shanghai,Beijing,Shenzhen and Guangzhou[Chongqing beats Guangzhou in a ranking].The intensity of govtal control depends on how much speculation accounts for,not on the level of development.

Chongqing is not controled strictly is because investment or speculative purchasings account for about 20% of the portfolio in Chongqing,at the same time,it might be 40% in Shanghai for example,and the price in Shanghai grows too rapidly.
