When was Ciurel Radio Tower built and who designed it? Latter question is of special interest as its lattice structure is not similiar to radio towers in Romania, former Soviet Union and other Eastern European countries, but to radio towers in UK and Belgium!

I don't know who designed it, but people in any domain of activity in Romania preferred western sources to Soviet ones, due both to quality and originality, and an inherent hate of the Soviet Union (sometimes only the latter). The railways preferred Swiss and Swedish models, the auto industry preferred Renault to the Fiats chosen by others in the East Block, engineers preferred documentation visits and experience exchanges with West Germany, Italy, France, the USA, even Iran when the US and British backed Shah was still in power, so I find it as no surprise that the TV-tower has a west block design.

Let's not forget our nuclear power plant, made by Canadians, not Russians.

We would have exited the Warsaw Pact and joined Yugoslavia in a neutral nations block had it not been for our border with the Soviet Union and unofficial interests regarding the, back then, Moldovan SSR.

When was Ciurel Radio Tower built and who designed it?
Don't know about the year, but the designer is Telerom Proiect SA. Quoting their website:
