“Maven has spoken with freehold owner Global Mutual about the bridge, who confirmed the bridge is currently not an option for removal, even though previously this had been reviewed.
There are flats above the Victoria Centre; most are rented and managed by Nottingham City Homes, but approximately 30 flats are privately owned and have prescriptive rights in their leaseholds enabling access over the bridge. The long leaseholders of all 30 units would need to be in agreement to remove it.
Administrative costs and process will be a key stumbling block, and proved to be so in a previous attempt by the freeholder. The general cost of the bridge removal is also prohibitive. The bridge is retained in the current building design.”

As a result, you get this unobjectionable building ruined by the ridiculous unsightly bridge.

How would they even work around the bridge during renovation works? How would a developer traditionally get around this, work with the council for a CPO?

CPO's as far as I'm aware, cannot be used for such projects where the beneficiary would be a private enterprise.
