note: This project was proposed and hit local news headlines around 2014. Then it got delayed with land acquasition and clearing issues and then when Government changed in 2015. Since then there's no visible progress on this proposed mega project on the ground. However Tata Housing from India has continued work on building around 3 towers around 20 floors each, for the displaced people who lived in the large land area that was cleared for this Tata project. Work on the displaced people towers also has been very low progress...

Above image shows Colombo 2 area known as Slave Island. Red and Blue marked area shows where this project is proposed.

There used to be small houses and many small businessese in both blue and red highlighted areas. Tata is building the current 20+ floor towers of housing project for the displaced people in red area. The blue area is probably where Tata plans to put up this massive mixed used luxury project...

In above photo, Tata project land is bare behind this long waterfront Cinnamon Life construction site. The small construction site on the right of photo with blue mesh are the displaced peoples housing scheme 20+ floor towers.

Tata’s unusual deal with UDA; free 8-acre land with trade-offs

This is a model of the Tata housing project for displaced people being built on the same property.

The Indian company will get the land with no lease payment and in exchange has agreed to bear the full cost of building a fully-fledged housing complex on a 3-acre block of land (in the same property) for displaced residents, he told the Business Times separately.
The land value in the area ranges from Rs. 7 million to Rs. 9 million per perch with the average value being around Rs. 8 million, an official of the Valuation Department who wished to remain anonymous, told the Business Times.

Accordingly the total value of 8 acres is in the region of Rs. 10.3 billion and the minimum value of the 99-year land lease would be around Rs. 5 billion, he added. According to the agreement, the housing complex will house 582 families and 100 shop owners who were displaced by the project. This first stage of the innovative project is to be completed within two years.

The total cost for providing alternate housing/commercial units including rental payments for temporary accommodation of the families is estimated to be about Rs. 5,874 million, a senior official said, adding that the cost of building the housing complex for residents has not been estimated as yet.

The total cost of building the housing complex and for providing the house rental of displaced residents for 30 months in other locations till the completion of the housing complex will be borne by the Indian company, Mr. Perera disclosed.

This was the construction progress of the three 21 floor housing blocks for the displaced as at Dec 2017.

Status on end of January 2018. The blue netting construction site is the Tata Housing condos for the displaced people.

Looks like this project might start soon...

E-brochure is very details with description of facilities and illustrations. but no mention of height or floor counts.

The plan now is to demolish above buildings. Then build the Tata towers with a podium covering the whole square.

Why can't they preserve the facade of these old buildings and integrate it into the bottom 4/5 floor podium of Tata Colombo Square?
