hi, can anyone tell me what they are for,

two blocks of tall flats near to me have multicoloured everchanging flood lights pointing at phone masts or lift shaft structures.

what is the purpose of them, they change, yellow,red,blue,orange,green.
i cant seem to find anywhere what the point of them is.
the one near civic centre in wythenshawe is very bright indeed.

Someone should pop down there and take picutres of the blade-runner esque car park there. It really is out of this world.

ok, just wondered, one in particular is really bright, i can see it at night theu my shower room frosted window, its about 800 metres away
