I wonder if this dates to the colonial period. I am tempted to say that it was inspired by French 1930s "monumentalism", for lack of a better term (as opposed to the "modern" Le Corbusier type). The arches in particular really suggest to my untrained eye something monumentalist, but I could be wrong.
