This planning proposal is to be discussed at the next council meeting..
I got the info from council business papers on website.

5-7 Charles st AND 116 Macquarie st

To be known as Charles Street Parramatta

The council support rezoning the land from commercial to mixed use.

Instead of a design competition the proponent wants to bypass a design competition and have nominated Stanisic Architects to do the design.

This is possible apparently if agreed by the council and DPI.

Instead of a competition a Design Integrity Panel (DIP) would be used to review the design.


The plannning proposal wants to achieve max height of 120m

approx 260-290 apartments.

There is another planning proposal for this going before the council meeting next week.

increase the maximum height from 120m to 136m. about 42 levels

3,000sqm commercial floor space
and 30,000sqm residential floor space (280-310 dwellings).

DA lodged for demolition - see if I can find more info on the internet on the planning proposal for this site.:)

So the project has started moving:)

Last info we had was for an increase in height from 120m to 136m
The demolition DA says the current height limit is 120m

The tenant moved out a couple of months ago. Appears vacant at the moment.
Winner was announced late last year - could see a DA lodged anytime..

Stanisic Architects is pleased to be announced as the winners of the Charles Street Design Competition.

This mixed use project is a 48 storey tower with 12 storey street wall at the corner of Charles and Macquarie Streets, Parramatta.

It comprises retail, health services, child care centre and 381 residential apartments.

The building adopts a ‘hybrid form’ of tower, street walls and horizontal slots to interface with the ground, the street, the city, the river, the sun and the sky.

It will be severe but classy.

Charles Street Competition

The building is a unique tower which reflects its city centre, river and street setting. It is a ‘building-in-the-round’ which is designed to be viewed from all directions. It will be an urban marker and the most prominent building on the eastern edge of the city centre, complementing the tall towers on the city’s western edge and along the riverfront. The mass and bulk of the building is softened by sky terraces while maintaining the vertical emphasis of the tower form to produce a distinctive urban habitat for the city. The building adopts a ‘hybrid form’ of tower with street wall to interface the ground, the street, the city, the sun and the sky. It incorporates unique environmental initiatives of harvesting sunlight and natural air to reduce the carbon footprint of the building and increase the enjoyment of residents and visitors. The tower is designed to balance outlook, natural ventilation and sunlight while giving wind protection to external private spaces. It is a mixed-use building, predominant residential, with shops at street level, offices above and an ‘aerial’ child care centre, all with basement carparking.

The architecture of the tower responds primarily to three design concepts: the interface of the buildings with the open space at street level; the response to the wider urban and landscape setting and views; and built form articulation through surface treatment and controlled variation. The building adopts a ‘hybrid form’ of tower, street walls and horizontal slots to interface with the ground, the street, the city, the river, the sun and the sky. The siting of the tower is street edge and reinforces the existing and future public domain. It facilitates a through-site public way that connects Charles Street to the future access way on the adjoining Arthur Philip School site. A small forecourt is provided at the corner of Macquarie and Charles Street to resolve the facetted boundary condition and extend the pedestrian footways.

The tower is divided horizontally into five stacks of 9 storeys generally and four stacks on Charles Street to accommodate the street wall component with the insertion of two storey recessed sky terraces and bio-lounges at the base of each stack. The sky terraces act as green portals for collecting fresh air. The sky terraces and bio-lounges are positioned at the north-east and south-west corners of the tower to capture views to Parramatta River and historic city centre. All sky terraces and bio-lounges are for the use of all residents and visitors. The child care centre is located in the lower level of the tower and is apparent by the recessed horizontal slot for the open air play area on the Charles Street elevation.

Sky’s the limit for Parramatta



A new high rise has been approved in the heart of Parramatta to inject $291 million into the local economy, create 275 new homes and almost 300 jobs.

A new slimline 43-storey building will be one of the tallest in Parramatta with a mixture of apartments, offices and shops on the corner of Macquarie and Charles Streets

The project is expected to create up to 228 construction jobs and 65 ongoing jobs.

“This is an example of how we can create places where people can live, work and have good access to transport, public facilities and open space,” planning minister Rob Stokes said.

“It’s vital that, as our cities and suburbs get bigger, they get better as well.”

Parramatta MP Geoff Lee added:

“Everywhere you turn in Parramatta, you can see cranes in the sky that are building the new homes, offices and entertainment spaces for local residents and families.”

A Department of Planning and Infrastructure report released this week forecasts Sydney to reach a population of of 6.42 million in 20 years – 170,000 more than predicted two years ago.

Of those 170,000, 26,000 are expected to reside in Parramatta.

The proposal was made possible by planning rule changes allowing residential development on the site, where only commercial uses were permitted before.

Other planning rule changes also include increasing the maximum building height limit from 40 to 43 storeys, allowing the floor space of the building to be increased and a requirement that at least four storeys is used for offices or shops.

A development application will need to be submitted to council for assessment and then consideration by the Sydney West Joint Regional Planning Panel before any development can occur.

Absolutely, the first and last lines of the story seem to contradict one another:

First: "A new high rise has been approved in the heart of Parramatta"

Then at the end: "A development application will need to be submitted to council for assessment"

How can this be approved if they haven't even submitted a DA to Council yet??
maybe its like a planning proposal. the idea has been endorsed. so now they can submit an actual DA.
similar for 505G and 182G
I think they're just trying to create hype about Parra. It's still seen as a backwater by many over east (and north/south) so they're probably trying to lift the suburb's profile.

Damn 48 storeys in 136 metres, i thought Meriton tall tower was insane at 55 storeys in 177 metres.

I agree, I'm sure it will have to be taller than 136m at 48 storeys. Absolute minimum of 144m to enable 3m per floor (minimum residential floor to floor height under building code).

Either that or the number of storeys gets cut back to around 44 storeys, to stick within the 136m height.
