Highett Structure Plan Summary


Full document (60 pages, pdf)

They have provisions for up to 10 levels in a mixed-use high density pocket fronting Nepean Highway just north of Sir William Fry reserve, 'boulevardification' of Neapean Highway between Southland and Highett, limit on 3 levels in the Highett village near station, blanket 3 levels in 80% of existing areas, and up to three levels in non-residential Zone 3 areas, call for a Southland station, and potentially some landmark / key towers at Southland (one office tower appears to be approved, whether it's worth going to Kingston City council or not is another matter!)





They also talk about the CSIRO site potentially becoming an infill site later on if CSIRO decides to up and go. OVerall looks like a very solid plan to densify the area - they could pull it off if the Southland station was built too.

I was also reading at work in the local Kingston-Moorabbin journal (gazette? can't remember) that Moorabbin and Cheltenham scored money from the budget for structure plans just like these too. Cheltenham could do with mass development, lots of car parks that can be built on and the Fujitsu building is all by its lonesome - and Moorabbin's a no brainer. Could become quite an awesome, dense, 'urban' & long corridor come 2030 if all these plans are realised.

Sydenham Transit City (Several PDFs - The 'Vision' articles have them purty pictures.) By Brimbank Council.
The plans for the Watergardens precinct look spot on - from what I've seen so far, Brimbank doesn't seem at all frightened to develop a real Transit City out in the west. They also don't have any arrogant celebrities shouting at them about how all those tall building contraptions will one day will rebel against their creators and enslave humanity. :lol:

The Sydenham Transit City plan is a big dissapointment.

A similar suburban centre in a city like Toronto or Sydney you would be looking at 10 to 30 storey towers not 8 stories. Also the rail line would be underground, with development over the top, not slicing the activity centrte into two halves.

This is basically a greenfields site, so what is the reason for having a 24m height limit? With the relatively limited area of land surrounded by recent suburbia how are they supposed to accomodate enough dwellings to make any real difference with 2-4 storey buildings?

This is improved, traditional suburban development, not a transit city plan. Why do the Sydenham Transmitting Station site not include moving Keilor Plains Station or a new station??? The site has a rail line along the entire eastern border but 90% of the residents won't be within walking distance of a train station, how stupid is that?

I agree with you Grollo. Its very sad that the governemtn didn't take the opportunity to place the train line underground when it decided to extend electrification. There is no need for a height limit. Its a great centre that coudl accomodate office, retail and apartment living on a greenfield site.

This is the last suburb of Melbourne heading NW why would someone want to live 20 stories up in a flat dessolate area.....make Preston like Hurstville ( which may I add is only 14km from the Sydney CBD much like Preston/Reservior in the North) and allow the urban/transit cities on the fringe have their 8 story height limit...densify the inner/middle ring suburbs and allow the outer fringe centres...ie Epping, Sydenham to not over develop. These areas are flat and Epping for instance has industry right next to its designated transit centre. Paddocks are also desginated as grassland right near Epping so having 25 stories would be over bearing.

It would just look odd having a 25 story office/residential development in Sydneham within blocks of paddocks...because the urban boundary is less than 2km from Watergardens station.

One point I do agree on though is the electrified rail line, how stupid to not place it underground, and the fact that it cuts the transit city is half is very poor planning with little foresight.

The urban boundary won't be only 2km from Watergardens for very long if we don't signficantly increase densities in suburban centres, not just the inner/middle ring. There is already talk of extending the urban growth boundary to allow for suburban development all the way from Caroline Springs to Melton.

What is wrong with a skyscraper 2 kilometres from empty paddocks? If somebody wants to build a 15 level tower in Sydenham, why would you stop them? it would only be overbearing becuase the area at the moment is so flat and boring. Sydenham is closer to the city than Dandenong, Ringwood or Frankston and is in a great location will excellent rail and road links to the city.

Caroline Springs is on the Western highway and extends north to Hillside. Hillside is west of Sydnenham, less than 2km from Watergardens...if the urban growth boundary were to be extended it would be along the western highway moving west, not North West as Sydnenham is on the Calder FWY.. I dunno I just think there are better areas for higher towers. 8-10 levels seems appropriate for me...but then again that is just my opinion.

At the same time though I dont really know much about which areas are designated transit cities in the west...if Sydneham is one of only a few then higher densities should be sought.

BTW with these structural plans are the height limits set in concrete??

I don't think the government will allow heigh limits in structure plans. But I agree, why shouydln't there be highrise towers in Epping, Watergardens or Werribee?

I'm putting Footscray in with 10+ as from what I've read so far, the locals want a mass change - see Footscray link above (project was called "(re)Visioning Footscray").



What were you saying bout decking over rail lines grollo? heh :D

Heidelberg, very very very prescriptive and restricted - it's not hard to see why - all those houses on each side of the valley are probably worth that much due to the views over said valley
