01. Resettlement of Underserved Settlements in the City of Colombo - the Urban Development Authority (UDA) has planned to construct about 65,000 Housing Units for resettlement of shanty dwellers in underserved settlements in the city of Colombo. It is expected to construct multi-storied condominium apartments with all common amenities to resettle the families. The released lands will be utilized for the construction of such apartments and also for mixed development projects, tourism activities, maintenance of reservations and recreational activities in keeping with the City of Colombo Development Plan. The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to vest some of the state lands identified for the purpose with the UDA as free grants, was approved by the Cabinet.


02. Amendments to the Sri Lanka Land Reclamation and Development Corporation Act - the proposal made by H.E. the President. in his capacity as the Minister of Defence and Urban Development, to instruct the Legal Draftsman to draft legislation to amend certain Sections of the above Act, for the issuance of an interim order by a Court of Law for the immediate stoppage of unauthorized fillings or development activities, to obtain greater assistance from the Police in respect of persons carrying such activities and to arrest them with their equipment and vehicles and to produce such persons and equipment before Courts etc., was approved by the Cabinet.



03. Vesting of State Lands for Kandy City Development Project - the Urban Development Authority (UDA) has initiated work to renovate the Ehelepola Walluwwa in Kandy which was formally used as Bogambara Remand Prison, to be-developed as a Cultural Centre and an Urban Facility Centre. The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to vest the land in extent of 0.3866 ha. to the UDA as a free grant for the Kandy City Development Project, was approved by the Cabinet.



04. Construction of Sathipola Building at Horana - the Urban Development Authority (UDA) has prepared a Master Plan for the development of the Horana Town Centre and its surroundings and it comprises of the development of the Bus Stand, renovation of the Market, construction of the Sathipola etc. It is proposed to develop the Sathipola to comprise of 400 stalls and with parking and other facilities. The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to proceed with the relevant activities, was approved by the-Cabinet.


05. Transfer of the Ownership of UDA lands situated at St. Sebastian Village (Gunasinghepura) Colombo 12 to National Housing Development Authority (NHDA) on Free Grant Basis - the proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, for the Urban Development Authority (UDA) to allocate the land where the above Housing Scheme is located, to the National Housing Development Authority to enable it to issue deeds to the occupants of the Gunasinghepura Housing Scheme, was approved by the Cabinet.



06. Eheliyagoda Town Development - Eheliyagoda Town has been identified.as a priority town to be developed under the Small and Medium Town Development Programme. City beautification, development of a Public Fair and a Play Ground have been identified as projects to be implemented under this programme. The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development. to proceed with the relevant activities, was approved by the Cabinet.



07. Weeraketiya Town Development - Weeraketiya Town has been identified to be developed as a Model Town under the Small and Medium Town Development Programme and projects pertaining to the development of a Public Fair and a Play Ground are proposed to be implemented. The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to proceed with the related activities. was approved by the Cabinet.



08. A Plot of Land for the Colombo Plan Secretariat - The Colombo Plan was established in 1951 as an international mechanism to provide both capital and technical assistance for the economic and social advancement of the people of South and South East Asian with the participation of seven member countries which included India, Pakistan, New Zealand, Canada, Australia, United Kingdom and Sri Lanka. Currently the organization consists of 27 countries. It is the only international organization located in Sri Lanka. Colombo Plan annually provides around SO foreign training opportunities to the Government of Sri Lanka to develop knowledge and skills or the Public Sector and it envisages a gradual expansion to include new countries from Central Asia, Africa and Middle East, in the near future. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to provide a block of State Land in the Colombo area for the Colombo Plan Secretariat, was approved by the Cabinet.



09. Visit of H.E the President to the G77 Summit in Santa Cruz, and Official Visit to Bolivia - a delegation led by H.E. the President paid the State Visit to Bolivia for the 50th Anniversary Commemorative Summit of the G77 which is the largest inter-governmental organization of developing countries in the United Nations, consisting of 133 member countries. Addressing-the Summitt H.E. the President had stated that the G77's founding vision of unity, solidarity and development remains relevant and that it is in this context that Sri Lanka has been closely associated with the work of the group and is currently the Chair of its Vienna Chapter. His Excellency had also stated that many developing countries would have succeeded in emerging from poverty to a more acceptable level of development if the commitments made by developed countries to transfer 0.7% of their GNI to developing countries have been met. H.E. the President had also held bilateral discussions with the Presidents of Cuba, Uruguay, Equatorial Guinea and the Prime Minister of Gabon, The Legislative Assembly of Bolivia had conferred upon H.E. the President of Sri Lanka the 'Parliamentary Order to the Democratic Merit - Deputy Marcelo Quiroga Santa Cruz' which is the highest honour awarded by Bolivia and this had been first time it was ever awarded to a foreign Head of State, which was in recognition of H.E. the Presidents' commitment to the advancement of peace and democracy.



10. Establishment of the National Research Council as a Statutory Entity - the National Research Council (NRC) has been established in 2007 as a Special Agency and the main objective of establishing the NRC is to assist the Government to plan, coordinate and facilitate research in Science and Technology. The proposal made by Hon. Patali Champika Ranawaka, Minister of Technology and Research, to instruct the Legal Draftsman to draft legislation' for the' establishment of the NRC as a Statutory Entity,' was approved by the Cabinet.



11. Signing of the Memorandum of Understanding between the Ministry of Culture and the Arts of the Government of Sri Lanka and the Ministry of Culture of the Kingdom of Bahrain on Cooperation in the Field of Culture and Art - Cabinet granted covering approval for the already signed above Memorandum of Understanding between the two countries which was presented to the Cabinet by Hon. T.B. Ekanayake, Minister of Culture and the Arts.



12. National Disaster Management Plan - (2014-2018) - the proposal made by Hon. Mahinda Amaraweera, Minister of Disaster Management, to implement the Comprehensive Disaster Management Programme (2014-2018), in order to minimize, control and mitigate the disaster situations which may arise in the country was approved by the Cabinet.



13. Scarcity of Tables and Chairs in Schools in Remote Areas of the Country - the proposal made by Hon. Duminda Dissanayake, Minister of Education Services, for the provision of Rs.57S million under the Medium Term Budgetary Framework 2015-2017, to provide tables and chairs for students and teachers in schools in remote areas of the country where there is a shortage, was approved by the Cabinet.


14. Tender for the Supply of Surgical Gloves on Long Term Basis (Year 2014.2015) - the proposal made by Hon. Maithripala Slrisena, Minister of Health, to award the above tender, as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.



15. Tender for supply of Blood Glucose Testing Strips 10,059,962 and Lancets 10,059,962 Nos - the proposal made by Hon. Maithripala Sirisena, Minister of Health, to invite international competitive bids for the above tender, as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC) was approved by the Cabinet.



16. Implementation of Proposed Accelerated Development Programme for Providing Relief and Uplifting Livelihood .of Drought Affected People - 111,459 families in the Anuradhapura, Polonnaruwa, Hambantota, Puttalam, Mannar, Vavuniya, Moneragale and Ampara Districts and certain areas in Kandy and Matale Districts which have been affected by the prevailing drought situation in the country due to the shortage of drinking water and irrigation water for cultivation purposes. The following measures are to be taken in the drought affected Districts:


* to implement an accelerated programme to further increase the water storage -capaclty of reservoirs and tanks in the said Districts;
* to utilize 37 bowsers for distribution of drinking water to the affected families;
* to rehabilitate a selected number of 600 agro wells immediately; and
*a 'Cash for Work' project to be Implemented to rehabilitate and maintain small irrigation systems / Canals and Rural Roads with the participation of farmers of the affected families on payment of Rs.6,OOO/- per month.


The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to proceed with the relevant activities through the relevant District Secretaries and to provide a total estimated cost of Rs.1304.4 million for the purpose, was approved by the Cabinet.



17. State Visit by His Excellency President Mahinda Rajapaksa to the Republic of Maldives - a delegation led by H.E. the President paid a State Visit to the Republic of Maldives recently. At the meetings of the two leaders, it was agreed to re-orient the Sri Lanka - Maldives Joint Commission to bring within its framework, for review, all areas of bilateral cooperation, including Economic Cooperation, Tourism, Culture. Fisheries, Education, Health, Youth and Skills Development. Sports, Employment, Consular and Community Affairs, Cooperation in the Legal Fields, Air Services etc. Two Memoranda of Understanding were also signed during the visit. The above information was provided to the Cabinet by Hon. (Prof') G.L. Peiris, Minister of External Affairs.


18. Prevention of children in the age of having compulsory education, leaving schools due to failing the Subject of Mathematics at the G.C.E. (O/L) Examination - the proposal made by Hon. Bandula Gunawardena, Minister of Education, to provide further facilities in the following manner, for students in Schools who fail the subject of Mathematics at the G.C.E. (O/L) Examination with the view to retaining them in the School system, was approved by the Cabinet:


* to provide an opportunity for the students who have performed well at the G.C.E. (O/L) Examination but failed in Mathematics, to pass the said Subject within two (02) years;


* to permit such students to follow the Bio Systems Technology of the O.C.E. (A/L) Technological Subject Stream in addition to the O.C.E. (A/L) Art Subject Stream; and

Asia Pacific Forum on sustainable development in Thailand - A delegation led by Senior Minister for Scientific Affairs Prof. Tissa Vitarana attended the above meeting held in Thailand. The aim of the forum was to reach global agreement on a strong post - 2015 development agenda that builds on the foundation laid by the Millennium Development Goals. The forum had provided a platform for consultation at regional level among government, business and civil society representatives from over 32 member states and other relevant stakeholders representing UN Agencies.

MoU between Maldives and Sri Lanka on Health Sector Development - The proposals made by Health Minister Maithripala Sirisena to enter into the above Memorandum of Understanding for the following, were approved by the Cabinet.

* To assist the government of Maldives to enhance its human resource capacity in health and also for the procurement of pharmaceuticals and medical devices.

* To extend co-operation in the healthcare sector by implementing training programmes in Sri Lanka for Nurses and healthcare workers of Maldives.

Jana Sevana National Housing and Settlement Development Drive –

Commencement of housing scheme with local investors, Pallekele watta, Pallekele in Kundasale Divisional Secretary’s Division - The National Housing Development Authority has planned to commence housing projects in the lands belonging to the Authority, under the Jana Sevana National Housing and Settlement Development Drive with local private investors, with the aim of providing houses to the people who currently do not own houses. The Pallekelewatta Housing Scheme at Kundasale has been designed to be implemented accordingly. The proposal made by Construction, Engineering Services, Housing and Common Amenities Minister Wimal Weerawansa to proceed with the relevant activities was approved by the Cabinet.

Development of infrastructure facilities in Southern Province parallel to Deyata Kirula - The proposal made by Transport Services Minister R.M.C. Rathnayake to construct the following bus stands at a total cost of Rs. 85 m in the Galle, Matara and Hambantota Districts parallel to the Deyata Kirula Development Programme 2015 was approved by the Cabinet.

* Galle District - Habaraduwa bus stand.
* Matara District - Akuressa bus stand.
* Hambantota District - Lunugamvehera bus stand.
* Hambantota District - Walasmulla bus stand.

Establishment of new botanical garden and improvement of facilities at existing botanic gardens with view to developing Tourism Industry - It has been observed that there is a considerable increase in the number of foreign and local tourists visiting the botanical gardens in Sri Lanka and the revenue generated in 2013 had been Rs. 416.5 m. For the first five months of 2014 the income has been Rs. 219.8 m. The proposal made by Botanical Gardens and Public Recreation Minister Jayaratne Herath to proceed with the relevant activities of the following was approved by the Cabinet.

* Activities relating to the new Wet Zone Botanical Garden at Avissawella due to be opened in September 2014.

* To develop the remaining land area under the Second Phase of the Mirijjawila Botanical Garden in Hambantota.

* Relevant activities at the Hakgala Botanical Garden.

Kelaniya grid substation augmentation under un-utilized funds available from ADE Loans 2518/2519 (SF) SRI (Clean Energy and Access Improvement Project) - The proposal made by Power and Energy Minister Pavithra Wanniarachchi to award the above tender to the lowest evaluated bidder as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC) was approved by the Cabinet. Cabinet also noted that no appeals have been received from the unsuccessful bidders.

Repairs of exhaust stack at Sapugaskanda power station - The proposal made by Power and Energy Minister Pavithra Wanniarachchi to award the above tender as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC) was approved by the Cabinet. Cabinet also noted that no appeals have been received from the unsuccessful bidders.

Establishment of National Child Counselling Center and National Safe Home under National Child Protection Authority - The proposal made by Child Development and Women’s Affairs Minister Tissa Karalliyadde to set up a National Child Counselling Center and a National Safe Home under the National Child Protection Authority and to proceed with the relevant activities, with the view to providing accommodation to victims of child abuse and other forms of violence until the completion of legal proceedings and also to provide counselling for such victims was approved by the Cabinet.

Provision and installation of electro-mechanical equipment for augmentation of Common Waste Water Treatment Plant (CWWTP) of Katunayake Export Processing Zone - Having considered the enhancement of activities of the existing industries within the Katunayake Export Processing Zone due to expansion of operations of existing industries and setting up of new industries, it has been proposed to augment the Common Waste Water Treatment Plant of the Katunayake Export Processing Zone to meet the current and future demands pertaining to the treatment of waste water generated from industries. The proposal made by Investment Promotion Minister Lakshman Yapa Abeywardena to award the above tender as recommended by the Cabinet Appointed Procurement Committee (CAPC), was approved by the Cabinet. Cabinet also noted that no appeals have been received from the unsuccessful bidders.

Development of Kantale, Hingurana, Sevanagala and Pelwatta Sugar Industries - Cabinet considered the proposals submitted by Sugar Industry Development Minister Lakshman Seneviratne on the recommendations of the official committee appointed by the Cabinet to make recommendations for the rehabilitation of the above four sugar industries with the view to increasing local production upto 40% of the annual sugar requirement of the country by 2020. Some of the salient features of the proposals are as follows:

* 27,567 hectares of land belonging to Kantale, Hingurana, Sevanagala and Pelwatta Sugar Industries will be leased out for a period of 99 years to Lanka Sugar Co. (Pvt.) Ltd., which is a 100% government owned company, to increase its equity capital enabling it to obtain the required financial facilities for the development of the above four industries.

* Kantale Sugar Industry will be developed and modernized with the assistance of the Czech Republic.

* Blocks of land will be allocated to farmers for sugarcane cultivation by entering into contracts with the said farmers for the purchase of sugarcane. Priority will be given to farmers who are already engaged in sugarcane cultivation and farmers who are residents of the districts where the relevant lands are situated. The proposals contained in the above report were approved by the Cabinet.

01. Regulation of Insurance Industry (Amendment) Bill - Cabinet approval was granted to refer the above Bill presented to the Cabinet by H.E. the President, in his capacity as the Minister of Finance and Planning, to the Cabinet Sub-Committee on Legislation for its recommendations, in the first instance. The Bill intends to introduce amendments to the Regulation of Insurance Industry Act, to enable the following:


* to change the name of the "Insurance Board of Sri Lanka" as "Insurance Regulatory Commission";

* to specify qualifications for the registration of a general insurance business or long term insurance business;



* to exempt any local subsidiary Insurance Company in which at least 85 percent of the shares are held by a foreign holding insurance company which is already listed on a Stock Exchange outside Sri Lanka, from having to list on a Stock Exchange licensed under the Securities and Exchange Commission of Sri Lanka Act, No.36 of 1987; and



* to allow any insurance agent to work for one general insurance business and a long term insurance business.



02. New Sri Lanka Atomic Energy Bill - the current law which provides for the establishment of the Atomic Energy Authority and its powers and functions is the Atomic Energy Authority Act No.16 of 1969. The rules dealing with the use of Atomic Energy has changed considerably since 1969 and it has been observed that there is a need to incorporate several new provisions into the Law. The Bill provides for all matters that are necessary to be done for the beneficial and peaceful applications of nuclear science and technology in health, industry, environment and agriculture for national development including the protection of individuals, society and the environment from the harmful effects of ionizing radiation and radiation sources and also specifically states that, in Sri Lanka, all nuclear activities shall be carried out exclusively for peaceful purposes and prohibits the manufacture or acquisition of nuclear weapons or other explosive nuclear devices. The Bill also provides for the establishment of two new bodies, namely, the Sri Lanka Atomic Energy Board and the Sri Lanka Atomic Energy Regulatory Council. Cabinet approval was granted for the above Bill presented to the Cabinet by Hon. Patali Champika Ranawaka, Minister of Technology and Research, to be' referred to the Cabinet Sub-Committee on Legislation for its recommendations, in the first instance.



03. Katana Water Supply Project - Stage 1 - the project intends to provide pipe borne water supply facilities to the people of the Divisional Secretary's Division of Katana, and Stage I of the Project will cover 45 Grama Niladhari Divisions in the Katana Divisional Secretary's Division. The proposal made by Hon, Dinesh Gunawardena, Minister of Water Supply and Drainage, to proceed with the related activities pertaining to Stage I of the Project, was approved by the Cabinet.



04. Capacity Improvement of Distribution Network maintained by Lanka Electricity Company (LECO) - Lanka Electricity Company (LECO) operates the electricity distribution network in the coastal belt of the country ranging from Negombo to Galle with a total of 31 Primary Sub-stations. LECO is currently implementing five 33/11 kv Primary Sub-stations under the Asian Development Bank funded Clean Energy and Access Improvement Project in Katunayake, Kotikawatte, Kiribathgoda, Nawala and Hikkaduwa areas. The proposal made by Hon. (Mrs.) Pavithra Wanniarachchi, Minister of Power and Energy to proceed with the related activities for the improvement of capacity of the network was approved by the Cabinet.



05. Construction of a National Sports Museum - the proposal made by Hon, Mahindananda Aluthgamage, Minister of Sports, to establish the proposed National Sports Museum in Vicinity of the Independence Square at the premises of the ancestral home of the Late Mr. F.R. Senanayaka, to educate the future generation about the core values of sports, to exhibit and preserve trophies, souvenirs and also sports related literature of leading sportsman / sportswomen of international fame in Sri Lanka etc., was approved by the Cabinet.



06. Medium Term Budgetary Framework 2015 - 2017 and Preparation of Budget 2015 - The second five year development policy framework of the Government is being implemented since 2011 with the aim of transforming Sri Lanka into a poverty free country by 2016 and raising per-capita income continuously. 'The Government focuses on the Medium Term Budgetary Framework 2015 - 2017 mainly to ensure development by creating more livelihood and employment opportunities, food security, energy security and environmental safety with particular emphasis on low income and poor families. It is proposed to prepare the Budget 2015 within the Medium Term Budgetary Framework 2015 - 2017 giving priority to increase access to basic infrastructure facilities such as health, education. roads and safe drinking water in districts which are below the national average in social development, basic infrastructure facilities and economic indices. The proposal made by H.E. the President in his capacity as the Minister of Finance and Planning, to proceed with the related activities, was approved by the Cabinet.



07. Rehabilitation of A 5 Road corridor from Badulla to Chenkaladi - Peradeniya-Badulla-Chenkaladi Road is one of the major highways linking parts of the Eastern Province with the Central Province. The road section from Peradeniya to Badulla has already been rehabilitated. The balance section of the road from Badulla to Chenkaladi covering a distance of 151.3 km is proposed to be developed at an estimated cost of US $140 million. The project is to be jointly funded by the OPEC Fund for International Development (OFID) and the Saudi Fund for Development (SFD) with the balance contribution being made by the Government of Sri Lanka. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to enter into a loan agreement with the OPEC Fund for International Development in the first instance, was approved by the Cabinet.



08. 'Deyata Ktrula' National Development Programme - 2015 - 'Deyata Kirula' Programme had been implemented in several Districts in line with the Independence Day Commemoration with a view to bringing strategically selected and target oriented regional development progrmames of the Government closer to the people and it covers development needs which were not covered by major development programmes and provides solutions for the institutional problems faced by the people. 'Deyata Kirula' - 2015 Programme is to be implemented in Galle, Matara, Hambantota and Ratnapura Districts. 'Deyata Kirula' Exhibition will be held in the premises of Kotawila Watta of Kamburugamuwa in Matara and Mahinda Rajapaksa Vidyalaya, Matara, parallel to the 'Deyata Kirula' Development Programme and Independence Day Commemoration 2015. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to proceed with the relevant activities, was approved by the Cabinet.(KH)

This visionary_12 has some real issues. All he does all day is copy paste news and videos. Nothing that actually contributes to the forum in specific terms. We should consider seriously to ban him.

It is not fair to ban him for this ,as some of the forum members also contribute to this mess as people previously argued that they want see material evidence for individual opinions. Skycrapercity forum is all about publishing and expressing the individual opinions about the on going projects in the respective regions with some valid & constructive debate as if how things can be addressed better. Thus I urge all the members come up with updates of on going projects, proposed projects, in their point of view rather than what newspapers or online materials say. forgive me if I am wrong.

It is not fair to ban him for this ,as some of the forum members also contribute to this mess as people previously argued that they want see material evidence for individual opinions. Skycrapercity forum is all about publishing and expressing the individual opinions about the on going projects in the respective regions with some valid & constructive debate as if how things can be addressed better. Thus I urge all the members come up with updates of on going projects, proposed projects, in their point of view rather than what newspapers or online materials say. forgive me if I am wrong.

Let us analyze this declaration. On the one hand I started some new threads. But on the other hand you did not started any threads.

First, when we look at the number of people who had visited my threads more than ten thousand people visited my threads for last three months. There is a say "How great is the chef depend on the taste of the cake" Similarly, the visitation number show it self how popular those threads are.


Second, criticism is easy but the creation is the hard thing. I always take the high road. I put all those threads to get more information to the people who are patriotic to our mother land to engage in the positive way of future in our mother land. But one or two people will not have the same vision. If you do not like to visit those threads please do not open those threads. This is a democratic society. Every one has the right to their own opinion.

Third, together we can make a difference. Therefore, even though you disagree with this thread there are lot of other avenue to support our Mother Lanka to develop to became miracle of Asia in the future.

Finally, I am sure still you have your brothers and sisters, parents and relatives in Sri Lanka. Therefore, please support our mother land.

Dhanuja, you have a good points. Now let see one by one.

1. I tried to put most of the items in the topic close to the existing topic. But, if you put different topic items in the same topic it will not accomplished our mission. For an example, in your office if you put all the information in the one file it is hard to find where we put the information at the end. So, main priority is to list the items in a responsible manner to generate best out come for people to read necessary information. If any one does not like any thread that person has the option not open the thread. This is a democratic country.

2. I also initially posted links only. It is easy for me. But, most of the people look at the internet information from their phone. For an example, my Blackberry and I-phone crash when I try to open more than one page of internet extensions. That is why I put the cut and paste information. That way, every one can read the information we have posted in that thread.

3. We have to look at any problem in 360 degree analysis. Do not think most of the people like to see your ideas only. Generally they like to see facts and information. Just tell me how many time you have read editors notes in the paper. Therefore, do not think all the people like to see the same thing you like to see. When it is a worthy point I also write my own opinion.

4. Finally, You are a great member to our Skyscrapercity. When we discuss the information we will able to improve this our Sri Lanka site.

In summary we need to look at 360 degree analysis in posting information in this Skyscrapercity page. For an example, we should post information, videos, facts, any other, articles and discussions. Exactly, that is what I am doing now.

1. Municipal Solid Waste Disposal System for Metro Colombo Region - Transfer and Disposal of Municipal Solid Waste at Aruakkalu, Puttalam - Metro Colombo Solid Waste Management Project - the Government has been looking for an environmentally acceptable and economically feasible solution for the disposal of Municipal Solid Waste in the Metro Colombo Region.


The current collection of Solid Waste in the city of Colombo is about 700 MT per day and with the other urbanized local authorities in the Metro Colombo Region, the collection is about 1200 MT per day. It is proposed to construct a Sanitary Land Fill in Aruakkalu in the Puttalam District and to transport Solid Waste by train from a Transfer Station at Meethotamulla. The proposed Sanitary Land Fill will be constructed in keeping with international standards. The Railway Department has already completed the design work of rail transportation system and the preparation of specifications for locomotives and rolling stocks. The Environmental Impact Assessment (EIA) of the Project has also been completed. The total cost of the Project is US $107 million (SLR 14017 million). The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to proceed with the related activities, was approved by the Cabinet.



2. Extension of the Project Period of Smallholder Plantation Entrepreneurship Development Programme - this programme is being implemented by the Ministry of Plantation Industries under the loan assistance provided by the International Fund for Agriculture Development (IFAD). The project has achieved considerable progress by adding 5087 ha of Rubber new planting in Moneragala and 157 ha of Tea replanting in the Mid Country. A total of 164 Village Rubber Development Clusters have been formed in Moneragala and 241 Entrepreneur Groups have been formed in the Mid Country enabling them to engage in income generating activities and around 18,000 smallholders have directly benefited from this project. The proposal made by Hon. Mahinda Samarasinghe, Minister of Plantation Industries, to extend the period of this programme as recommended by the IFAD, up to 2016-12-31, was approved by the Cabinet.



3. Widening and Improvement of 64.31 km of Roads in Central and Uva Provinces and Reconstruction of Thirteen (13) Bridges - the proposal made by H.E. The President, in his capacity as the Minister of Highways, Ports and Shipping, to award the contracts for the widening and improvements to the following road sections covering a length of 64.31 km, and also for the reconstruction of 13 bridges in the Central and Uva Provinces to a Chinese Construction Company, was approved by the Cabinet:

• Kandy - Kirimatiya Road (0.0 - 7.64 km)
• Ampitiya - Gurudeniya Road (0.0 - 2.25 km)
• Nuwara Eliya - Ragala - Udupussallawa Road (19.0 - 46.0 km)
• Welimada - Kirklees Road (0.0 - 17.83 km)
• Avissawella - Hatton - Nuwara Eliya Road (98.9 - 108.49 km)



4. Infrastructure Development of Jaffna, Sabaragamuwa, Kelaniya, Peradeniya, Buddhist and Pali and Eastern Universities - the proposal made by Hon. S.B. Dissanayake, Minister of Higher Education, to award the above contracts relating to infrastructure development of the above Universities, on a Turnkey Basis by calling for limited bids from five eligible contractors who have been successfully engaged in construction work, was approved by the Cabinet.


5. Establishment of Sri Lanka German Training Institute (SLGTI) in Killinochchi District with the Grant Assistance of Government of Germany - the Government of Republic of Germany has already signed an Agreement with the Government of Sri Lanka in respect of the project for the establishment of Sri Lanka German Training Institute (SLGTI), a fully fledged training centre in Killinochchi District under the National Apprentice and Industrial Training Authority of the Ministry of Youth Affairs and Skills Development. It is intended to commence the construction of the Institute in October 2014 at a cost of Rs.700 million (approximately Euro 04 million) and complete it in 2015. The proposal made by Hon. Dullas Alahapperuma, Minister of Youth Affairs and Skills Development, to proceed with the related activities, was approved by the Cabinet.


6. Renovation work of the Colombo National Museum - the proposal made by Hon. (Dr.) Jagath Balasuriya, Minister of National Heritage, to have the renovation work of the Colombo National Museum attended to by the Sri Lanka Army and to obtain the consultancy services for the purpose from the Central Engineering Consultancy Bureau (CECB), was approved by the Cabinet.


7. Acquisition of a New ICT System for the Credit Information Bureau of Sri Lanka (CRIB) - the Credit Information Bureau of Sri Lanka was set up in 1990 under the Credit Information Bureau Act, No.18 of 1990 as amended, to collect and collate credit information and to furnish such information to its member lending institutions. As the economic growth has improved due to peaceful conditions prevailing in the country and due to improvements in the macroeconomic environment, the credit demand has increased with greater demand for credit information by member financial institutions. The proposed Information and Communication Technology (ICT) Infrastructure of the CRIB would enable all financial institutions to send and receive credit information online, at a faster pace and improve the data quality and accuracy of credit information. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to proceed with the related activities pertaining to the acquisition of a new ICT System for the CRIB, was approved by the Cabinet.


8. Visit to the People's Republic of China by Hon. Basil Rajapaksa, Minister of Economic Development as the Special Envoy of H.E. the President, pertaining to Trade and Economic Cooperation - 29th June to 05th July 2014 - on the information provided by Hon. Basil Rajapaksa, Minister of Economic Development pertaining to the above visit, Cabinet of Ministers noted the satisfactory progress achieved by the Minister at the discussions he has had with the leaders of the People's Republic of China which had focused on strengthening bilateral co-operation between Sri Lanka and the People's Republic of China with particular emphasis on fast-tracking the proposed Free Trade Agreement (FTA) process between the two countries, intensifying co-operation in trade and tourism sector and encouraging Chinese Companies to invest in Sri Lanka. Cabinet also noted that H.E. Xi Jinping, the President of the People's Republic of China will be visiting Sri Lanka in the near future and it will be the first ever visit of a Head of State of the People's Republic of China to Sri Lanka.

[Cabinet Decisions] 05.09.2014








The Implementation of Priority Water Supply Projects with Financial Assistance from Local Banks - The proposal made by the President, in his capacity as the Finance and Planning Minister, for the implementation of the Ruhunupura Distribution Water Supply Project and the Ampara Distribution Network Water Supply Project with funds to be provided by domestic banks and for the National Water Supply and Drainage Board to enter into loan agreements with such banks, was approved by the Cabinet.


Program of work for minimizing the application of Agro-chemicals in Agriculture in Sri Lanka - The Agriculture Ministry has drawn up a program to minimize the use of Agro-chemicals and pesticides by 2020, adhering to the following practices: minimizing the use of pesticides and agro-chemicals gradually; appointment of officers engaged in agriculture extension activities as Plant Physicians in Crop Clinics; and the establishment of Organic Villages. This information was submitted to the Cabinet by Agriculture Minister Mahinda Yapa Abeywardena.


Agreement on Cultural Co-operation between Sri Lanka and Seychelles - Cabinet approval was granted for signing of this Agreement between the Sri Lankan government and Republic of Seychelles government to promote cultural co-operation between the two countries on the basis of mutual respect for their sovereignty in conformity with the laws and regulations in force in each country. This proposal was made by Culture and the Arts Minister T. B. Ekanayake.


China Development Bank funded Priority Roads Project 3 - Phase II - Award of Civil Works Contracts in Matara and Hambantota Districts - Nine roads in Matara and Hambantota Districts in the Southern Province have been identified for rehabilitation under this program in view of the National Exhibition - ‘Deyata Kirula’ 2015. The proposal made by the President, in his capacity as the Highways, Ports and Shipping Minister to award these contracts as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.


Consultancy services for carrying out feasibility studies, environmental impact assessment, etc., for the proposed Ruwanpura Expressway - The trace for the proposed Ruwanpura Expressway commences from the Kahathuduwa Interchange of the Southern Expressway and ends at Pelmadulla at the 3rd km of Pelmadulla-Embilipitiya-Nonagama Road. It is proposed to construct interchanges at Horana, Ingiriya, Kiriella, Ratnapura (Kuruwita) and Thiruwanaketiya. The length of the expressway with four traffic lanes will be around 71 km. The proposal made by the President, in his capacity as the Highways, Ports and Shipping Minister to appoint a Cabinet Appointed Consultancy Procurement Committee (CACPC) to make recommendations to the Cabinet pertaining to the award of contract for Consultancy Services for the purpose, was approved by the Cabinet.


Rehabilitation of National Highways through domestic contractors - Rehabilitation and Improvements to the Road section from 0 to 6.95 km on Kekirawa-Ganewalpola Road and to the road section from 0 to 30.0 km on Ganewalpola-Dachchihalmillewa Road-the proposal made by the President, in his capacity as the Highways, Ports and Shipping Minister, to award this contract as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.


Water Pumping Project of Kalinganuwara, Angamadilla and Minneriya under North Central Province Canal Project - At present water from the Kotmale upper catchment area is distributed to major agricultural districts of Anuradhapura and Polonnaruwa through the Mahaweli diversion at Polgolla. It is proposed to divert Mahaweli water to the North Western Province for Mee Oya and Hakwatuna Oya basins and to the North Central and Vavuniya as well to be used for agriculture as well as drinking purposes to meet any intending climatic changes in the country. The proposal made by Irrigation and Water Resources Management Minister Nimal Siripala de Silva to appoint a Project Committee and obtain recommendations of the Standing Cabinet Appointed Procurement Committee (SCAPC) pertaining to the offer made by an Indian Company, was approved by the Cabinet.


Construction of the 3rd stage of the Maternity Ward Complex in Teaching Hospital, Kurunegala - The proposal made by Health Minister Maithripala Sirisena to award the above contract to the Central Engineering Consultancy Bureau (CECB) at a cost of Rs. 914,946,852.90, to be completed within 24 months, was approved by the Cabinet.


Tender for supply of Epoetin Injection 2,000IU Pre-filled Syringe 30,000 Syringes and Epoetin Injection 4,0001U – 5,000IU Prefilled Syringe 175,000 Syringes - The proposal made by Health Minister Maithripala Sirisena to award the above two tenders to the lowest responsive bidders as follows as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet: Supply of Epoetin Injection 2,0001U Pre filled Syringe 30,000 Syringes at a total cost of US $37,500 and Supply of Epoetin Injection 4,000IU - 5,000IU Prefilled Syringe 175,000 Syringes at a total cost of US $350,000


Implementation of Greater Matale Water Supply Project - The proposed project will provide direct benefits to about 80 percent of the urban population in the Matale District. The proposal made by Water Supply and Drainage Minister Dinesh Gunawardena to proceed with the activities relating to the project, was approved by the Cabinet.


Eastern Province Water Supply Development Project – Supply and Installation of Pumps, Mechanical and Electrical Equipment, Instruments and Accessories for pump houses at Konduwattuwana, Bangalawadiya, Kalmunai, Irrakkamam, Pottuvil, Uhana, Damana, Hingurana and Water Treatment Plants and Intakes at Maha Oya and Dehiattakandiya - The Eastern Province Water Supply Development Project is being implemented by the National Water Supply and Drainage Board with funds provided by the Japan International Cooperation Agency (JICA) and the Sri Lankan government. There are 16 major contract packages under this project and this is the 10th contract package which covers all mechanical and electrical installations of the project. The proposal made by Water Supply and Drainage Minister Dinesh Gunawardena to award this contract as recommended by the Standing Cabinet Appointed Procurement Committee


Clean Energy and Network Efficiency Improvement Project - Package 4 - Medium Voltage I Distribution Sub. Projects, Lot A - this project includes the following:

* 33kV Double Circuit (DC) Tower Line from Vavuniya Grid Substation (OSS) to the proposed Kebithigollawa Gantry (23 km) and related works; and

* 33kV DC Tower Line from New Anuradhapura GSS to the proposed Kahatagasdigiliya Gantry (31 km) and related works.

The proposal made by Power and Energy Minister Pavithra Wanniarachchi to award this contract to the lowest evaluated substantially responsive bidder as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.


Clean Energy and Network Efficiency Improvement Project - Package 4 . Medium Voltage / Distribution Sub. Projects, Lot B - This project includes the following: 33 kV DC Tower Line from Kiribathkumbura GSS to the proposed Galaha Gantry (15 km) and related works; 33 kV DC Tower Line from Galmadu Junction to the proposed Akkaraipaththu Gantry (18 km) and related works; and 33 kV DC Tower Line from proposed Akkaraipaththu Gantry to the proposed Pothuvil Gantry (42 km) and related works.

The proposal made by Power and Energy Minister Pavithra Wanniarachchi to award this contract to the lowest evaluated substantially responsive bidder as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.


Implementation of the Post Graduate Institute of Medicine Development Project - The proposal made by Higher Education Minister S. B. Dissanayake to construct an eight storied academic building at a total cost of Rs.1,610 million with funds to be provided by the government and complete the construction work within three years from 2014to cater to the increased national demand for medical specialist training and to improve the quality of medical services in Sri Lanka, was approved by the Cabinet.

Procurement of 50 buses for Department of Prisons - The proposal made by Rehabilitation and Prison Reforms Minister Chandrasiri Gajadeera to award the contract for the supply of 44 seater 20 buses at a cost of Rs. L03,000,000 and 30 seater 30 buses at a cost of Rs.121 ,350,000 for the Prisons Department as recommended by the Cabinet Appointed Procurement Committee (CAPC) taking into consideration the views of the Procurement Appeal Board (PAB), was approved by the Cabinet.


Extradition Treaty between Sri Lanka and the Russian Federation - It has been observed that entering into such a Treaty with the Russian Federation would be beneficial for Sri Lanka as it would enable Sri Lanka to request for the extradition of persons of concern who have engaged in illegal acts in the country and sought refuge in Russia, for criminal prosecution or execution of sentences. The proposal made, by the President, in his capacity as Defence and Urban Development Minister, to sign this Treaty between the two countries, was approved by the Cabinet.


Construction of Outer Circular Highway - Northern Section II (from Kadawatha to Kerawalapitiya) Project - The Outer Circular Highway with a length of 29.22 km starts from Kottawa and traverses through Kaduwela, Kadawatha and ends at Kerawalapitiya. It will radiate from the city of Colombo and link Southern Expressway, Colombo-Katunayake Expressway, Northern Expressway and other major National Highways. The Project consists of three main sections namely, Kottawa to Kaduwela (11.0 km), Kaduwela to Kadawatha (8.9 km) and Kadawatha to Kerawalapitiya (9.32 km). The proposal made by the President, in his capacity as Finance and Planning Minister, to proceed with the activities relating to loan arrangements for the Construction of Outer Circular Highway. Northern Section II (from Kadawatha to Kerawalapitiya) Project, was approved by the Cabinet.


Construction of Roads and Flyovers in Hambantota International Hub Development Project - The Southern Expressway Extension Project with a length of 96 km consists of four main sections, namely, Section 1 (from Matara to Beliatta - 30 km), Section 2 (from Beliatta to Wetiya - 26 km), Section 3 (from Wetiya to Mattala - 15 km) and Section 4 (from Mattala to Hambantota via Andarawewa - 25 km). The construction of roads and flyovers in Hambantota International Hub Development Project contains Section 3 of the Southern Expressway Extension with Sooriyawewa-Galwela Junction-Moraketiya-Embilipitya Road (18.28 km) and Ranna-Wetiya Road (16.15 km). The proposal made by the President, in his capacity as Finance and Planning Minister, to proceed with the activities relating to loan arrangements for the purpose, was approved by the Cabinet.


Construction of Extension of Southern Expressway Section 4 - from Mattala to Hambantota via Andarawewa Project - The proposal made by the President, in his capacity as Finance and Planning Minister, to proceed with the activities relating to loan arrangements to finance the Construction of Extension of Southern Expressway Section 4 from Mattala to Hambantota via Andarawewa, was approved by the Cabinet.


Loan Facility of US $100 million from China Development Bank Corporation to Finance the Improvement and Rehabilitation of Priority Roads Project 3 (phase II) - The proposal made by the President, in his capacity as the Finance and Planning Minister, to proceed with the activities relating to loan arrangements to finance the Improvement and Rehabilitation of Priority Roads Project 3 (phase II), was approved by the Cabinet.


Submission of the Gazette Notification issued under the Import and Export Control Act, No.1 of 1969 to the Parliament to meet the Legal Requirement - The proposal made by the President, in his capacity as Finance and Planning Minister, to submit the Extraordinary Gazette Notification No.1872/5 dated 2014-07-21, containing Import and Export (Control) Regulations No.04 of 2014, which are to be effective from 2014-08-01, was approved by the Cabinet.


Implementation of Anamaduwa Integrated Water Supply Project - The proposed Anamaduwa Integrated, Water Supply Project will provide safe drinking water to 81,700 in the Puttalam District. Implementation of priority Water Supply Projects with funding secured from Local Banks - Award of Contract for three Projects - The proposal made by Water Supply and Drainage Minister Dinesh Gunawardena, to award the contracts for the following three projects, as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet:

* Towns East of Colombo District Water Supply Project - Package III - Supplying and Laying of Pipes for Distribution Network in Homagama, Padukka and Seethawaka Divisional Secretaries’ Divisions; Avissawella and Kosgama Integrated Water Supply Scheme; and Galagedera and Mawathagama Water Supply Scheme


China Development Bank (CDB) Financing for the Water Supply Projects - The China Development Bank. (CDB) has agreed to provide a loan of US $400 million to the National Water Supply and Drainage Board for the implementation of the following water supply projects: Katana Water Supply Project; Thambuttegama Water Supply Project; and Kandy North Water Supply Project. The proposal made by Water Supply and Drainage Minister Dinesh Gunawardena to proceed with the relevant activities pertaining to the loan arrangements, was approved by the Cabinet.


Agreement between the Republic of Belarus and Sri Lanka on Cultural Cooperation - The proposal made by Culture and the Arts Minister T. B. Ekanayake to sign an agreement between the two countries to develop and promote bilateral cooperation in the field of Culture and the Arts, was approved by the Cabinet.

Establishment of a Human Heart Valve Bank

It is estimated that 2,500 to3,000 children are born with congenital heart defects in Sri Lanka annually and around 2,000 of them need corrective surgery. The current practice in Sri Lanka is to use imported bovine grafts (Tissue valves) which cost about Rs. 300,000 per graft which is borne by the government. With the rapid advancement in healthcare offered to children with heart diseases in Sri Lanka, the establishment of a Human Heart Valve Bank to provide cardiac valves and tissues necessary for valve replacement and repair of some of the congenital and acquired heart diseases has become a priority. The process of establishing a Human Heart Valve Bank had been initiated through the Children's Heart Project of Sri Lanka and the Oxford Tissue Bank has already agreed to provide the technical support and advice. The proposal made by Health Minister Maithripala Sirisena to establish a Human Heart Valve Bank at the Lady Ridgeway Hospital in Colombo at a cost of Rs. 30 million, was approved by the Cabinet.

Agreement on Establishment of Inter-Governmental Commission on Trade, Economic, Scientific and Technical Cooperation between the government and the Russian Federation government

The two way trade between Sri Lanka and Russia has been increasing over the years. Sri Lanka's exports to Russia have increased from US $11.6 million in 2001 to US $279.91 million in 2013 while Sri Lanka's imports from Russia have increased from US $3.7 million to US $145.85 million during the same period. The proposal made by Industry and Commerce Minister Rishad Bathiudeen to enter into an agreement on establishment of the Inter-governmental Commission on Trade, Economic, Scientific and Technical Cooperation, to enhance cooperation between the two countries in the said fields, was approved by the Cabinet.

Seed paddy Provision to farmers who suffered cultivation losses due to drought

Due to the prolonged drought conditions prevailing from the beginning of this year, crop cultivation in many parts of the country has been affected and it has been observed that farmers experience difficulties in procuring seed paddy in sufficient quantities to commence cultivation for the next Maha season. The proposal made by Agriculture Minister Mahinda Yapa Abeywardena to purchase seed paddy by the Agriculture Department from seed paddy producing farmers as well as from private sector seed paddy producers to meet the shortfall of the supply and distribute same among the drought affected farmers on cost recovery basis, was approved by the

Divineguma National Development Program - Phase VI - 2014 - supply of vegetable seeds and fruit plants

The proposal made by Agriculture Minister Mahinda Yapa Abeywardena to procure vegetable seed pouches, fruit plants and other agricultural crop plants for the Divineguma National Development Program, from nurseries of the of private owned nurseries registered with the Agriculture Department at rates approved by the Department, was approved by the Cabinet.

Cost variations of the contracts for the reconstruction of railway lines in the Northern Province under the Indian Line of Credit Agreement

Reconstruction work of the Omanthai-Pallai and Madawachchiya-Madhu road railway line has been completed and the train services have been restored. Presently, Madhu Road-Talaimannar railway track and the signal and Telecommunication services are under construction. The proposal made by Transport Minister Kumara Welgama to revise the original cost estimates of the above, was approved by the Cabinet.

Bilateral air service consultations between Sri Lanka and Azerbaijan

The proposal made by Civil Aviation Minister Piyankara Jayaratna to sign the above Air Services Agreement between the government and the of the Republic of Azerbaijan government, was approved by the Cabinet.

Transfer of land owned by Janatha Estate Development Board in Pallai, Jaffna to the Coconut Cultivation Board -

The proposal made by Coconut Development and Janatha Estate Development Minister A. P. Jagath Pushpakumara to vest the land of about 600 acres in extent, adjoining the Tharmakerni Model Coconut Park, Pallai, Jaffna, belonging to the Janatha Estate Development Board, with the Coconut Cultivation Board, to establish a model coconut park and for related activities, was approved by the Cabinet.

Thambuttegama Water Supply Scheme - plant and design-build contract for the Civil and M and E Works

This project is to enhance the pipe borne water supply coverage for safe drinking water to 42 Grama Niladhari Divisions in Thalawa, Thambuttegama and Galnewa Divisional Secretaries' Divisions. The proposal made by Water Supply and Drainage Minister Dinesh Gunawardena to implement the above water supply project and to award the contract as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

Kiriibbanwewa Water Supply Project and Badalkumbura-Alupotha Water Supply Project

The proposal made by Water Supply and Drainage Minister Dinesh Gunawardena to invite technical and financial proposals for the implementation of the Kiriibbanwewa Water Supply Project and Badalkumbura-Alupotha Water Supply Project, to appoint the Project Committee to evaluate such proposals to be received and to submit the recommendations of the Standing Cabinet Appointed Procurement Committee (SCAPC) to the Cabinet for consideration, was approved by the Cabinet.

Greater Colombo Waste Water Management Project (GCWMP) funded by Asian Development Bank - Additional Work under Design, Supervision and Management Consultancy (DSC) Contract for Design and Supervision Consultant

The government has received a loan of US$ 116.63 million from the Asian Development Bank for the Greater Colombo Waste Water Management Project to improve the urban environment by rehabilitating the sewerage system and thereby enhance the public health facilities of the residents of the Greater Colombo area. The proposal made by Local Government and Provincial Councils Minister A. .L. M. Athaullah to award the additional consultancy work of the above as recommended by the Cabinet Appointed Consultancy Procurement Committee (CACPC), was approved by the Cabinet.

Nagamu Purawara 2014 - Third Phase renovation of multi-storeyed housing schemes and installing infrastructure facilities

The government has allocated Rs. 1,878 million to the National Housing Development Authority for the modernization of Multi-storeyed Housing Schemes and provision of infrastructure facilities. It is expected to carry out renovation work of the following 12 housing schemes under the third phase of "Nagarnu Purawara":

Saunders Place Housing Scheme - 57 houses, Anderson Housing Scheme - 816 houses, 117 Watta - Elvitigala Housing Scheme for low income earners - 32 houses, Kandawalawatta Housing Scheme - 72 houses, Mayura Place Housing Scheme Wellawatta - 24 houses, Torrington New Housing Scheme - Phase IV -- 48 houses, 797 Watta Housing Scheme (Phase II) - 116 houses, Vipulasena Mawatha Housing Scheme, Shops and Office complex - 52 houses and 20 shops, Restoring drain system, Mahawatta - 20 houses, St Anthony's Housing Scheme, Kollupitiya - 64 houses, Mattegoda Housing Scheme - 1,122 houses and Ranpokunagama Housing Scheme - Completing the remaining work of the sewage treatment plant - 322 houses.

Supply of medical equipment to the Medical Faculties of Rajarata and Eastern Universities and the Faculty of Allied Health Sciences of the University of Peradeniya

The Faculty of Medicine and Allied Health Sciences of the University of Rajarata, the Faculty of Healthcare Sciences of the Eastern University and the Faculty of Allied Health Sciences of the University of Peradeniya are newly established faculties and it is proposed to uplift their standards in keeping with the other National Universities of the country by the provision of the required equipment and accessories for teaching and learning activities. The proposal made by Higher Education Minister S. B. Dissanayake on the recommendation of the Cabinet Appointed Procurement Committee (CAPC), to proceed with the related activities, was approved by the Cabinet.

Project for relocation and development of the Institute of Technology - University of Moratuwa

Objectives of this project are to resolve the issues between the university students and the students of the Institute of Technology, established within the University of Moratuwa, and to develop the National Diploma Technology Program which enjoys higher national and international demand and to expand it enabling an increase in the student intake.

It is also proposed to accommodate the students from the technology stream expected to enter universities from 2015, by implementing this project.

The proposal made by Higher Education Minister S. B. Dissanayake on the recommendation of the Cabinet Appointed Procurement Committee (CAPC), to proceed with the related activities, was approved by the Cabinet.

Provision of infrastructure facilities for the universities to facilitate the additional intake of students for 2013

The proposal made by Higher Education Minister S. B. Dissanayake to award the contract for the construction of a five-storied new building for lecture halls, reading rooms and multipurpose auditorium for the University of Colombo School of Computing, to the lowest evaluated responsive bidder as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

Implementation of Towns East of Colombo District Water Supply Project Package 1 and Bentota Water Supply Project

Cabinet approval has already been granted for the implementation of 34 water supply projects at a cost of Rs. 10.095 billion with financial assistance from local banks.

The proposal made by the President, in his capacity as the Finance and Planning Minister, to authorize the Water Supply and Drainage Board, to proceed with the activities relating to the loan arrangements for the implementation of the following Water Supply Projects, was approved by the Cabinet.
