Wellington's "biggest white elephant" is set for a $32 million makeover that will create about 70 flats, shops and cafes on the waterfront.

Plans to rebuild the Overseas Passenger Terminal by 2010 will be presented to Wellington City Council for approval next week.

The upgrade, unveiled yesterday, will include a mezzanine-level viewing platform and a specially designed, water-level, wharf extension for fishing.

Mayor Kerry Prendergast said the terminal had been "in limbo" since it was built 43 years ago. "This proposal will rejuvenate that area and bring what should have been quite a magical building back to life."

The terminal wharf will be repaired and strengthened, and the interior of the building will be rebuilt as apartments and, at ground level, shops and public areas.

But the upgrade will keep the original maritime-themed design of the building, with its hull-shaped roof and tall spire.

Sir Michael Fowler, who designed the building, is impressed with the proposed revamp. "I am delighted with the scheme, absolutely delighted."

Because of the declining popularity of sea travel, the terminal was virtually obsolete by the time it opened. "I was party to the design of the biggest white elephant that Wellington ever built."

He was flattered that Athfield Architects had kept his nautical-themed design and said people would be drawn to visit it. "It has been an iconic building in Wellington, without much purpose."

Developers Willis Bond and Co will pay Wellington Waterfront $32 million to upgrade the site, with a 125-year lease.

About $16 million will be spent repairing the aging Clyde Quay wharf and the remaining $16 million will be given to Wellington Waterfront in cash and work to be done on the project.

The wharf, built in 1906, is in poor condition and repair work on piling will be demanding, as it needs to be done at low tides. Willis Bond director Mark McGuinness said the redesigned terminal could house 70 apartments, though that was not finalised. He would not disclose the full project cost, but said the revamped terminal would be worth $100 million.

Ms Prendergast was confident councillors would approve the plan and it would then need resource consent approval before construction started.

Kevin Bull, who runs a convention and function centre at the terminal and has a 14-year association with the building, said a revamped terminal would be popular.

Forgive my ignorance, but if there was anything on the Wellington Waterfront (I see the article above is) would this be where it was, or is there another whole thread on it?

I more wanted to get a feel for public perception/opinion of the existing/future design and development on the Waterfront :)
Maybe one of the locals can help you out a bit more Sugar .....

Wellington's tallest?

OK, I know I've speculated about this before, but I now know from an inside source that Terry Serepisos' team has had a pre-application meeting with the council for an apartment building on Lambton Quay. This would indeed be Wellington's tallest building, but only if you include the mast that is part of the design.

I haven't seen any plans, but apparently it looks pretty good: much better than some had feared. It is indeed supposed to go just north of Cable Car Lane, and while it's hard to see where on earth you could fit in a skyscraper there, apparently there's some space tucked in behind Hallensteins House. That would make it a very narrow building, but of course that would just add to the slenderness and daring of the design.

I think I'm starting to get a bit excited about this! :)

I haven't heard anything concrete: every now and then someone proposes a Monorail or Personal Rapid Transit system, but they tend not to be taken more seriously.

More useful would be a light rail link, since it could extend the existing suburban rail services to Courtenay Place and the airport. Various groups (such as Option 3, Transport 2000+ and the Greens) have been pushing light rail for a while, but without much traction. Light rail as mooted as a consultation option in the Johnsonville Line study last year, but I don't believe it was ever seriously intended to be considered, and the whole study looked to have been deliberately skewed against it.

I've still got my fingers crossed, though :)

Ah, that sounds very much like they're talking about a monorail from the Paraparaumu station to Paraparaumu aerodrome, which is a distance of about 2km. That's not what I've been thinking of, but it could indeed be a boost for public transport. Monorails are notoriously hard to get working compared to more proven transit systems like light rail, but if they can make it happen, good luck to them!

And here's the link: the press release came out on Scoop yesterday. I must admit I haven't heard anything about these "plans", and a quick search hasn't turned up anything else, so I don't know how concrete that is.

Only a mast making it tall? Piece of junk then, I honestly don't care too much about this building then. If he truly wants to make a mark on wellington you've got to bloody well do something slightly more daring than a crappy mast on top of a building. Roof height should be at least 130m before I'll consider interest in it being wellingtons tallest building. Otherwise it is yet another apartment building with a slightly higher than usual height.
