We touched on this on a different thread. The short and big answer is a big YES.
To maintain a population base means to have the suitable physical infrastructure in place to hold the people. Things like electricity, railways, roadways, hospitals, housing, ports and airports, public housing, mass transportation nodes, etc, all of these need to be put in place and expanded accordingly to maintain a population. DRC is not yet at the level of development or stability where the leadership can develop and implement the relevant projects to maintain the current population, let alone cater to a growing population. The leadership to excute such a vision is also absent.
The best option at the moment is to educate people on birth control, strangely enough I was talking to an old member of the family and she told me that she took birth control injections as far back as 1982 so this goes to show you how far backwards the country has gone. I would not like to see a Chinese style birth control policy but education will go a long way in raising the population's awareness.
