Yes there are several projects going on in Dohuk like Mazi Land.

I recommend you to visit Roj Bash . You fill find a nice collection of the projects in Dohuk and other Kurdish cities there.

Much of it are private investments. The infrastructure has, in my opinion, improved a lot. In my last visit I saw several new good roads in the cities and they were working with a major highway from Zakho to Erbil.

Electricity has improved too. It was available 90% (but not watani) of the time.
