The Gotha T-59 is a gem.

I think in the modern European driven tram design world, passenger capacity has been the primary driver, and by doing so, many tram manufacturers have lost sight of the incredibly tight turning radii trams like the T-59 have and have lost sight of how light tracks can be to support this kind of vehicle.

Mostly nothing
I am a total outside but I would suppose that they have a lot of things of much much higher importance on their to do list other than building a metro network. In fact I would think starting work on the metro would be highly irresponsible and if their are ongoing works I would think about pausing all of them and postpone them indefinitely, unless those works have been already paid for and the money would be lost anyway.

Construction has been indefinitely postponed since the end of the 1990s. Construction site maintenance has been halted since around 2008.
